I still think that pops (and jobs) should be scaled down significantly, so that most planets would have ~10 max.
But for those who want to have a large number of pops (as before 3.0) I have another proposal, that would save performance too. Let's move to the Imperator pop system:

Solution to the long-standing pop issue: adopt the "Imperator: Rome" approach, to have both performance and high pop numbers
The problem with pops is that they destroy performance because their job allocations have to be recalculated every few thicks. Proposal: why not to adopt "Imperator: Rome" approach instead? That would improve the management of different classes...
