Can we change tech tree during a game in progress ?
I have an old version.
you can, but you have to edit the save game file to clean up the techs
 
in the grand campaing is a not very changed version of the techtree if you dont found a lone version you could download one of lastedt version and extract the files from tech and config folder.
 
This thread is a little old but I try my luck if anyone here can help me.
I've installed the Cold War Tech Tree mod and it though it worked fine until I started producing carriers. The problem is I can't build CAG attachement for my aircraft carriers, which is rather an important aspect of these units...
Maybe someone else have encounter the same problem and know how to fix it?

If you want this mod to work as is and designed than you would need to install it over DH patch 1.03. You could readapt it for 1.04 with some patience and script education. Otherwise, I suggest checking into mods for DH 1.04 which have implemented CWTT mod such as The Grand Campaign (which is the only one crrently maintained I believe).
 
I'm working on fixing the version that's included in the all in one mod. Maybe when this is further along I'll upload a stand alone version.
