Politically it was unthinkable to declare war. Pushing for more economic concessions (21 demands, which was a complete FR fiasco to be honest by Japan since they achieved little, was intended to oust other countries influence from China) is not the same as declaring war.

I had the same thoughts as you.I suppose a good dissent hit and/or economic consequences might do well enough to prevent a player from attacking China at a point where a war would offer no advantages.
