Me and my friend are trying to play mp but it's more or less impossible to play as they keep getting way behind in time, even on three-speed. We are both using Potatoes if that helps.

My best guess is that one of the potatoes is worst than the other.
If your friend's computer is about the same as yours, i'd suggest he checks about cutting all non-necessary apps, to alleviate the load.
Does it matter who is host?

Ck2 is free to play on Steam now, so that's a good test too.

I tried them with them as the host, played like a slug in molasses (this is with ridding the world of all natives and Toaster Universalis) and I have no idea what those options are, I've never seen them.
When you run this game from the PLAY button in the Steam library, what is the very first thing you see?

I've never launched it with the play button, always with the shortcut. But when I try to I get "Play EU4" "Steam Multiplayer" "Namaka Crossplay Multiplayer" (Whatever that is)
Okay then; as I say try each of those three options. Your opponents will have to pick the same one, of course.
