If you are using the beta patch then:

- Baltic AI will no longer reject Soviet ultimatum on historical due to a major country guaranteeing them.

EDIT: Huh, this time they submitted in spite of the guarantee.

That's a documented change in the latest beta update, the baltics no longer refuse if guaranteed by a major power.
