Hello there! It's your friendly neighbourhood Community Manager, Katten, here. The first War Effort update of the year has finally been released! It mainly focuses on bug fixes and some balance changes, including adjustments to the USA MIOs, which Content Designer Gareth will discuss below.

USA MIOS
Hello! My name is Gareth (AKA MordredViking). I’ve grown to really like the MIO system we have in the game, and wanted to expand the unique variants (ie, the special nodes which certain MIOs get). First up, the USA.

For the tanks, I wanted to add more differentiation between Chrysler (quality), Army Ordnance (balanced) and Detroit Arsenal (quantity), so I have tweaked their initial traits and added some new unique nodes to represent this.

For example, this node for the Detroit Arsenal reflects its position as the first, purpose built tank production factory.

Next up, let’s take a look at the navy.

Here, I was rather more rigorous in changing the archetype to reflect their historical output. Norfolk had a significant role in the production of destroyers and liberty ships. Electric Boat Company was a pretty dedicated submarine producer, Brooklyn was the originator of many of Americas battleships, while Newport News had some of the largest drydocks, and was capable of maintaining the carrier fleet.

For example, to reflect Newport’s ability towards carriers, they were granted more carrier production output from their initial trait (vs Task Force Ship Builders which just adds HPs).

Next up, Aircraft.

I wanted to highlight some of the similarities between the design philosophies between North American Aviation and Lockheed, their initial trait and unique nodes now reflect a specialization towards Light or Medium aircraft while both give bonuses to range. Once again, more unique nodes were added to each MIO to give the USA some more flavour.

Unfortunately I didn’t have time to do more for the Small Arms / Artillery / Motorized MIOs, but I hope to be able to spend more time on these (and other nations) in the future.

- Fixed various issues with the final focuses in the shared Chinese focus tree, adding is_subject = no as well as a check for Japan not being a subject in the "Dominate Japan" focus.
- Fixed and updated targeting and bypasses for the Estonian focuses "Unite Karelia" and "Unite the Sami".
- Fixed an issue in the Romanian focus tree where the focus "Appoint Pro-Axis Government" would say it unlocked a decision to join the allies, despite instead unlocking one for the Axis, and made the effects of the three focuses "Appoint Pro-Axis Government", "Appoint Pro-Allied Government" and "Appoint Pro-Soviet Government" more readable.
- The "Caliphate of Cordoba" formable nations decisions no longer require you to control impassable desert states, as their controller can be more than finicky at times.
- Fixed incorrect grammar in the Norwegian Infanteridivisjon and Binærdivisjon unit templates.
- Mengkukuo no longer has MIOs only accessible through the shared Chinese focus tree, and has also received a generic plane MIO.
- Fixed a long-standing issue where the weekly negative change in the Italian Balance of Power wasn't removed upon them regaining control of their core states.
- Fixed an issue where the focus "British Guns" would only show two out of the three unlocked decisions, and added subsidies to the artillery decision to make it match the anti-air and anti-tank decisions.
- Added Luxembourg to the list of targets in the French focus "Natural Borders of France", as it is west of the Rhine.
- Poland now gets a puppet wargoal against Czechoslovakia if they are a puppet of another nation in their focus "King of Bohemia", instead of simply stealing said puppet.
- Added the option for a non-aligned Lithuania to adopt Mstislav Dobuzhinsky's flag design through a decision.

- Denmark will now automatically declare war on one or several nations when completing the conquest focuses in the Occupation Branch.
- Enabled Danish Medals
- Added the is_subject = no available clause to multiple Turkish focuses regarding factions, wars and changing ideology. Also added a clause to the Turkish focus "Renew the non-agression pact with the Soviets", to disallow taking it when at war with them.
- Chile: Fixed an inverted tooltip for Encourage Bond purchases
- URG: Fixed an issue where Tour to italy wouldn't give you the tanks that you were supposed to get
- The Ottoman Empires decision to core the Khedivate of Egypt now includes the state of Cairo.
- China and Communist China now have the shared focus "Incite Foreign Investors" already completed in the 1939 start date, so that they no longer have completed focuses beneath them without having done their prerequisite focus.
- Prince Paul should now get the Collaborator King trait as intended when going down the fascist branch.
- Fixed the Romanian focus "Invite German Advisors" granting them access to Germany, and not the other way around as intended.
- Fixed an issue with the claims gained from the French "Congress of Paris" event chain which would not grant claims on the new African states added in BBA.
- Prevent exploit where already produced equipment could be modified by hiding it in the market stockpile

- Fixed an issue where the "country is not Argentina" would show up on the Hold a national referendum decision no matter which country you were playing.

- The Soviet focus "Claim Bessarabia" now requires the owner of Bessarabia to also control the state, preventing some previous strange behaviours.
- Removed a TODO tooltip from the Ethiopian focus "A Libyan Revolt".
- Fixed the focus for Manchukuo "Claim the Mandate of Heaven", which was still using the old system for changing the name and portrait of a "character", so that it now actually interacts with the character of Puyi, thus letting him keep any traits he has gained.

- Swapped out the train reliability effect in Soviet advisor Lazar Kaganovich's trait, as it is not applicable to trains.
- Fixed an issue where the British focus "Global Defense" would check if Malaya owned the state Malta, instead of checking for said aforementioned nation.
- Fixed an issue where the Chilean fascist advisors gained from the focus "Utilize National-Populism" would get transferred to the opposing side in the civil war when going down the Araucanian branch of the focus tree.
- Fixed two typos regarding the Treaty of Brussels decision and event.
- Fixed multiple occasions where Australia could build radar and air bases in the Central Australian impassable area.
- Fixed an issue where the lend_lease_tension_with_overlord modifier in the autonomy "Satellite" was broken and had no effect.

- The Polish Międzymorze branch now requires the recipient country to be fully independent. Switches from is_puppet = no to is_subject = no to avoid edge cases
- Fixed various issues with cores and requirements for formable nations, notably Turan, Macedonia, Turkestan, Majapahit and Persia.
- Fixed unlocalized plane module category (Defense Turrets x2)

- The Anarchist economy law "Collectivized Society" now has its base expectation of 15% consumer goods back, having been accidental made into a 30% factories factor modifier.
- Fixed an error that caused you to be able to invite your faction members and puppets into MERCOSUL as Brazil.
- Fixed issue with German focus "Puppet Turkey" being unavailable when Greece was a German ally or fully occupied by Germany or German allies.
- Fixed the Free French focus "Intervention in Madagascar" to have the "is not in faction with Free France" available trigger, to match the other intervention focuses.
- When completing German focus Puppet Turkey, Soviets will now receive Turkish states as long as Turkey previously controlled them, and the state Van is now also transferred to Soviets.
- Fixed issues with some of the Communist Chinese focuses when having gotten the focus tree as a Communist Warlord through the focus "Proclaim Rival Government".
- Fixed issue for the music players' weighted shuffle where half the songs were not eligible
- Fixed an issue where Yugoslav military high command Borivoje Mirkovic's Portrait was replaced by a generic one.
- Fixed various unit and vp/building locations in the northern Amazon where they would previously show up outside of the specified province.
- Fix hotjoin ctd when division designer was opened
- Fixed additional incorrect and missing cores and requirements for the formable nations Al Andalus, Arabia and the Empire of Zion, as well as made Regnum Bospori become a Roman puppet upon their release.
- Fix to !11630 ( Fixed an issue with the British focus "Global Defense"), making the Malta stuff target Malta and Malaysia stuff target Malaysia.
- Soviet National Spirits Curtailment of the Collective Farms and The People's Revolution should now have the intended Recruitable Population modifier, with proper impact on the available manpower.
- Fixed issue in which the Synthetic Refineries granted by the focus Tire Factory at Nokia were not appearing if the DLC Arms Against Tyranny was not active.
- Fixes to make sure events only sends to overlord and not puppet, only allows for the compromise option of the target joining the faction if ITA is the faction leader
- Clean-up of some duplicated and messed GFX, aiming to fix some issues with a few DLC portraits and tech icons.
- Fixed a typo in Italian communist leader Antonio Gramsci's trait Cultural Hegemony Theorist.
- Fixed an issue where Brazil could take the focus Potenj River Conference despite being a puppet. Also changed the focus filter for the focus "Establish Royal College of Rio de Janeiro" from political to research.
- Soviet Union: Fixed an issue with decisions to remove Junior Army/Navy Officers Purged national spirits not showing up after assassinating Stalin. These decisions should now show up after swapping country leader in either of the opposition branches or after assassinating Stalin in the Right Opposition branch.
- Soviet Union: The Right Opposition focus "Coup d'etat" will properly remove any Anti-Soviet Military Thinking national spirit (previously it would remove only the Army one, now it will check for and remove the Navy and Airforce ones too).
- Improved triggers in all the national spirits related to the purges to ensure they will be transferred to the Stalinist side in case of a civil war, even when Stalin is dead.
- Fixed a rare CTD in peace conferences

Yes, MIOs are still not ready. France starts with 4, can get a fifth one: the same name bug still runs after 6 months.
France is at the top of my list of MIOs I want to look at. I also want to do a general MIO rebalance (the archetypes) as I know some of them are rather... powerful. No promises as to when / if I get to these, this is just what I'd like to do.

Double Falkenhausen=Falkenhausen for everyone? Think russian general has the same probs.
Falkenhausen citizenship save not his comand position. Is make him little worthless.
No Fokus CV Mission for Manchu.
Nat. China get some focus for free when other shared nation finish this.
Manchu can't finish the US path after Japan declare war but Manchu is in peace.
Chi. Mountaineer template from france path will not benefit from special force build. Every change overwrite artillery.
When China goes Britain path. Manchu can't go the same. But at this i am not 100% shure.

When next DLC?

Of course, I mean a decent DLC focusing on Germany, Austria and Belgium (adding monarchist Mission Trees for them, greater immersion and many other things) as well as adding the Government mechanics known from HoI3.

I have few suggestions and found few bugs.

1) if you make capo supremo focus you can change cosmetic into Repubblica sociale italiana and add small focus tree to Italian East Africa, and add a small focus if you choose new fascist leader, maybe under divino duce branch, to choose to remove king and proclaim repubblica sociale italiana or keep him.

2) Can you add DLC medium tanks 3D models also for modern tanks?

3) Can you let Portugal bypass join axis and remove instable Republic in another way or focus when it is in faction with fascist Italy o Germany? Same thing for Join tripartite pact for Bulgaria since if those countries join Italy faction their focuses are unlocked. And maybe use their research focus with the fascist country leader they have joined faction for example or Italy or Germany.

4) Let Turkey bypass join faction focus specifically if they join a specific country for example bypass Mediterranean faction of Turkey if is already in Italy Faction and Join Axis if is in faction with Germany?

5) There is a bug for historical Portugal AI that doesn’t produce support equipment or get enough manpower so doesn’t follow the Salazar branch historical and goes instead Fascist.

6) if you can fix Falangist spain unit 3D model since when you go Falangist it makes the unit the same as the Carlist ones and after 1945 all Spanish 3D units models become the general ones.

7) On Germany focus there is written on Reichkommissariat focus to still make Reichkommissariat Norwegen.

8) if Norway decide to be a Reichprotectorate of Germany change color like the other Reichkommissariat, and get Red Color if Quisling returns, also protectorate Denmark have the reichkommissariat color and get back its own when be free indipendent from Germany.

9) Add a king of Spain Alfonse XIII idea if fascist Francois Spain decide to restore the monarchy.

10) Add an idea Umberto II when King Vittorio Emanuele III dies.

11) fix Italian Hegemony idea icon, which doesn’t seem written the GFX well and so appears a question mark

Thanks, but honestly still so many old bugs, some cosmetical but to be addressed ("industry liason" anyone....). I'm a bit off with all that legacy.
And too few improvements about France, besides two focus correction, when so many countries now have nice special forces sprites...

I think the flavor MIO's are a step in the right direction. Some comments though:

1. As the USA since MtG equipment tags are wrong for certain carriers and cruisers so they won't auto reinforce unless you manually change them.

2. Incremental upgrades from Increased MIO levels should not force you to rename ship classes and lose production time to get upgrades. It's a lot of micromanagement for little fun.

Well, this is huge for me since the only user of those tanks other than USA in WW2 is none other than Dutch East Indies. Okay, they're still at the Port of Sydney when Hein ter Poorten capitulated to the Japanese in 1942, but Van Mook still keep them to create an exiled battalion and Simon Spoor even deployed them as late as Operatie Product in 1947.

This one would be a great addition for EIR's May patch, provided i'm able to make Marmon-Herrington used by DEI too. My friend who insisted me to add those tanks would be very happy to hear this.

It's been available for a long time iirc. It was the light or speed tank mio.

Improved triggers in all the national spirits related to the purges to ensure they will be transferred to the Stalinist side in case of a civil war, even when Stalin is dead.
The negative purge modifiers aren't being transferred with or without Stalin being dead

I'll still add it as foreign MIO for DEI nonetheless. Too focused to our own MIO, or lack thereof....

I think TFV countries integrated in the basegame should now get some love.
We all know a new DLC for these factions is coming in the future, there is absolutely no need to adjust a ton, or have some big overhaul of their focustrees. But I can't help to look at these factions while they do over a year worth of focuses that does not really net them anything.

You kinda baited us with Canada adding some buffs and 2 new focuses. But their existing ones are still terrible (aside from the one you buffed).

Here are some examples:
Raj with 3x 70 days of railroad focuses that just add some traintracks (they dont even start with trains researched).

Canada and Australia have that 3% commonwealth research bonus focus of 70 days.. I dont even know what to say about this. Either lower the duration or increase the bonus (and/or remove the commonwealth research bonus cap).

Canada has some other pretty terrible focuses. Like 'If Day' that is available like a year into the war, that lowers your consumer goods % and is mandatory to get to extensive conscription.
First of all they already have a focus that reduces consumergoods ('War Bonds'; which is mandatory to do 'If Day') and since it requires like 10 other focuses with one the requirement being at war this consumergoods reduction bonus is totally useless considering you should be at war ec or total mob by that time.
Also why is extensive conscription locked behind this focus? You can do service by requirement way way way sooner....

'Mine the shield' another Canadian focus with 70 days duration gives you 4 steel and 3 chromium............
Make it 14 steel and 13 chromium and that focus is worth it

Australia with their 3x Ideology drift defens focuses of each 70 days that are mandatory to change your conscription laws.

This is a well-intentioned suggestion but I respectfully disagree with it.

The underlying problem is that HoI4 ideologies do two things. On the one hand, they decide international alignments. E.g. countries with Communist ideologies should align with the USSR and countries with Fascist ideologies should align with the Axis. On the other hand, they represent and determine domestic politics. E.g. Democratic countries have elections where the Leader can change, cannot send volunteers until World Tension reaches a high level, and are able to legislate Local Autonomy in occupied states.

From the point of view of international alignments, then I understand suggesting Mr Lyuh as the Non-Aligned leader. In 1940s Korea, Kim Il-Sung was the puppet of the USSR; Syngman Rhee came to accept close alignment with the US (in-game, the Democratic camp). Mr Lyuh was determined that Korea would be fully independent, not occupied or puppeted by either the USSR or the USA.

However, from the point of view of domestic politics, Mr Lyuh's position was clearly within the range represented by the game's Communist ideology. He was literally a paid-up Party member. If you had asked him to choose, he was a Korean nationalist first and a Communist second, but he was still a Communist (see below for a full justification of this claim).

He is even more clearly inappropriate if you look at the sub-ideologies into which HoI4's Ideologies are divided. Non-Aligned is split into Despotic (which includes traditional absolute monarchies such as Ethiopia and conservative strongmen such as Salazar in Portugal), Oligarchic (e.g. Sanationist Poland), Moderate (PRI Mexico), and Centrist (right-wing but non-Axis regimes like Austria). In alt-history mode, the various fantasy monarchies (e.g. Hapsburgs) are placed here as Despots. A Communist like Mr Lyuh did not fit into any of those categories; a fantasy revival of the Korean royal family under Yi Kang does. The Communist sub-ideologies are Stalinist (the USSR) and Marxist (Communist China and Mongolia). Mr Lyuh belongs alongside his former comrade Chairman Mao in the Marxist subcategory, to be contrasted with the Stalinist Kim.

So Prince Yi makes more sense as the Non-Aligned leader. But your post does helpfully draw attention to the fact that the way that the game's Ideologies conflate international alignments and domestic politics is a poor compromise. The game files and early Dev Diaries show hints that a better system was intended, but presumably dropped in order to meet the launch deadline. That's an understandable decision since this is fundamentally a war game, but the strain has been showing for a long time now. , This is especially clear in (post-)colonial contexts like Korea, India, and the Malay archipelago where we end up with the absurdity of unelected colonial regimes being described as Democratic so that they align with the Allies. If (hopefully, when) HoI4 gets a South East Asia DLC, the accompanying patch needs to include a better ideological and political system that disentangles domestic politics from international alliances.

Excursus: Lyuh Woon-hyung was a Communist
In the early 1920s, he was literally a member of the Shanghai faction of the Korean Communist Party and met Lenin and Trotsky in Moscow as the Party's representative. The Shanghai faction could be crudely summarized as more nationalist than Leninist, in contrast to the rival Irkutsk faction which was more tightly controlled by the Comintern. In 1921 the two factions fought it out in Siberia and the Red Army's firepower secured the triumph of the Irkutsk faction. Mr Lyuh switched to working within the Chinese Communist Party and the KMT (the Chinese Nationalist Party, which at that time included Communists in its coalition). The régime that he established in 1945 was called the People's Republic of Korea and was ruled by "People's Committees". This was clearly inspired by the Soviets of the Russian Revolution. if you had asked him to choose, Mr Lyuh was a nationalist first and a Communist second, but you could say the same about Mao Zedong.

And Mr Lyuh's position was consistent with Chairman Mao's stance at the same time: that the people of China had to liberate themselves under the leadership of their own Communist Party and with their own rifles, not wait for the USSR to do it for them (as he explained in his 1948 article, Revolutionary Forces of the World Unite, Fight Against Imperialist Aggression!). And his domestic propaganda emphasized that the new regime would be a United Front of all "progressive" forces. It was not until 1 July 1949, in his speech On the People’s Democratic Dictatorship, that Chairman Mao famously said that Communist China would "lean to one side", siding with the USSR rather than trying to be a third force in international affairs. With hindsight it might seem obvious that Mao would align with the Communist camp, but it was not obvious to many Western foreign policy analysts at the time, who hoped that Mao would position China as an independent Great Power. Lyuh Woon-hyung bravely attempted to liberate Korea from Japan without Soviet aid, and described his regime as a union of "progressives" and "democrats", but those were standard Communist positions in the East Asian context.

Patch drop in the middle of a USA game...going to be interesting. I do appreciate the Lockheed - NAA change up because it seems like all I ever used was NAA.

Though I don't really like how so many of the tank designers are locked behind focuses, which means they won't be used and which means it is pretty much a choice between Chysler for mediums and Marmon Harrington for everything else.
