I‘ve noticed that the AI never mothballs its capital fort, which should be the first thing to do as it is the only fort that has always got a partly manned garrison.

Why would they mothball their capital fort? That's just asking your enemies to barrage and assault the fort...

Yea and when they reach the capital early in the war, they can simply click 2 buttons to take it. 1 if they don't have any cannons...
Maybe if the AI needs money to repay loans and has a bunch of truces with its enemies sure, otherwise the AI is stupid enough as it is, this would just be a complete downgrade for them...

I can say with confidence this is the least of the problem with the current AI debt spiral, if you could even call it a problem.

I see your point for OPMs and small nations @Deliberus so let’s not enlarge upon it. In general though I do think that the AI can easily safe ducats without endangering its security simply by mothballing its capital fort during peace time. After all, it even mothballs border ports when neighbouring an ally.
Ah ok I get it. For big nations I would agree with your points...
