with the introduction of the new law setting a pathway and system in place for colonies to become full imperial states 4 new states have been added meeting the catholic supermajority requirement. One of these new states is Widosberg the oldest colony of the empire that has having been approved by the minster of the inter as having met the requirements in the law been assessed and approved by the emperor. Their official title is to be the Grand duchy of Widosberg with their seats set out by the construction and the law (18 seats- 6 appointed 12 elected). The grand duke to be appointed to this new nation will be Redo Von Hapsburg the last survivor of the Austrian branch of the family and second in line to the throne with the recent elector’s council. His old position is yet to be filled just as the other two new imperial states have yet to get new princes. Those other new states that went through the system just like the previous are the newly created Principalities of Caribbean Islands (those few not under the Sauger company), Patagonia Islands, New Roman Islands. 18. Elections of 1850​

Elections where called in January of this year 1850ADby the recently succeeded new empress due to the change of reigns of the empire and the death of the pervious emperor Ludwig the 3rd.

Vote Hear​

Hearing this call All the currently active political parties seem to have spurred into action with some creating more political ads than others. The biggest issues facing the nation currently seem to be the incoming War with the British Empire and equally The Growing Power of the Knightly order of the Mediterranean that is in violation of the peace treaty as well as going powerful enough to leave many questioning whether or not they truly are subservient to the current empress. Below are election ads that were very clearly seen around the empire as well as speeches and campaigns going on that seem to be happening. After that each political party from most likely to win to least likely to win we'll have a rundown on what their prospects look like after they are done by different newspapers that are circulating around the empire.

The GKKP's Leader Elector King Martien Oranje Nassau is currently serving as the Imperial Chancellor and the party is the largest party in the Diet And assembly. Both of these factors indicate that the current Powerhouse of a political party is the safest bet to win the upcoming elections. Although things have changed decently since the last elections it seems that their coalition government with the liberal green and black party has fallen apart with their recent attack ads. In addition, previous elections seem to point that the nation is moving more left word and the supposed conservative party seems to have supported many different liberal reforms that have been taken recently. What allows the party to succeed or fail is yet to be seen. Although rumors at the Powerhouse behind the Powerhouse party The Duchess of Flanders is retiring from politics for the foreseeable future due to unknown circumstances, possibly grief over the death of the Emperor who she had a close relationship with Being the first woman to ever enter the order of Charlemagne. This does not bode well for their electability and the big question that their success hinges on is whether the Nobles of the Empire will continue to stand them or they will turn to a more conservative and reactionary party. In conclusion the Empire will have to decide whether it wants to keep the old chancellor who served for 18 years in charge or appoint a new one for our new empress.

The Green and black movement has achieved most of their electoral Promises by working with the conservatives although that relationship seems to be ending. They are in a very strong position to win a major vote again. With the increase in voting rights to wealthy citizens as well could only mean that they improve their election results. Find that end with how successful they were in the previous selection it is very likely they could achieve the most votes. Now whether they reform the coalition with the GKKP or seek to make a full liberal Coalition is yet to be seen, but this newspaper predicts that it will most likely be a full liberal government if they do win. In the end the biggest thing holding his party back is the Imperial diet being mainly appointed by Nobles but there are Whispers that many letters have been transferred between the party and the king of Lithuania so it might be clear that they are attempting to alleviate this issue.

19. Imperial election Results of 1850

Overall results-
The election that was recently called right after the death of the previous emperor saw so much marketing and the highest turnout in votes in the Empire's history. It's probably due to the fact that all male Members of the upper class and some members of the middle class were able to vote.Heavy Campaigning was done on all fronts Particularly in the coffee shops and taverns around the empire. does high turnout seem to lead to a massive blowout in the success of the most moderate Liberal Party The aptly named Radical party who secured a wide margin of the vote. In addition to this the other Liberal Party seem to do outstandingly well securing a majority in the assembly and free City Council. This may lead to the first liberal Chancellor of the empire if the empress will have them, which is yet to be seen. We don't really know her political views yet. Now the diet has remained solidly conservative and reactionary with it seeming that many of the Nobles of the Empire have growing a bit disillusioned with liberal progress that some of the conservative parties have pushed for switching back to more extreme forms of conservatism and even putting a good few reactionaries in the diet. Below are the breakdown so few won and lost according to the consensus of the majority of newspapers in the Empire.

Winners-
The clear winners from the elections of the Liberals particularly the radical party and the green and black party who saw the highest change in their own seat count Increase in 81 entire seats for just those two liberal parties not counting the GS or the surprisingly successful Independents led by Victor Fuchs.

Now, even though the Liberals head clear win in the popular vote the Empire is not a full. Democracy so the conservative party's found success in many different ways. one clear example of this is the DM party picking up enough seats to become the second biggest party in the Imperial diet; clearly showing that many of the Nobles the Empire had grown tired of the gkkp’s pro libral reforms and although they did succeed in maintaining the highest number of seats in the diet the clear Lawson seats they maintained from the right flank of the conservative Spectrum should not be underestimated. Now there is a lot of talk that the DM used many different schemes and pressure to get to noebels to pick them but those are all unconfirmed rumors but no newspaper gives too much Credence to.

The reactionaries in the diet had a big success as well and even in the popular vote showing that many landowners might not like the direction the Empire is going even if they are in the minority they are still to be reckoned with. The first among these was the Independents lead by the prince of Berlin Ælfræd von Limpurg the 1st Who saw surprising gain of 10 seats in the assembly, a God's mapping 20 seats in the diet, and an outstanding one seat in the free City Council becoming the first reactionary like individual to gain a seat in the free City Council. This can be attributed to his status as a war hero successfully subduing the Jomsvikings while only losing 8 men according to reports.

Some of the minor parties also did quite well in the election with the newly-formed people's Freedom front party getting a good first election result and the FNU Picking up quite a few seats from the anarcho-capitalists showing that the newly created voting rights for the middle and upper-class that do not own land heavily-favored the moderate liberals.

Middle of the roaders-
A few parties did not do horribly but underperformed than what they were expected to do and required some strategy adjustments or leadership changes to fix these issues to survive the next election. Those few parties of course: the GKKP, the GS, the ACU, the PNA, and JP. All these parties Massively underperformed their expectations that almost every newspaper gave them. The main conservative party GKKPLost its status as the largest party in the assembly and diet and is now the only largest party in the diet thanks to the support of the newly-created Imperial States overseas. In fact the method for creating new Imperial States they passed last election that's a good thing they did because they might have become a much smaller party if they did not. all the other parties either had their seat counts drastically decrease or stay relatively the same meaning that they could have done a lot better. With the JP Doing so poorly they almost fell into the loser category for most newspapers and for some they definitely did. Now the failure of the GS to perform Well what's the price to wall and although they Remain the largest party in the counsel of free cities they lost their majority there as well as keeping their seat counts relatively the same in the other two houses.

Losers-
Now the success that the DM and Ælfræd had coincided with the decay of the Knights of the Golden Spur, the typical reactionary party of the Empire and first ruling party of the new constitution. This is heavily attributed to The Slow Decay and death of their previous leader Duke Baldwin Von Bindinberg the 8th. With them only gaining Six seats in the diet and not a single seat in the assembly or free city Council. Showing it become a regional party that needs to drastically change itself or face annihilation.

20. Legislative session of 1850​

After the death of the previous emperor, the legislative session was immediately called after the election by the emperor's to deal with major issues facing the empire. It was a quick turnaround but in only a month's time everybody was able to gather into the capital of Bern to vote on empire wide laws for the next 5 years. But this meeting was interrupted with some breaking news…

Abduction of the heir of the Netherlands-
Prince Jakob Oranje-Nassau was conducting investigations for his lord father in the Caribbean when suddenly he was reported missing by the imperial Sugar companies authorities. This disappearance was immediately investigated by imperial and Company authorities and even some of the small navy found out it was worse than anyone had imagined. The Aztec empire had captured the prince while he was walking on the beach alone. The foreign minister at the time, Margie of gotha tried to negotiate his release but the Aztec empire claimed that he was walking on rightful and sacrificed territory of textlocal. They announced openly to most other nations that they would sacrifice him in Tenochtitlan. Which they did a month later just as the election results for the HRE were being gathered. His father, the doctor king of the Netherlands essentially refused to communicate with anyone and locked himself in his palace leaving his administration of his party unfulfilled. The Dutch parliament must choose the new successor and the government that was recently formed we’ll have to decide how to respond to this scenario.

A new chancellor-
The first duty of the assembly, the directly-elected lower body of the Imperial government, was to nominate for the empress's consideration a chancellor. After much debate it seems that the grand coalition of the GKKP and the GB Has survived despite them campaigning against each other. but due to the massive blowout that the radical party had in the previous selection, the coalition government had to include them. It meant that the chancellor what's going to be the new leader of the green and black party. That person being mister Joseph Hormayr (GB) The first commoner to ever be recommended as Chancellor and first one to be accepted with the newly ascended empress accepting and appointing him as Chancellor.

It was meant to be a pleasant evening to mark the beginning of the reign of empress Beatrix turned into an evening of rowdiness and drunkenness. Various sources who wish to be unnamed say the most important individuals in the empire were in attendance with of course the empress but also chancellor Hormayr, Bishop Nesimi of Flanders the foreign Minster also major member of the GKKP, Professor Jacob Ardnt leader of Grotinger Sieben, minister of education and former tutor of empress Beatrix who does all while confined to a wheelchair. Some of the nobility attendings included Lord Franz Von Pohlmann and his daughter and Andrea Karnagie who has been kept away from the public eye in recent years. Representing the church three different cardinals were spotted alongside bishop Nesimi. The evening started off as most predicted with the guests making light conversation before the whole evening took a turn with Lord Franz Pohlmann proposing to empress Beatrix. The whole room went silent in an instant. A pin was heard dropping across the room along with a few gasps and even a wine glass was dropped in shock by one of the lords. Empress Beatrix refused his advances and our sources saw Lord Pohlmann heavily intoxicated later that evening. A scene occurred outside later when the empress interrupted Lord Franz heavily disciplining his daughter with a slap. Bishop Arbeint appeared to whisper to the man something It appears he then left half mad with rage he assaulted a hedge says a source within the palace. “ It had to be removed and all, a tough evening's work it was.” A truly unforgettable event for all the wrong reasons. Coronation of the Empress-

2 new Imperial States have been added to the Empire coming from colonial regions Of BaldwinsBerg and Zealand. Sir. Naglis Navickis representative of the sovereign in the minstree of the intuier for colonial affairs Reported that both widows Berg and New Zealand had reached the demographic requirement to ascend to Imperial statehood according to The Statehood Act of 1846. With this information found out the Imperial servants inside of the ministry quickly calculated the population for the number of Imperial seats in the diet and the empress approved both as imperial states and Gave the Official titles this new States respectively as the kingdom of Baldwinsberg and the kingdom of New Zealand. As the Reclamation law that was passed and the legislative session of 1845 the nation began preparing for a war with the British Empire if they did not return the province of Brittany that rightfully belonged to the Empire. After the ultimatum was sent the war quickly began the military coordinated by the Empress of course and the newly-appointed Imperial console Carlo Visconti. The Empress requested that the land of Brittany be quickly claimed and that a naval Landing of England take place to threaten London and Queen Victoria and end thus war quickly. When she learned this knowledge many of the military generals who met with her in the palace could not say but they saw the prince of 4 Words a long-standing war with the British could lead to the intervention of the nights or if their old allies the Russian Empire.

Under the suggestion of the Imperial console to Naval fleets of 56 frigates where to be brought into the English Channel to start Naval dominance totally. This included the fourth Fleet commanded By Konread Van Bergen, The second Fleet commanded by Aelfread Von Limpurg. In addition to these two massive fleets 40 transport clipper ships were also supplanted from around the empire for the naval Landing stationed in Normandie and Calla. The Imperial Army from the Romantic Circle Contributed the main fighting force that would engage in this endeavor.

The empress moved to record for the duration of the war to the Duke of Normandy's Palace who is happy to oblige the empress in this war by offering his home for military quarters as well as the empress's management. When the war broke out the garrisons of the British Empire in Brittany were quickly overrun by 60,000 Holy Roman troops under the command of The Console directly. This occupation was accomplished in 4 months aligned with the preparations of the invasion of England to immediately go underway. The fourth Fleet commanded By Konread Van Bergen Was the first Navy to enter the channel quickly defeating the major force the British Navy well the rest of it was occupied in the Far East dealing with the Japanese empire threats on their colonial possessions. The establishment of naval dominance allowed for The Landings to take place quickly. although it would not be as easy as was initially planned Tractor all four armies of 10000 men each landed on different locations in Southern England the transport ships as they were being move back to the French Coast to gather supplies we're attacked by a smaller English Navy that had sailed around Africa sinking most of the transport Fleet of the Holy Roman Empire. In addition to this attack the transport fleets in the Caribbean and Asia were also destroyed at the same time. it appeared as if the British plan was to starve out the invading Holy Roman Empire troops with a long grueling War. If it wasn't for the quick-thinking of admiral Aelfread Von Limpurg Using his second Fleet to become a logistical Supply Fleet to supply the Invasion forces for the next 6 months the Invasion could have ended in disaster.

With a ticking clock being introduced for the Imperial Army they quickly moved to threaten London but faced a steep opposition of the British army In the Battle of Brighton Where General Adolf Ruchonnet Showed that he is a very capable Commander defeating an army that knew the lay of the land and outmaneuvered him initially through his tactical brilliance. That battle would be followed by the quick occupation of lands surrounding London where an attack on the city itself was beginning to be planned by the Imperial Council when a regrouped British Army attacked Adolf it again in Oxford trying to surround the main Imperial Invasion Force. Adolf won the battle quickly yet again forcing the British to come to the negation table surrendering Brittany very quickly and giving trade benefits to Japan and the Cherokee.

This Victory came at the cost of the entire transportation and Logistics Corps of the Navy but what's a successful showcasing of the newly reformed Imperial Navy and Army and when it can accomplish new Heroes being defined in the Imperial military the empress Beatrix Von Habsburg is expected to give out honors soon.

It was a solemn affair today as the last sail ship, HIMS Invictus, the flagship of the Atlantic Circle was docked in Gotland for the last time ever. The brain-child of former Consul Admiral Koenraad, the Imperial Navy has undertaken a project to replace all of its ships - from the dominating 102 guns ship of the lines to even a mere coastal frigate- with steam-powered versions. Many in parliament have decried the procedure as ludicrous and too far-reaching. Even the GKKP with whom Koenraad is affiliated was uncomfortable with the costs involved. But Koenraad and then Visconti stuck through with it and now it is done. The former captain of Invictus had this to say. “While I’ll miss the cleanliness and quiet of the old girls you’ll be a fool to sail on a steamer and not fall in love. The power in it’s amazing. Not to mention them traitors don’t have it” No matter the costs or thoughts about it, one thing is clear. The Age of Sail is over and the Age of Steam has well and truly begun.

The Chancellor, a Baron, A Bishop, and the Duchess. Sounds like the beginning of a joke, doesn’t it? Well, it’s not. Today, 20 July 1853 in a state-sponsored event, Chancellor Hormayr, Baron Pohlmann, Bishop Neisimi, and the Duchess of Flanders and Holstein opened the first of the St. Emiliani Homes for Russian Children in St. Petersburg. This grand endeavour aims to convert the Russian populace of the Empire into good Christian, germanic citizens. “The Rus have contributed so little to the Empire besides their hooliganism and pagan ways,” said the Baron. “Now with these schools, we can re-educate an entire generation without having our progress setback each day when they go back home to such horrible influences “ These schools will take on all children from Russian families and keep them there until they turn 18. This isolated environment will enable us to convert an entire culture within two generations. Perhaps in our lifetimes, we may see a fall in all sorts of petty crime and heresy. One can only hope.

Last week, a bar fight turned into full-on street warfare between DM and RP partisans. KGS posters publishing lewd and unsightly rumours about Arndt have been seen side by side with Anti-Limpurg and monarchy graffiti. Even the two allies: GB and the GKKP have not been spared; comments by a visiting GKKP assemblyman at a function in pro-GB Prague famously started a riot there last here. While per the good Bishop’s speech we have no longer divided ourselves based on ethnicity and nationality, it seems we have divided ourselves by ideologies and parties.

In an effort to curtail Aztec power in the Americas and part of a broader effort to secure a coalition against Britain and Russia, Foreign Minister Bishop Neisimi directed the Empire to enter negotiations between us and the Cherokee Nation. Relations haven’t been very good, they are a heathen nation after all. But adversity makes strange bedfellows and none can deny that while primitive, the Cherokee faith is far more humane than the barbarity the Aztecs call a faith.

For the past few months, since the uprisings across the nation and in Italy. All the great leaders of the knights, and now those who lead the southern revolt meet. These rebels have come for one reason, to seek the protection of the order, and to unify Italy.
While they have forced the south’s freedom, and thusly proclaimed the kingdom of two Sicilies, they failed to push further north leaving Italy divided once more.
The council had been summoned to discuss what to do, with many in it voting to unify with the south, forming the great knightly order of the Kingdom of Two Sicilies. While the doors of the council still remain closed, one topic is being discussed, who will become the first king?

While still many held the claim of Anne I of house Bonaparte in high regard and esteem, the previous attempts had proven unsuccessful. Even with supposed efforts by the family discreetly funding the rebellion, it was too much to put them in direct control.
Thusly, a new vote was had, who would be the next king? The first king of the kingdom of two sicilies. Many weeks went by, debates and discussions filled the falls, none were allowed in or out until it was finished, and atlast a decision had been made. King Giovanni I de Terrazzo was coronated he was titled the following:
King Giovanni I Tarrazo, first of his name, king of Two Sicilies, high Commandant of the Teutonic order, High Commandant of the knights of Saint John, first knight of the Templar order, king of Sardinia, Custodian of Constantinople, king of the Greeks, Guardian of the Mediterranean, Duke of Calgai, Tunis, Malta and Jerusalem, protector of the Holy Land, steward of the Holy Water, and sword of God.
These titles being passed along will stay with the kingdom for decades to come. Furthermore, a marriage has been arranged for the new king, one to give more legitimacy to the whole ordeal. Anne I of house Bonaparte is to marry the new king.

The preparations have been set in place for the first Royal wedding since the collapse of the first Knightly Kingdom. With the recent founding of the kingdom of Sicily, led by the former duke of Napoli, and one of the leaders of the Italian revolution, king Giovanni has been elected the first king of the new Knightly order.
But the two realms still are separate for all intensive purposes, this royal marriage will serve as the official union between the realms of the Knights and the Kingdom of two Sicilies. The King has also officially announced who he shall be marrying, in order to raise some legitimacy to his name and crown, will be marrying Anne I of House Bonaparte. Invitations have been sent out to all major kings within europe. Already the Kings of Britannia, the Tsar of Russia, the president of Kitara, and the sultans and raj's of India and Sikh have announced their plans to arrive. A special invitation was also sent to the Holy Roman Empress, and any she wishes to bring from the empire. The Events will be held in Malta, and all will be welcomed graciously.

Papal Response to crisis-
Propping up in every Church throughout the Catholic world and on public boards throughout the Empire and the Knights, the following message would be spread so that all may see it and know of it.

The July Wedding-
The date has been set for the first royal Marriage of the Knights. King Giovanni has already proven himself capable of breaking old traditions, by leading one of the first national revolutions against the pope in Italy. Now a second myth and tradition shall be broken, the Wedding shall be held in the supposed cursed month of July of 1855.
The events shall start on July first, with large festivities held upon the Island of Malta, The Festivities, games and entertainment shall last a fortnight before the Wedding shall commence. With Anne I von Bonaparte arriving on july 14th via route through the Red sea and Sinai. Along the way an old Coptic Priest will be picked up in the city of Alexandria. From Alexandria they shall arrive on Malta for the 14th, when the Wedding shall commence under old Coptic practices, following the doctrines of the Coptic church once more.
With the large population of the old Coptics within our lands still, this is a way to tap into and reach out to the other faiths within the realm, and help strengthen ties across the empire, as well as a way to subvert the excommunication leveled against the King.

How The Empire will react to these events and stirrings Will be seen in the 1855 legislative session that is being called rapidly. One thing is certain this will be a very active legislative session with a European-wide war not seen since the Knightly Wars is a big possibility.

The knights who have changed the name to the kingdom of two sicilies after the Revolt of southern Italy how create a standoff with the Holy Roman Empire and the church with the church having excommunicated the new king of the two sicilies denying his entry into a church for his wedding with the female Bonaparte. In response, the king of the two Sicilies has surrounded the church leading To a major diplomatic incident that could lead to a worldwide war between the allies of the Holy Roman Empire and the allies of two sicilies. The Empress seems to be cognizant of this fact; that, death and destruction as she is quoted many times publicly that A war spanning the Mediterranean would be disastrous mean the deaths of many of her subjects and innocent people. With this knowledge it can be reported that the minister a foreign affairs and Chancellor of the Empire have been sent to the wedding to negotiate some settlement With the New Kingdom of two Sicilies to prevent a Catastrophic war.The results of this delegation and talks with the Pope on what should be done with the massive Uprising that caused people Authority and Italy to be questioned remains to be seen. Many within the diet and assembly are calling for the nights heads even those in the liberal Coalition that currently governs the empire.

Equality and Deadlock in the Diet-
9 laws were proposed to this legislative session with only one passing all three houses becoming law once the a signed it and that being an amendment to the Constitution The 1855 Amendment to the Wido Reform. Defamation Lawsuit from the Diet-
A lawsuit was filed against Wilhelm Arndt For defamation of the nobility by Andreea Karnegie The Duchess of Flanders and prominent member of the GKKP. Actor the defense and prosecution for this charge were presented to the curia Council of the Court a decision was made:
The Court has come to a verdict. After much deliberation the court has concluded the following. The Claims that Mr. Arndt has disputed the nobilities divine right to rule has been totally dismissed, the divine right to rule lies with the emperor/empress and monarch of the empire. Furthermore, in accordance with Romans 13 :: NIV. Everyone must submit himself to the governing authorities, for there is no authority except that which God has established. The authorities that exist have been established by God. It is the interpretation of the church that this does also apply to the elected officials of the empire. As they swear their oath of allegiance to God and the emperor.
Thus members of the diet are there divinely appointed and thus political differences and argumentation between these instances may not be considered a violation of the social order. As the words spoken out against the duchess were done so from within the diet the court concluded that they do not violate any legal work.
Thus the court also dismisses that the letter as it specifies forceful change and mr. Arndts intention to convince the populous to his side, be this by slander or naught there exists no current legal work which would ban such private conversation and intent of the members of the diet. The court also does not recognize mr. Arndts statements against the nobles fiscal policy as a matter of slander. With the publication of her majesty the empress statement questioning the monopolies during the meeting of the free city council in Tyrol opening for political discourse on this matter.
The court does however, grant the duchess leeway in her suit for emotional and personal damages. The court rules that of the 1.000.000 Marks requested by lady Karnegie a total of 200.000 Marks(200 wealth) is to be payed as compensatory damages by mr. Arndt for psychological harm done to her fragile constitution. The court recommends no further punitive action against mr. Arndt. The court also provides a recommendation for further legal work to be put in place for such incidents for future cases. The case is with this officially resolved.

Morrie Supreme court lawsuit -
The Morrie people of the new imperial state of the kingdom of New Zealand have filed a grievance for a violation of an old treaty dating to the 18th century. Their case has been applied to the courts up to the supreme court of the papacy, the first case to ever reach that far.
After the case was heard a ruling was given: The Court in the Case of the Maori people vs the Kingdom of New Zealand, ruled in favor of the Maori people. Per the Constitution of Tyrol all citizens of the signing nations of the constitution gained the rights held within. At the time of this signing the Maori people had in accordance to the Two Island Principle agreement with the Kingdom of Arles-Aragon legal citizenship under their rule. Thus they hold the rights of constitutional citizenship, and all rights that follow. Thus from the wording of the Constitution the Maori people would hold equal rights to other citizens. The violation of these rights do entitle them in the court's opinion to have these rights restored and to receive minor financial compensation for the violation of their rights.
This major ruling has allowed for the first non-Europeans in the history of the Empire to be concluded to be citizens of the Empire with their Language and Cultural rights restored. start rumors that the empress is very pleased with this ruling and that she might name a king of the New Kingdom of the sealant soon due to this ruling.

Under what could possibly be the direction of the Empress, the foreign minister Bishop Arbenit Nesimi (GKKP) I started a massive effort of discrediting and embarrassing the other great powers of the world in areas that have a large amount of Holy Roman influence, particularly those places in Europe. Before the delegation meets with the members of the kingdom of two Sicilies this could possibly exacerbate current diplomatic trends. Many in the Empire are questioning whether this is a sound diplomatic move. But we will see.

With the failure of the diet or assembly or Council of free cities to pass a budget update the Ministry of the Interior has taken it upon himself to fill the decision on what the budget should be. Minister Lucrèce Abadie has decided to implement liberal principles of Lester taxation on capitalists to try and spur economic growth and limit government spending. Over the last five years this new Frugal and liberal method of administering the finances of the Empire has led to a massive Surplus in government funds. Allowing the Imperial government to have a record breaking reserve of marks in the bank (2 million wealth)

New transport fleet-
The order placed after the disastrous Battle of the channel That saw the sinking of all troop transports for the Holy Roman Navy the Imperial order to replace all those ships that were lost with new steam transports has been successfully fulfilled there are no 70 steamer transports for the Holy Roman army and Navy. Just Partners station of the transport of troops will allow 4 a massive redeployment of troops to fulfill laws that were passed by the diet and assembly many years ago the military Professionals in the Empire are extremely impressed by this.

Two imperial military circles-
The emperor console and Empress have successfully equipped and shipped out the 10 Armies needed for both the North American Circle and African circle of the Imperial Armed Forces. This massive transport effort was only possible because of upgrading to the fleet and will allow for Imperial interests to be preserved in these two non-European areas. The Imperial Council has made it very clear that the next one to be fulfilled Will be The Oceanic Circle in the east. With the south americas being last.

Civilian Focused Ministers-
The minister of education has been very successful in increasing the literacy rate of the empire and with the conjunction of working with the current civilian research minister massive progress has been made in the industrial and civilian sector of Education. Some question whether it was appropriate to spend much of the Imperial research resources on civilian and educational theories instead of on the military with the rising threat to the South. This dispute is likely to play out in the next legislative session.

Chezc Dominance of the imperial army-
The Reichskanzler Joseph Hormay Since its Inception as chancellor has focused on the recruitment of new soldiers and officers from the city of Prague the most populous city in the Empire. This Focus has led to a dominance of the checks in the armed forces serving as both officers and soldiers. Some military commentators in newspapers have noted that this dominance could be dangerous for regionalism inside of the empire or could show favoritism to one language group over another. Whatever the case this massive influx of soldiers some have credited to the ability of the Imperial ministration to fulfill the recruitment for two Imperial circles in just five years. It is certain that the chancellor has definitely impacted the demographics of the largest city in the Empire by having them be very patriotic in the service to their empress.

Diplomatic incident at the knight's wedding-
The Imperial delegation arrived at the nights during the wedding attempting to dissipate the standoff with the church at the cathedral which was unsuccessful when they met with the new king of Sicily. this meeting will not go well as one of the Imperial Representatives will Karnegie with What has been reported as an attempt to kill the Minister of Foreign Affairs, killing 11 members of the king of Sicily's personal guard in the process. Has created such a major diplomatic incident that both the bishop Chancellor and will were arrested by the knights and we're most likely headed for The Gallows. This forced the empress Beatrix herself to meet with the king of Sicily on the Balearic Islands to attempt to resolve all disputes between the Empire and the New Kingdom of the two sicilies. This conference would go on for days until a treaty was reached that prevented a catastrophic War, creating much consternation and political fighting in the upcoming legislative session for certain within the empire.

This incident involving a Flemish priest and the deaths of 10 Italian guards, has seen a record height to the tensions between the two realms. Alliance with China-
At the behest of her majesty Empress Beatrix the Papacy has undergone negotiations with the new Chinese government to form an alliance. The Papal delegation which would make landfall in Macau after its recent return from Knights occupation. From there the delegation would travel by land escorted by the parts of the Chinese army. Upon arriving at what is known as the forbidden palace. Government representatives meet with the Cardinal of Macau and the Papal delegation. There a local priest named Rong Senku would serve as the Papal delegates translator.
After three days of negotiations the agreement has been reached formalizing the alliance between The Holy Roman Empire and China. This secures the empire an ally who is capable of providing rapid assistance in Asia as well as working as a safety buffer against both the Russians and the Indians. This has also permitted the Papacy to get a foot into the door for future diplomacy and agreements with the Chinese.
The Terms of the Treaty are as follows.
China and The Holy Roman Empire are to aid each other in all military encounters.
The Holy Roman Empire is to end its influence in the Far-East, as this is the natural sphere of China the HRE is not to exert political influence over the region.
The HRE is allowed to maintain its current holdings
The HRE gains rights to exert economic influence in the Far-East, Colonial Charters and settlements are to be reviewed by Chinese officials.
Where possible the HRE is to assist China in curtailing the spread of other great powers' influence in the Far-East.
Members of the HRE government gain access to enter into China to conduct meetings with Chinese officials of greater or equal rank.
There is to be no expectation of tribute from either empire.

Death of His Holiness-
What would be later known to have happened on the same day as the signing of the alliance between China and the Holy Roman Empire would be the passing of his holiness Pope August III. It would also be made known that the last wish of his holiness was for the negotiations with the Chinese to succeed, in the eyes of the church the almost 81 year old pope who had been struggling with his health for years now, was in fact holding on to life for this one last act. With aid secured for the empire he let his last breath go and died peacefully in the Vatican.

The Cardinals of the Catholic church have been called inn to Rome to meet and elect the new pope, with the last wish of Pope August III in mind for the selecting of the next pope being simply "Do not repeat my mistakes" The Cardinals are expected to meet and discuss how this wish should be interpreted and decide who will become Pope serving as God's chosen man on earth.
Pope Sixtus the Sixth was elected after three days of deliberation the Curia had reached their unanimous decision on the election of the new Pope. He would hold his first sermon in St. Peters the day after, a moment of commemoration of his predecessor and the great things he tried to accomplish. He would announce his desire for his reign to be one focused on strengthening the bond between church and people.

After the massive disturbance of the Diplomatic incidents within the last 5 years Will Karnegie has been banished to Easter Island seizing his position as minister of Civilian research. Even though this legislative session saw an amazing14 bills be proposed in the legislature only Four of them passed the required houses to become law. There are many rumors for the reason behind this although among the performers for the newspapers it seems that the most popular theory is that the falling out that has happened between different members of certain political parties have allowed them to fall apart and become factionalized. Global Economy Slows Over Lack of Steel, Economists Warn of Recession

In the past 5 years, with so many nations on the cusp of their own industrialization and the already quick pace of industrialization caused by the HRE and the Kingdom of Two Sicilies, the world has been experiencing a major shortage of steel. Industrial shortsightedness and pursuit of other endeavors has led to many factories in the world without steel to run their operations, and it also stalls constructions of new factories as the nations and companies jockey and bid over handfuls of precious steel. The pricing of steel has been rising steadily as a result, now being valued at nearly 960 marks for one ton of steel. The world’s production has slowed from this shortage of steel, and economists warn that the lack of steel could lead to other issues in the production line such as shortages of weapons, ammunition, artillery, and even machine parts needed to keep factories up and running.
Additionally many nations are finding that they do not possess enough skilled laborers in order to rectify this situation, slowing the global economy down even further until nations can find a way to organize a competent and productive workforce. Part of this labor shortage has been the reason the Kingdom of Two Sicilies, with its massive unemployment of factory workers, has been able to rise so quickly on the industrial stage.

The wedding was held late in December of 1862 Alexander Von Austria had returned from his trip with a beautiful gift it is rumored having heard the news on his way back that the empress head basically proposed to him and directly to him through an Imperial announcement. This courting seems odd but one has to forgive the empress for her frailties of whimsy for she is The Sovereign of the greatest Empire in the world. This often happens to think that it is quite cute but make your own opinions reader. The wedding was an extravagant affair that took place outside of the Imperial Palace at the great Cathedral of Bern where the Rulers of the great City, Empress Beatrix's ancestors rest eternally. In fact the bones of the founder of her family, the saint of the city, were on display. The ceremony was overseen and conducted by The recently elected Pope himself Sixtus the Sixth. After the ceremony a reception was held where the citizens of the city itself were invited to view the new couple and partake in some treats of the King Consort Alexander invited to 10 was held in the Imperial Palace. This humble writer reports that the main gossip of the upper class from these events was what Alexander's exact role in the Imperial household would be or if he would get some special station in the military or ministerial position the empress might Force the chancellor to give him. The debate's ideas are endless but it was nice to see an actual loving couple from a distance while I was doing my research. after the big celebration a much more Nobility and upper-class focused celebration was held in Marseille in one of the large Beachside palaces that the empress is very fond of in fact with some research I found out that the previous Electric Council that declared her the success of Charlie glorious saintly Emperor Ludwig the 3rd held many years ago. In the year 1860, the two Sicilies faced a vast issue, the population number nearly 20million less than the Holy Roman Empire, yet we had nearly tenfold their numbers in unemployment, our treasury grew dangerously close to declaring bankruptcy, and a simple attack could have officially wiped us from the map.
But through the treaty of Majorca. We have been given time, vital time. The past 5 years have seen vital reform of the government, military, and economy. Our army will soon rival that of the HRE in size and surpass them in quality, despite reigning supreme in our commandants and generals. The baby boom of the 60s has seen a lot of new workers for the factories, especially in places such as Cairo, Puerto Rico, and Caligari.
The fast growth of our industry has helped alleviate the dire situation regarding our unemployment but still hundreds of thousands sit unemployed in major metropolitan cities across the kingdom. More work is being done to ensure they are found jobs, and the industry continues to grow.

With the order for the construction and training and deployment of the Asiatic circle of the Imperial Army the majority of those troops are being drawn up from the Imperial states of Mercia Oh, the bishopric of Astrus, and our empress' own kingdom of Argon. The Spaniards that is currently number 120,000 are now in the training fields on the coast awaiting the completion of their Heavy Artillery detachments that are coming from the Scandinavian pure Estates. It will be an odd mixture of the Northerners and Southerners working together but perhaps the skills they both understand will serve them well on their long tours in Asia. Some forces are being supplanted by conscripted and volunteers of Imperial subjects in the Far East with the Japanese underneath the kingdom of God's colony volunteering and driving to serve his Cavalry officers. This newspaper expects that the deployment shall be carried out in early 1866. Putting the Empire one step closer to having a presence all over the world and being in compliance with the Imperial Armed Forces reform law of 1841. This newspaper hopes that the local boys will be serving their Nation and the empire and will make their home City proud in the far east.

The Second Italian Revolution.

August 3rd, 1863 marks a terrible day for all those upon the Italian Peninsula.
Early in the morning, the sounds of the first shots could be heard across the border of the Naples-Apulia line, the soldiers in the forts readied themselves for what was assumed to be a surprised Holy Roman attack, but it wasn’t, nothing came, no bullets, no acrid smell of gunpowder, not even a shout. Until midday, when a man, dressed in the old NIRA uniform stumbled atop a nearby hill, bloodied, and weak. Quickly medics were sent from the Fort to tend to the man, and to hear his report. The NIRA had been planning for years, their first target would be the newly constructed Bologna railroad. More men had rallied to the cause, especially with secret training and weapons given by Giovanni. But, as time grew near for the attack to commence, a new thought sprung up, men had already been positioned around the country, the hre and Rome had grown preoccupied with establishing the new oriental sphere for its military, now would be the time to take the north, and unify Italy. Gueseppe railed his men, and on the 7th of August, the first shots of the Second Italian Revolution ran out. The hre was quick to react, the first battle of Rome had been a major success, routing an imperial army quickly, as allowing for the men to occupy parts of Rome before more reprisal came. He expected aid for the kingdom to the south, to help supply his men, or even to March to occupy land themselves. But alas, naught but silence came from the south. Giovanni had looked in shock as the revolution happened, then turned his back slowly, there would be no support, or aid from the Two Sicilies would come. Battles began to spring up in the north of Italy, where the armies were less concentrated, smaller groups taken out by the invading HRE armies, under the command of Robert Kinsel, as the armies pushed towards Rome. Robert Kinsel had been the commandant In charge of the protection of Bern and Italy, and had been given command over the units in the region. Leading the war, he eventually made it to Rome after many brutal battles and skirmishes in the Italian countryside. The battle of Rome lasted but a few days, but came to a close on December 7th, marking the end of the Italian Revolution. Gueseppe Geribaldi, and many of the top commanders disappeared into the Italian countryside, with no indication as to where they went.

Today marks the end of the Russian revolt and the terror and carnage inflicted on imperial lands by Russian heathen terrorists. It started as any normal day in Moscow with people going about their morning when the first shots of the revolution broke the peace and tranquility of the morning. Across Moscow, thousands of armed individuals attempted to take control of the city. These violent terrorists were members of a bloodthirsty group called the Russian reclamation Brotherhood ( RRB ), an armed group intent on the destruction of imperial rule in Russia. If you thought that Moscow was the only place in which they would rise, you would be sadly mistaken. Our sources are saying in total near 40,000 Russians rose up across imperial land in Russia from Moscow to the Caucuses. The Slavic military circle was quickly on hand to put down these wild savages with the gallant Alexander Calonder leading the armies. He is one of the few loyal Russians we can trust and his bravery has been noted by the higher-ups of the military from what our sources tell us.

This rejection and subsequent cooling of relations between the Empire and China has left some wondering if our efforts would have been better spent on other nations in the Far East. I just three shows us-china is much more willing to be isolationist than expansionists or even outward-looking. Therefore, dear reader I question whether we should not instead create valuable allies through action in the Far East. Before you dismiss this as fantasy, know that soon there will be an army of Imperial soldiers 300000 strong in the Far East. I simply state that we should ponder whether we should put them to work.

Today we raise a glass in celebration as the Aztec threat seems to be falling, their influence around the world waning. Many of us around the office remember when we heard the news of Prince Jakob's murder by the barbarians. The shock, the horror, the sadness, the tears and finally the anger and the bitterness. That life is taken to appease their false gods, their refusal to apologies or admit they were wrong and that they even consider us to be equal after committing all that savagery. No now we look forward to a bright and prosperous future with the Chileans, admittedly they are disillusioned and misguided by their republicanism and lack of a monarch but they share our blood as descendants from our colony and we can not doubt their influence across south America or their vast lands down the coast of the pacific to the last settlements before the south pole encompassing snow-capped mountains and vast deserts.

The Opening of the Suez Canal

One of the long standing problems for shipping on the Far Eastern and India trades has always been the need to round the African Cape in order to actually get there. By establishing a canal through the Suez, we will shorten the journey to Asia by days, as well as perform a wonderful feat of modern engineering. This would be an issue that the kingdom of Two Sicilies would set out to end.
Under the watchful eye of the King, and that of the new company Compagnia Universale del Canale Marittimo di Suez, a state owned and maintained company, meant for the oversight of the Canal and surrounding waters, the Suez Canal began its construction.
Construction was difficult, and slow, marred down by political endeavors, and a general lack of supply in cement and Steel, as much of the kingdom had been facing.
But after nearly a decade, the Isthmus of the Suez had been fully replaced with the new canal, connecting the Red Sea, and the Mediterranean Sea, making a far shorter journey for those wishing to travel to the Indian and pacific oceans, specifically Oceania.
But on April 2nd 1864, the canal was opened for the first time, large celebrations were held, as a ceremony for the completion of the canal was held.

The Great Race, and the Stolen Glory.

As the Suez open it’s water ways for the first time, no officially designated ship had been ready to set sail, with the constantly shifting dates for completion, it left many questions about when, in the head of the king. But upon the opening on April 2nd, quickly the Italian Flotilla set sail. Having been stationed in Capua, they were quite a distance, taking a few days to fuel up before setting sail for the canal, to claim the glory that the a Two Sicilies deserved.
But reports soon reached Admiral Nicole Torlonia’s ears, the Holy Roman Auxiliary fleet under the command of Admiral Paul Manziger had set sail to steal the glory form the Two Sicilies. The race was close, the distance between the two quickly closed, with the Holy Roman ships being far superior. But at least the Italian Flotilla made it through the canal first, a smug look on his face as the HRE Fleet caught up to them. But this wasn’t to last long, as within the week, the headline read, Holy Roman Admirals, First to navigate the Suez Canal. the world was shocked, but despite repeated counters and complaints, they fell upon deaf ears as the world accepted that the HRE was the first through the canal.

FALL OF THE GKKP

Everyone has seen the signs. The infighting, the debates, the near complete separation between the Diet and Assembly representatives. The GKKP was in it's death throes. When Arbenit Nesimi had resigned and left to travel the world, the party had chosen two different leaders from the two camp: the young woman known as Aledia in the Diet- who is from the region of Iberia- and the young man known as Mihail, a musician from the Duchy of Pomerania. After a summit in the capital, there was a great debate between the two parties on exactly who would lead the GKKP for the next years. The debate grew more and more heated, eventually leaving insults to be traded. Once one noble was genuinely hurt, he stormed out in a furor, causing groups of hardliners to follow him. This then lead Mihail to lead out the moderate conservatives, leaving the room empty and a shell-shocked Aledia on the raised platform. The GKKP is dead. Aledia formally dissolved it the next day.Only the radical party responded to this event officially with a party memo stating: “The Radical party Has deep regret of loss of the GKKP which was one of the great pillars of Democracy within the empire and wishes for moderate conservatives and conservatives to feel free to cooperate with us.” No one knows what is to happen next, keep updated by buying a newspaper.

Rise of the EKP

About a week after the GKKP'S dissolution, the conservatives of the Empire feel aimless and terrified. There's no way that their party could be gone, just like that... right? Sadly, it is a reality. Many conservatives have flocked into reactionary parties out of panic and desperation to belong, while some centrists have joined parties like the Gottingen Seven as Mavericks in hopes to save their careers. But the moderate conservatives and Europeanists have united. Today, the leader that the Assembly had previously elected, Mihail von Taubeneck, announced a new party that he would be leading to provide a conservative alternative, rather than the noble-centric Junker Partei. The Europäisch Konservative Partei, or the EKP, has been born from the ashes of the GKKP, and Mihail swears that he will lead it to success where the GKKP failed. Mihail further hammered in his point by giving his speech in Prague, the most populous city of the Empire rather than its capital, and also providing translators for the local Czech population. The EKP is, evidently, a staunch Europeanist party, and as a fallout nearly all conservatives in the Free City Council have fled to the liberals in fear of getting their special rights and permissions taken away. Cheers for the long life of the EKP resonate throughout newspaper columns and the streets. And here in Berlin it is no exception, vote EKP in 5 years and stay updated on their exploits by buying our newspaper!

The Call for Imperial Reform

The prominent G&B Party leader today, Karl Marx, has decried the noble and capitalist classes of the Empire, in a statement that, "The blatant exploitation of the base of society by the upper echelons is a threat to the democracy and the stability of this Empire." Many of the listed issues by Marx in his speech were caused by the disunity between the Diet controlled by nobles, preventing progress, and the Assembly, controlled by the ones actually elected by the workers and people. Marx also quoted how the nobility is a vestigial structure, like an ancient Parthenon in Athens, and how it only serves to take up space without purpose. Marx interestingly, however, had made several statements referring to the Empress and the Emperors of the past, and how they've always lead the fight against the nobility, be it the past when an Emperor had to maintain control over 50+ unruly, nominally independent states, or the push for unification that lead many nobles disgruntled and in a fit. One powerful quote is, "Look at the ants. They have no nobility, no petty bourgeois capitalists, they are simply the workers and the Queen. And they can manage to carry much more than their weight, and sculpt a tremendous anthill after a few days of work." Some sources suggest that Marx's radical shift in viewpoint was caused by a Mr. Benedikt von Ruhl, a previously little-known member of the Green and Black party that has not defined himself along Jacobin nor Mittelmanner lines. He has been seen writing and assisting Marx more recently in the past few months. Regardless of how or why this change has happened, this could be a signal that the Green and Black party is moving in a more socialist direction, one that could be much to the dismay of the ruling liberal coalition.

In the immediate aftermath of the signing of the Treaty of Majorca, though it was not specifically mentioned as a response to it, though it was that it was, Alexandrine von Austria abdicated the throne of Austria to her son in order to focus on the Hofburg Corporation, retreating from national politics. Immediately afterward, her son Alexander would also abdicate the throne, not wanting to directly tie himself to his mothers highly political resignation. Throughout the Empire, the normal ideas of a worker's union have been few and far between. With restrictions on how radical worker unions can be, and the lack of laws dictating protections for said worker unions, unionization has been viewed unfavorably by both the capitalist class and the workers themselves. However, that situation seems to have not dissuaded the workers in the rapidly industrializing city of Prague, in Bohemia, as a new large union has been officially registered with the Ministry of the Interior.The Union of Bohemian Arms Workers (UBAW), led by the moderate liberal G&B member, Matthew Eichmann, was the leader of the unionization effort in the several military factories of Bohemia. The fight was longer and bitter, according to Mr. Eichmann, for the union, especially considering the arm's industry general unforgiveness and the important attention the Empire invests into it. When asked if he was a socialist, Matthew staunchly refuted that, reminding the press that radical unions were still outlawed with the Diet's failing of the Worker's Right to Organize bill. A specific quote taken from Mr. Eichmann was, "However, due to the Diet's inability to change doesn't mean we won't stop fighting. As I speak, we're getting work done to unionizer the artillery factory just over there past the hill, and here we're negotiating with the bosses even as I'm talking to you!" Certain people have expressed concerns at the UBAW's rapid and sudden rise, however, the Ministry of the Interior has confirmed that the union is listed as non-radical. More likely than not, the UBAW doesn't signal any trends as long as the government continues its pace of reform, economists have said. Rather, it just shows the remarkable resilience of the Czech people, and the variation caused from the Empire's largest city.

Just a few days after the establishment of the UBAW, a series of essays have been anonymously published for all of those literate to read. For some, they're frightening revolutionary calls to action.
For others, they're an awakening to become involved. The so-called, "Syndicate Essays" published under the anonymous, presumed pen name Rubert Hllyman advocate for a new uniting socialist movement. So far, the socialists of the Empire have either been rallied around the idea of improving lives for themselves and their friends, however they've not really had an ideology to call their own. Socialism has already been diverging into multiple forms, such as the revanchist sort of the Roman Imperial Restoration (RIR) Party, or the typically agrarian-focused attraction of some radical socialists to the Green and Black party. But now, there's a new banner to rally under. The Syndicate Essays, as they make up a ideology, are built around the idea that through aggressive unionization of the factories and formation of councils in the countryside, the lower classes will be able to take control of the noble's lands and "Bourgeois" - a term used to describe capitalists or other factory owners who intend to exploit their workers in order to obtain a noble's level of wealth - factories and institutions. A most interesting part of this union philosophy is the idea that democracy under the power of the unions can be consolidated into a single, representational "Syndicate" that would act as a body to represent their respective union regions. Even more interesting is the ideology's apparent exemption from the Empress and the von Habsburg lineage as a target, rather, painting them as collaborators. Under the Syndicate Essays, a monarch is to, "Facilitate executive powers that will speed up the process of unionization and revolution." Then the monarch would become, "King/Queen of the Unions, destined to act as a executive power in the government of workers, thereby preserving their generations of ruling wisdom and wealth, whilst causing them to aid, not detract, from the revolution." Another prominent part of the Syndicate Essays is three separate essays about Workers Strikes, an idea where workers in unions or communal organizations cease work for a period of time in order to bargain with the "bosses" and "oppressors" for greater and greater rights until the time comes for revolution. The impact of such revolutionary thought has not yet been seen, although many conservatives and reactionaries have been calling for the Empress to censor these essays and cease their distribution, especially if the so-called "Rubert Hllyman" decides to publish more problematic papers.

This session was very exciting with the introduction of new parties, new ideas being published out in the world and parties dying and mergers. With this the free city Council approved the mark reforms and the Emperor signed it and all the other laws making them official laws. Again there seems to be a disagreement and lack of communication between the assembly in the diet that caused many other bills to fail, especially the highly anticipated workers rights Bill Which this paper suspects will not be taken well by the new movement That is cementing itself in Prague. To which the high Queen Limburg of Poland talked for the first time in the diet criticizing the green and black party as: “nothing but puppets to the Extremist anti establishment anarchistsThat do nothing but try to steal from the hard-working!” whether this is true or not you’ll have to decide. Remember the election special will be released one month after the 1870 election and will cost five marks that you can now pay with a paper bill according to the laws passed this year.

The Russian Diplomacy Bill
Considering the proposal made, the GS would like to make a counter offer. Considering our borders are currently "compromised", we cannot necessarily afford to keep our military and navy from securing the borders that need protection, which is why we think our current military personnel shall stay where they are. Furthermore, starting further hostilities with the Russian States may well lead to more rebellions and definitely more enemies to deal with, on top of the ones we already have. While the Holy Roman Empire is mighty, we cannot afford to be diplomatically isolated like this.
1. The Holy Roman Empire shall build positive relations with Russia.
2. If funds are available and the Russians have ample evidence that they are needed, a set amount of money, managed by the Empress and the Ministry of the Interior, shall be given to Russia to help their process of moving away from Serfdom.
3. Anti-Serfdom shall covertly be spread around Russia.
We shall diplomatically align Russia and help them to abolish serfdom by more civil means.

The mark reforms
Our current currency system is one of a bygone era, a medieval way of currency and not fit for use in this modern era. In a world where there is so much wealth that will only continue to grow and currency that is only metal coins, it is time for a change. With this, I suggest the following reforms
1. The creation of banknotes as proper legal tender.
2. These banknotes would have the value of 10 marks, 20 marks, 30 marks, 50 marks, 100 marks, 200 marks, 300 marks, 500 marks and 1,000 marks.
4. These banknotes would be printed by the imperial mint.
5. Each value note should be of a different colour from another value note for clear and easy distinction. For example, the 20-mark note should not be the same colour as the 10-mark note.
6. Each note should have the value clearly printed on both sides of the note.
7. These notes would have a serial number printed on their side in case of theft and need of identification.
8. These notes would contain some identifying features to prevent the forgery of notes.
9. These notes would also contain images of landmarks or important individuals from the empire. 10. 10. These would be decided by the free city council, the empress, chancellor and interior minister.
11. These images could be suggested by any member of the free city council, the chancellor, the interior minister or the empress.
12. The empress would have veto power on any image.
13. The one-mark coin will stay in production along with the new 2-mark coin and 3-mark coin.
14. There would be a grace period of 5 years before the new currency is fully introduced to allow the mint to produce enough new notes and new coins.
15. These currency reforms would be rolled out to all parts of the empire, with all overseas colonies having a 10-year grace period but any new currency brought over from the empire would be counted as legal tender.

1. The lands formerly known as the Rusland's territories must be incorporated into a full Imperial state/states by 1875.
A. The exact makeup of the states/state and the borders of them shall be determined by a committee established in the assembly with representatives from enough parties
to constitute a majority.
B. There is no limit on the number of Imperial States they could suggest and the government make up with those exact States would fall into the normal constitutional
requirements for diet appointment seats as well as assembly voting rights.

Purpose: The chief threat to the power and security of the Empire is the kingdom of two sicilies knowing this it becomes very clear that the naval capabilities of the Empire Although vastly greater in number then our adversary we are woefully Behind in Innovations in naval Steam craft.

27. A bloody few years 1865-1870​

The Great Bohemian Worker's Strike

Two weeks after the publishing of the Syndicate Essays, and their notoriety amongst worker circles and the UBAW, the UBAW began to use one of the measures described in the essays, the Worker's Strike, to help fight for increased rights in their negotiations with their factory owners. However, what wasn't expected by the UBAW was how much attention the strike would garner amongst their fellow Czechs.For the first three days of the strike, the workers of the UBAW in the Small Arms factory would refuse to work, picketing and protesting outside of the factory building with respect to the law but with intent to fight. They were unsure of just how much their efforts would be recognized, but began to grow more confident when on the fourth day the workers of the Munitions factory in Prague decided to unionize, and joined the strike from the small arms factory. Another 2 days passed until the Artillery factory had decided to unionize and join the UBAW in their union and strike as well, and by then the momentum had been set for a large strike to occur. Over the course of the next week, the strikes spread throughout Prague despite the capitalists' and the police's best efforts, some measures even driving the workers to strike sooner rather than later (such as in the increased police presence outside of the machine parts factory of Prague). The streets became filled throughout the day with the sounds of cheering and protesting, as various socialist movements and prominent G&B members pooled funds to increase the power and the duration of the strike. The streets were filled with signs and shouting, and some upperclassmen were fearful to even leave their homes over such a powerful demonstration of worker's unity. But after a single month, the strike still wasn't over. Rather, it had begun to spread. Reports were arriving throughout the Empire as railways to and from Bohemia began to delay, as conductors and rail workers joined.

Once the railway workers began to strike, the rest of the Kingdom of Bohemia's working class joined them in a flurry of worker activity. There were newspapers all over the country talking about another factory or town refusing to work, and economists noted the trends of the massive amounts of profits that the companies in Bohemia were losing because of this. However, not all of the striking was simply against the factories. A large portion of the strikers, especially when it had spread outside of Prague, were operating under the influence of the Syndicate essays. Amongst all of the strikes were socialist rallies, distribution en masse of socialist literature (the Syndicate Essays being a foremost point among them), and the occasional outbreak of violence when some "private contractors" were sent to break the strikes. Several prominent slogans seen on many signs were in relation to the recently failed Worker's Right to Organize bill, with sayings such as, "Democracy dies in the Diet", "Workers rights are human rights", and even the eccentric "Radical problems need radical unions". The Bohemian King has made an appeal to the Empress to stop these strikes and protests, however, the strikers themselves have too. Amongst the signs were various cries for help from the Empress, like "Divine Might can make things Right", "We bow to the crown, not the Bourgeois", and "The only noble we need is our noble Empress." The Imperial letters office has been overwhelmed as thousands of letters from people influenced by the Syndicate Essays beg the Empress to declare the right of organization as an Imperial Decree, knowing well from the essays and the Constitution that she has the power to assist them in their struggle. The strikers have been seen showing Monarchist propaganda alongside Socialist ones, yet still being opposed to the nobility as a whole. It's a conundrum of politics on a previously unseen scale, and the socialists already expect a big boost in turnout soon.

The nation wakes one day to find 4 imperial decrees having been issued And nailed to the doors of churches, city gates and letters sent out to landowners and nobles in the countryside. Interestingly enough these Imperial decrees are not written by Imperial servants or in passive voice as they usually have been; they are written directly by the Empress herself. Meaning that is the first time the common citizens and everyone get to read the Empress's direct words.

“My dear subjects it has come to my attention that many of you have never met me or heard me speak. This fact is not unknown to me but what was unknown to me is the whispers that I am not active or strong mark my predecessor, now I may not be a man for God did not give me with those abilities, but I have my wit in the understanding of all Imperial languages something no other has. With this in mind our Empire has slumped as of late in the legislature that I hoped would prevail with prudent policy has failed to provide to me. In addition it also failed to advise me on how best to deal with our troublesome neighbor to the south. Therefore I have been forced to act aggressively starting today. Henceforth because of this with the approval of the Reichskanzler I issue four imperial edicts/decrees that will act as laws.

First Imperial decree in the reign of Empress Beatrix von Habsburg Empress of the Holy Roman Empire, Queen of Arles-Aragon, Countess of Bern, and defender of the faith-

The strike in Bohemia has hurt the economic backbone of the Empire too much and the demands of the workers are quite simple: that they be allowed to organize to negotiate with their betters. The legislature failed to pass this law and has led to bloodshed and disruption. There is no attempt to compromise either between both sides therefore I shall force a compromise.

Henceforth with the power given to me directly by my birthright and station workers will be allowed to form whatever organizations they deem fit to negotiate for themselves be those unions or guilds as of old. The nobles of the Empire and those of high wealth Empire are not allowed to disrupt the formation of these unions or guilds under pain of prosecution from the Imperial service. If one is found guilty of preventing the organization of these Imperial subjects and citizens they will face a fine of 20,000 marks to be paid to the Imperial government. These work organizations may strike as a negotiating tool but said strike must last no longer than 12 months or end if the monarch asked them to stop. This lack of long strikes and the ability to organize the workers shall be the compromise that should've been reached in the assembly and diet.

The lack of steel on the market prevents industrial growth or the growth of economics that benefit all members of society; therefore, I issue the following edict and decree that all steel mills be subsidized by the imperial government to ensure this vital resource is produced by the Empire and that the Empire is the number one exporter of this resource. The exact details of the subsidization I put in the capable hands of the future Ministry of the Interior after the upcoming elections of 1870. In addition to the steel mills thanks to the concern of the current Reichskanzler this edict shall also apply to all military producing factories so that the Imperial military is well supplied including the construction of shipyards and ships.

Reports of large-scale rebellion began to trickle through the Apulia line, Roman separatists, patriots and combatants began to rise, fighting against the forces in the region. The rebels got closer and closer to the border, as the southern HRE army was forced to retreat, leaving the rebels east access to the under defended fort line. A few shots were fired at the defenders in Apulia, but were ultimately repelled, but it was enough to trigger a message to the empress.

Within a month the okay was had, and the 5th army marched north, crossing the border in pursuit of the rebels. The battle of Rome was first, bloody for both sides, but the Two Sicily's prevailed, surrounding the Vatican in a defensive ring, holding back the rebels until more forces could arrive. From there, they continued north leading many battles, All victories. Soon enough, the troops hit Milan before the 5th army was recalled to the Apulia line once more, each man given honors for his valiant fighting in the north.

But the region is also rich, within both resources and culture. The colonial company in the region has long asked to expand its own influence into the region, and with Indian and Chinese power in the regions growing strong, with both the Burmese frontier falling to India, and Vietnam falling to China, this left only Cambodia and the Khmer. An invasion has been launched against Cambodia to establish a full protectorate over the region, and with it, Malacca has also answered the call. The colonial armies have landed in both Singapore and Cambodia, established a new puppet government under the two sicilies, expanding our influence heavily in the region,

The following below is the Supreme Court’s official ruling on the deadlock of the free cities Council which many expected to allow the Chancellor to break a tie but that was put under legal question by the GS party for the Tyrell Constitution gives no president for the breaking of ties in the free city Council. Here’s where the Supreme Court of the curia had to say:
“The Supreme Court has consulted with the wording of the constitution of the HRE and has concluded the following. The wording of the constitution states that the Free City Council must approve all economic laws. The court concludes that a tie in the Free City Council does not constitute approval or passing of this law. The argument of the Chancellor being able to break this tie, has been dismissed by the courts on the account that there is no legal precedent for the Chancellor having the right to do so within the Free City Council. The Court does also conclude that there are no further definitions of what constitutes approval within the Free City Council and leaves it to the legislative branch to further define the breaking of ties in future cases.”

They would be invited to Rome where the church would commence preliminary talks with the Protestants and Coptic's about finally mending Christianity back into one unified faith. These talks would just be the early stages of such an undertaking, and are aimed at feeling out the state of how the faiths feel for each other and to see if a reunification is even possible.

The great Iron Shortage Continues

The economic slump of the iron shortage still plagues the Empire and the rest of the world with iron production from mines not meeting the demand at all. The last four years have made this issue even worse as more and more nations order the construction of steel like buildings with steel being at a premium due to the lack of iron ore. That was until a deposit was found in the caucuses that drastically increased the iron production of the world seemingly overnight. The Empires reaches a literacy rate of 50%

After GS political party having been in charge of education for the last 30 years education and literacy has skyrocketed. From the messily 17% in 1836 to now a mighty 50%. This is the result of massive educational spending granting the middle class increased access to high quality education. At the same time the Papacy has provided additional funding to the lower classes through the Papal Education Fund. The result is that after 20 years a new generation of higher educated teachers have come to pass, with many new educators now with knowledge of Latin. The People now better educated have started to develop greater technological works, as with this more educated population there is an expectation that more people will be moving to the cities and bring with them new ideas to further society.

As was promised the Imperial view is happy to bring with you all the news and information you need to vote in the upcoming Imperial election of course if you are a landholding man or woman or have enough wealth to justify having the vote. I'm only kidding you would not be able to read this if you were either of those things at least according to our editors would not be able too. With that out of the way we have to first cover some news coming out of Theodoro and some other party developments before we get into a rundown of who's running.


News from Theodoro

The Theodoran Royal Family
The family ruling over that far away place has been quiet for some time, and the political force they control has also diminished over this time, with the PNA loosing focus and support from the wider empire over time, but now, after a long silence the royals of Boristhenis once again present themselves to the public.
Significant changes have occurred, they have become old and frail. Theodoricus, the family's previous head has fallen ill over these last few months, which has prompted his wife Elisabet to end the family's political and social isolation once and for all, she appeared before the people of the city and announced that she would act on behalf of both the co-rulers of Theodoro, essentially having sole rule of the Imperial State of Theodoro. In addition it has been revealed that a large factor in their isolation has been the birth of a child between the two. It was a late child, rumor's have fluttered around as to why the couple hadn't conceived one earlier and why it took them this long. Elisabet has stated that this is her first and only child, that she had the child at the age of 46, making this child 7 currently, she did not provide an explanation as to why this took so long.
In a more private meeting with the local nobles of her realm (which has now been made public) Elisabet claimed that this child, a daughter named Eva would be the heir to the Theodoran throne. In addition, she stated that that this child would be neither "of Gothia" or "von Limpurg", instead she would serve as the foundation upon which a new family of the realm would be built, the "von Gothien-Limpurg" dynasty, a new local branch of the larger Limpurg family. Though Elisabet will continue to use the name "von Limpurg".
All in all, things are clearing up in Theodoro, and Elisabet promises much more action than this.

The General's Council of the PNA has voted and has agreed that the organization has achieved it's goals. Theodoro has been reclaimed, and as such the PNA will not be left to simmer away. It ends here.

As the old PNA has been dissolved, it's members are left without guidance.
Elisabet will not leave them no, together with the old PNA and the remnants of the GKKP she has announced the formation of a new political bloc, one not limited to any one Imperial State, one not limited by the leftover extremists of Theodoro, but one faction with a unified goal, a unified leadership, and potential.
She announces the formation of the Roman Federalist Party.
Together with her allies Elisabet promises all of the Empire that her new party will bring stability and fairness to the Empire, through appointment and most importantly a citizen's vote she and her party will work for the betterment of all and the preservation of this Empire's ancient traditions.

Merger.
After short negotiations and talks the Junker Partei has decided to pursue greater goals and has for that reason decided to merge into the Roman Federalist Party, all assets of the former JP have merged into the larger party structure of the RFP and all members of the JP have been transferred to the RFP. Additionally the leadership of the JP will be integrated into that of the RFP and the former Party's leader High Queen Agné I von Limpurg is given the position of co-leader of the RFP, with this position being able to be inherited by her heirs upon her death.
The Roman Federalist Party announces that, with this merger and with the cooperation of further traditionalist and conservative parties in the Diet and Assembly, that the Roman Federalists feel confident that in the coming election this close cooperation between parties will lead to great strides being made in the future. To the citizens, of the mainland Empire and to those Imperial States abroad, the Roman Federalists promise that the world will once again be made right. That this Empire's power is to be restored an that all parts of the Empire are to prosper with the help of the Federalist Party.

News from the RIR leading up to the Election

Gracchus Institute
The Hofburg Corporation announces a 4 Million Mark endowment for the creation of the Gracchus Institute, an organization dedicated to advancing Centralization, Equality, Research, Sports and Education & Innovation.
To that end, it will work to employ former and perspective members of the Imperial legislature in a variety of capacities from policy creation to working with working schools and universities to develop curriculums. All Sitting RIR Members of Imperial Legislature will have two life sized "perfect" stone statues made of themselves one to keep for themselves, another to be kept for an as yet to be constructed Museum of Roman Heroism. Among its first major actions are paying for a 700 Election Day Massive feasts around the Empire courtesy of both the Gracchus Institution and the RIR Party. Furthermore it will be building and Sponsoring one new women's and men's university, a hospital and an orphanage in every state willing to accept one. Men's' and Women's' Boxing and Pankration clubs and competitions will also be established around the Empire as part of its promotion of sports, while simultaneously promoting both activities as an alternative to traditional dueling.

RIR Party List
In celebration of the first election with large scale woman's suffrage, up to half of its assembly candidates, will be women, dependent on the number of university educated women can be found to run for office. However, imperial diet appointees will be under no such additional expectations. In addition the party has announced although it is led by the current arch Duchess that the previous art that just who abdicated due to her age will be the Chancellor candidate for the RIR if they are able to form enough votes in the assembly to present her name to the Empress. Some rumors suggest this is because the current arch Duchess is too young to be the counselor, but the newspaper is unable to confirm nor deny these rumors.

The Great Bohemian Strike Comes to an End

With the Empress's Imperial Decrees of the worker's right to organize into whatever unions they should like (alongside with the edict commanding them to end the strike), the striking only continued for two more days after the decrees. Unfortunately during one of those two days, a group of Bohemian policemen had engaged a group of strikers after a stray thrown shard of glass had sliced an officer's shoulder. The officers engaged the strikers, resulting in a few injuries, but no deaths. During the small scuffle, one of the main negotiators and the leader of the UBAW, Matthew Eichmann, was hit in the head with the butt of a rifle and fell unconscious. He was carried by his fellow strikers to the nearest medical facility, where he was treated. Unable to consistently negotiate with the capitalist class now that he head head trauma, the capitalists expected a victory, and the strikers were dismayed. However, another prominent member of the top-tier of strikers rose to the occasion, a one Mr. Benedikt von Ruhl.
Benedikt, an alleged socialist from his brief interview he gave when he announced he'd be leading the worker's negotiations and the UBAW "Until further notice", has been employed over the last 3 years by Karl Marx, one of the two leaders of the Green and Black party, and some say he's had something to do with Marx's recent shift towards socialist tendencies. Benedikt has acknowledged the Syndicate Essays, and commends them heartily for "giving socialism a new direction to take." He also revealed that, after the negotiations with the Bohemian capitalists are finished, he will be entering politics on the party of the G&B, for now. He will run for election, and has prepared a speech to be delivered soon in Prague. Many of the socialist movement are expected to attend, including some key middle-class voters that could put some socialists into power in the Imperial Assembly.

Formation of new party

Aelfred von Limberg and his followers announce that they will be forming a new party based upon traditionalist ideas and the concept of naval dominance that defines empires since the Persian war of antiquity. This party shall be called:
The New Patriot Group (NPG)
The chief manifesto is to return the empire to limited language acceptance, to amend the constitution to eliminate the assembly, and making all these new imperial states a part of other states not independent states.

The Pope travels around the world!

Today Pope Sixtus announced that he will go on a journey around the world, travelling east to west! He shall depart from Rome on the 1st of the new year. Throughout that year he shall first visit the church and King of England. Before crossing the Atlantic to the new world, there he shall make port in Puerto Rico (@Sultan Mehmed IIjust so you know )before continuing to the mainland, to visit the Centre of the Church in the new world in Bogota.
He shall then undertake the long journey across the Pacific to Japan, where he hopes to meet with the Prince of Japan to talk about the continued good relations between Japan and the Empire, with sources within the Vatican also revealing that his holiness desires to discus matters of faith with the prince as well.
The course then takes him to Macau where it is said he shall welcome the first Chinese man to become Cardinal to his new position, Bishop Rong Senku to this most honourable position. We hope we did not spoil the surprise for you Cardinal Senku.
As some of our readers may be aware the then Priest Rong Senku was the one who introduced the Church to the court of the Chinese empire as well as serving as interpreter for the Papal delegation, and now he is receiving his reward for good service. Born a rise farmer and now Cardinal of Macau now that is career advancement only found in the service of God!
His holiness shall then travel to India to talk meet with a local prince for undisclosed talks, we here in the Roman Review look forward to uncovering this story further. And will relieve more as the story develops.
His holiness Pope Sixtus has then arranged for a meeting between him and the Coptic Pope in Ethiopia the next stop on his journey. There is much speculation between the church and here in Rome about what this meeting will be about, more on this story once his holiness returns to Rome.
Then to major surprise the Pope goes... south?!
That's right the Pope shall travel around Africa the long way, first visiting the Cape of St. Mary then to the Island of St. Helena before returning to our shores in Rome!

A green and black party spokesman walks outside party headquarters and begins to read an address. “In the wake of the scandal, the green and black party decided to remove the party membership of the party member involved in the Rome prostitute affair. There is no tolerance in the green and black party for these abhorrent actions and crimes being carried out. We will be going in strongest party order breaking strength by highest number of assembly diet and free city seats they have in total. Radical Party (RP) Election Prospects and overview:

Overview and prospects- first off is the winner of the previous election the party with the most seats in the assembly and the most seats overall in all three chambers. The radical party has been in politics since 1836 and has recently been in charge of the Ministry of the Interior with their leader Lucrèce Abadie acting as the ministrant that department for the last 20 years. In this role they have advocated for and implemented the first liberal budget in the Empire's history with taxation mostly focusing on the lower class to allow for the upper-class to develop and create industry. Whether this is been the case or not has been a source of major political debate the paper will take no official position on this and simply let the economic facts speak for themselves. Currently as it stands the selection is theirs to lose depending on how the new female vote enfranchisement helps or hurts them might break or make the difference. The new challengers of socialism and the move towards inside of the green and black party will certainly hurt the liberal coalition if it forms again after the selection or possibly even the voting block for the radical party. Another saving grace for this party could be its love of regionalism and distinctiveness when it comes to the official languages of the Empire particularly advocating for the French language of their own home region of Paris.

The past 20 years

The G&B and Chancellor Hormayr have presided over Twenty years of disaster and decline for Rome and it's people. Twenty years ago both sides of the Mediterranean were under imperial control and Rome lead the world. Today, half of what was once under imperial control claims it's self to be the independent two Scillies, which has now far surpassed Rome in Industrial and military might, along with global prestige.
Just in the last 10 years, during a period in which our industrial employment has grown by a mere third it has quintupled in Sicily. The cause? Insufficient investment in our education, law enforcement, administrative and healthcare system. Insufficient, investment in our military and taxing the productive classes more than the owning classes.
The G&B ridiculously lurches toward a fraudulent appeal to collective interest now, while having presided over over a decade worth of tax cuts for the unproductive wealthy, rather than keeping money in the hands of those who do most of the working and buying for this empire, so that the wealthy may compete for labor and spending.

Benedikt, a Candidate for the Socialists
A charming young man stands atop a hastily erected platform, a small set of papers in his hands. Finishing his last memorization, he casts the papers to the floor and begins his speech to the gathered citizens of Prague.
"My fellow Czechs! Today I give the blessing of not just speaking to you, or even to the Empire. Today, I am speaking to the future, in a moment that will be forever immortalized in history!"
There's a charged silence for a moment, before he continues, "My brothers in the city know me from when I was young. My brothers in the G&B know me as an ambitious writer. And my brothers in the UBAW and the labour movement know me as a fighter, a tenacious negotiator. Henceforth, from today, I combine my three roles and announce my entrance into politics and the Green and Black Party!"
A mass of cheers arises from the gathered people, Benedikt let's them cheer before motioning for silence. It takes a few seconds for the crowd to quiet.
He continues, "In my new role as a politician, I intend to embark on a campaign to give the socialists a voice. The RIR has attempted, but lacks enough movement or traction to get our efforts completed. Rather, as one inspired by the Syndicate Essays, I intend to work my hardest and write to the best of my abilities to end the problems plaguing this Empire!"
"I'll write bills about the issues we need. I will dedicate myself to this cause. Here on this day, I pledge to fight the paralysis of the budget that has seized the Empire. I pledge to reverse the backwards tax laws that favor the wealthy over the common man. I pledge to fight the corruption and misrepresentation that the Diet causes in our Empire. I pledge to work towards getting every man of our Empire a vote. I pledge to fight serfdom and slavery, the chains that weigh down our liberty and spit in our faces. I pledge to fight the influences of the noble houses, and I pledge to faithfully follow our Empress into the brightest future we can make!"
"So if you possess the power to vote, as I know many of our fellow craftsmen do, vote for me! Vote for the GB!"
Cheers and cries split the air as the people begin to cheer and chant various socialist mottos and rallying cries. Benedikt gives a bow and some roses are tossed up onto the podium, roses being a symbol of the new socialist movements that have arisen. A new face enters the ballots and the polls, and socialism continues to grow and change from and idea into a true movement.

Posted on many streets and tenements throughout the Empire, it seems that the infamous Rubert Hllyman has struck once again.
And this time, he seems to be throwing his lot into politics.
The writer of the Syndicate Essays has begun again on a topic he had discussed within his essays passingly, the topic of the Imperial Diet. The Syndicate Essays advocated for a ruling body of elected officials as the legislature, but it had seemed strange that he didn't address the existence of the Diet specifically.
Now he has. In the essay titled, "The Diet Dilemma", Rubert Hllyman adressess the problems caused by the Diet and its appointed, rather than elected, officials, and potential routes to solving that problem. Accompanying the anti-diet propaganda is a violent, somewhat disturbing poster. It mimics the style of an Imperial Prosecution wanted poster, subtract all of the seals and insignia. It instead depicts an artist rendition of the Imperial Diet in place of a criminal, and then at the bottom of the poster calls for all "True Socialists" to vote for the Green and Black party.
While some of the Conservatives and Reactionaries have immediately jumped on to the propaganda as a "Green and Black scheme", higher-up Green and Black officials such as Karl Marx and Joseph Hormayr deny any involvement with the illusive Rubert Hllyman and his apparent influence among the lower classes. Some such as the Limpburg family collectively question that, if he was truly just some lowborn peasant, how could he get his material far and wide throughout the Empire?
He must have many friends.

The G&B and Chancellor Hormayr have presided over Twenty years of disaster and decline for Rome and it's people. Twenty years ago both sides of the Mediterranean were under imperial control and Rome lead the world. Today, half of what was once under imperial control claims it's self to be the independent two Scillies, which has now far surpassed Rome in Industrial and military might, along with global prestige.
Just in the last 10 years, during a period in which our industrial employment has grown by a mere third it has quintupled in Sicily. The cause? Insufficient investment in our education, law enforcement, administrative and healthcare system. Insufficient, investment in our military and taxing the productive classes more than the owning classes.
The G&B ridiculously lurches toward a fraudulent appeal to collective interest now, while having presided over over a decade worth of tax cuts for the unproductive wealthy, rather than keeping money in the hands of those who do most of the working and buying for this empire, so that the wealthy may compete for labour and spending.
That was the model that kept us on top in this era of industry. the model imposes by G&B and other tools of the idle wealthy have brought about this Empire's decline.

29. A Troubled Coalition​

Post election Hijinks

With the election of 1870 and its legislative session behind us, it is important to discuss the level of chaos that had happened within the halls of the legislature before the session had even begun and before bills had begun to be proposed.
Three parties came out the strongest of the election, the Renovatio Imperii Romanorum (RIR), the Roman Federalist Party (RFP), and the New Patriot Group (NPG).
The RIR was the very first socialist party of the Empire founded, led by the Archduchess of Austria, Bellona (succeeding the abdications of both her mother and her brother). It gained much of the support of the growing socialist movements of the Kingdom of Bohemia and the Skaneland Territories. Its platform was largely based upon taxing the “idle rich” and abolishing serfdom which, while technically illegal in the Holy Roman Constitution, was still protected for the Limburg realms. It tied for first place in the assembly with the NPG.
The RFP was a party that emerged from the death of the Prince’s National Army (PNA), albeit, it was much more conservative than it was. The RFP seemed to take ideas of both the dissolved GKKP and PNA to combine it into a regionalist, moderate conservative alternative that attracted many voters. It easily outpaced the European Konservative Party (EKP), which had previously claimed that it was to be the successor to the GKKP. This may be due to the regionalist policies of the RFP, compared to the EKP’s powerful europeanist dreams. It was the third largest in the assembly after the election.
The NPG, a dark horse of the electoral cycle, was a vehement reactionary party, dedicated to opposing the socialist movements and any further reform of the Empire, instead, dedicated to restoring its global hegemony. It attracted many voters who feared the Bohemian Worker’s Strike, which had been in the people’s minds despite happening over 4 years ago. It tied with the RIR in the Assembly, promising to contest the growing socialists.
The RFP began to work hard, with the noble Elisabet von Limpburg easily uniting the conservative half of the Empire’s parties under one coalition. But that had still fallen short of gaining a majority in the Assembly or Diet, so Elisabet decided to make a bargain.
Noting the Radical Party’s (RP) fall from grace (going from largest party to one of the smaller), Elisabet offered the RP to join the coalition on behalf of resisting the socialist RIR’s legislative power. Much to the surprise (and in some cases, horror) of the people, the RP agreed, giving the RFP’s rightist coalition a majority in the assembly. It secured the Chancellorship for Elisabet, but she saw another opportunity.
A one Mr. Benedikt von Ruhl, a self-proclaimed Syndicalist, in the week after the election gathered a small protest and made a speech outside of the Imperial Assembly that he would be forming a new party, the European Syndicate Movement (ESM) that would split from the Green and Black party.
This provided even more insecurity for the liberals, now with another socialist party on the field, and one that held a quite fanatical movement in Bohemia with its close ties to the Union of Bohemian Arms Workers (UBAW). Elisabet set to work convincing the Anarcho-Capitalist Union (ACU), a largely minoritized party in the Empire since its inception, to assist the right coalition. The ACU had garnered some support after its merger with the Party of People’s Freedom and the Front of National Unity, and it obliged, seeing an opportunity to finally pass some of its bills and to undermine the socialists. A radical liberal party had joined a reactionary coalition and, with that, the scales tipped in the favor of the RFP’s Coalition.
It would not last.
When a lawsuit was brought forth against Elisabet von Limpburg for allegations of being a heretical Calvinist, thereby invalidating her as Chancellorship candidate, the legislative session was delayed as there was no Chancellor to serve and moderate the discussion. The discussions had quickly ground to a halt, and it merely seemed that they would have to wait.
But the New Patriot Group was antsy. And, as we know now, violent.
The leader of the New Patriot group and several of the representatives attempted to organize a night of violence that may have gone on an unprecedented scale. The leader of the NPG, Prince Aelfred von Limpburg later admitted during court that the object of the violence was to “Eliminate socialist and syndicalist sympathizers, along with a reward for anyone who killed them.” Additionally, other convicts attested that a hefty sum would be offered for the life of the infamous writer “Rubert Hllyman”, who is the author of the Syndicate Essays that had started the UBAW’s path to prominence ESM’s path to politics. The identity of Rubert Hllyman is still unknown, some say that it is simply a pen name and not a real person at all.
The NPG was dissolved after the conviction of the 200 members who began rioting before being apprehended by the police, though that is not the story for us now. Once the NPG dissolved, a large amount of horrified reactionaries who were not in on the problem switched over to joining the RFP, strengthening it and giving it nearly a third of the entire Imperial Assembly alone. Benedikt von Ruhl was spotted, when he walked in after its dissolution, gagging at the sight of the RFP’s massive color bloc in the assembly.
The coalition was preserved, Elisabet was put on probation by the Inquisition however still allowed to hold office, and so the legislative session started, with one massive party collapsing before it had even begun.

It is time to take our current school system and improve upon it. For decades we have stayed with the same, which has proven to be effective, but it can always be more effective.

Schools will be given a general curriculum handed out by the Ministry of Education across the entire Empire, which is based on the feedback and local needs that teachers have expressed in such regions. The teachers of this region and the schools in those regions will then try to make a more fixated plan for their schools, which they for once give to the Ministry of Education and keep for themselves. Teachers of different areas (I.e. Linguists, natural sciences, etc.) will decide amongst each other what they want to cover in their lessons, which is based upon the rigid curricula handed out by the Ministry of Education and made by their schools.

With this we hope that teachers can work together better within schools and the schools across their region and the entire Empire will cooperate to create a self-improving system for the future.

Hopefully this will solve pricing issues and opportunity issues. Additionally, larger schools will be subsidized to make them cheaper for the lower classes and students which show great potential will be able to go to school completely free and may be given an opportunity to go to a University for far cheaper aswell. With this, the Empire can improve its technological development by encouraging great thinkers.

Over a century ago, we the Empire, declared the act of Serfdom to be abolished. Over a decade ago, we limited Child Labour. This year we take the final step.
For too long, the HRE, this God-fearing empire, has protected and guarded slavers. This horrible abomination of a practice, we've guarded and indirectly endorsed it. Is it not known, that God hates this practice? We thus put steps to abolish it worldwide. This is our duty to the world as God's representatives on Earth
NAVAL ACTION
That all Circles from the Atlantic to the Oceanic Circle, will henceforth take action to intercept slave ships
Any Slave ships intercepted will have it's prisoners freed and sent to live in Baldwinsberg, Widosberg, the Cape or Nieuw Zeeland, which ever is nearer.
Captains of ships who have freed slaves are to be commended with a medal and prize money from the ships and it's non-human contents
All Slave captains and crew are to be placed in jail for the rest of their lives. If they resist they shall be executed
MILITARY ACTION
That a Sahel Crusade, an American Crusade and an Oriental Crusade is constructed to convince by force if necessary all slave practicing nations in the area to ban slavery and free all slaves
Should a Punitive Crusade be necessary, it will advance into the lands and free all slaves before summarily executing all slavers.
A restructured Christian government shall be constructed, loyal to the HRE. This government shall have slavery illegal.
DIPLOMATIC ACTION
All citizens of the HRE shall be banned from partaking in this slave trade. Participating in it will result in jail sentencing for a lifetime
Sanctions and diplomatic threats shall be used liberally to convince all slave nations to give up the practice

The ACU purpose the creation of a committee to be headed by Heinrich Fisher to determine the iconography and design of the new Mark notes. As to be within the compliance of the monetary reform law the penultimate law passed by the previous administration. In addition to the ACU heading the Committe they wish for the radical party and green and black party to be on this committee with possibly the inclusion of the GS. So that the financially minded parties have a say on the new financial system of the empire.

The Sahara has long been an area only traversed by the Golden Horde, but never fully occupied. Many types of people live within its borders, but never did anyone expect the people to rally together to make a nation of their own.

Their first action took land from both the Golden Horde and the Empire of Italia. King Giovanni could not stand for such actions. And marched for war, nearly 60k prepared to March into the desert. But as the Empire grew distracted, the Holy Roman Empire used this, alongside a brief exchange of cannon fire from ships, to launch the first Italian-Holy Roman war. A war that would usher in the deaths of nearly 3 million people over the course of 2 years.

The battle of Elba and the Ligurian Sea

The first conflict of the war was the brutal battle of Elba. 30k Italian soldiers had been stationed upon the island as a garrison. The men were swiftly cut off, with Holy Roman troops marching across the straight as the imperial navy. Blockades all hope of rescue.

In a last ditch effort to save the group. The Italian fleet set forth into what would be known as the devastation of the Ligurian Sea. 152 ships were sunk, nearly the entire Italian fleet, save 5 ships out of their 92, were sunk.

On the island, the men could only pray for those ships. But as they sank, so did their hope of survival. Turning to face the imperial troops once more. They fought to the last, each Italian soldier standing his ground. The imperial troops continued to make headway on the island, ensuring its fall, with the 30k army garrison having been fully decimated.

The Battle of Rome, the Bloodiest Days of the War

It was a wet day in April as the battle of Rome began to take place. Italian forces pressed the attack into the city, 60k attacked initially, to ensure the fall of Rome quickly, but soon the battle would evolve, turning more and more bloody as more and more men were marched in from both sides.

The crack of gunfire across the entire city could be heard. Artillery fire pelted the city, shells exploded historical buildings, blew Men to pieces, and ensured it would take a great deal of time before the city would ever be able to recover from the Devastation of the battle.
Each passing day brought more death and devastation, the urban warfare of the massive city left a heavy toll upon both sides, and more and more men fell dead in the streets.

But slowly, the Italian forces began to get the upper hand. Slowly more and more the imperial forces were pushed from the city, but they were also soon able to occupy a third of the holy site.

Nearly 708k men lay dead within the city of Rome, brought to the city for war, never to leave a whole man again.

On the imperial side, Alfonso Demato led the imperial forces, alongside recruits from Galicia, and Portugal. The attack and defenses were not masterful as they guided their troops into a controlled retreat.
The Italian side was led by the joint command of Imperator Giovanni I Terrazzo himself and Gaetano.

Following the Imperial retreat, the Forces lead by Giovanni would occupy Rome fully, the historically city falling under the control for the duration of the war.
The first order of business had been to commence a military parade through the city. Furthermore, any looting had been banned by Giovanni.
The Vatican proper had been left untouched, aside from a few artillery shells, which had gone astray from their targets. Much of the city lay in ruins, but under the Italians the city began its repairs.
Giovanni spent many days in Rome before moving north with the rest of the army.

The Invasion of Naples

The battle of Naples was an invasion conducted during the last months of the Battle for Rome. 30,000 imperial forces embarked from the ports in Genova, setting sail south. While many assumed it was for an invasion to be conducted off the Barbary coastline, but in a surprise to all, the ships launched the invasion of the boot. Many small skirmishes commenced. Italian forces within Naples itself had been fully routed, while forces gathered in the south, in an attempt to liberate Naples.
The siege of Naples continued for three weeks with imperial forces closing in around the Offices of the Consul. In a last ditch effort to save the city from falling. Untrained armies, numbering around 42k marched upon the besieging army. The battle was initially brutal, with the city suffering heavy damage before the imperial forces surrendered, and thus the battle for Napoli would be the first major battle win during the war for the Italian side.

The African Campaign

While war raged in the north. The minor powers of Morocco, The Golden Horde and the new Sultan of Algeria presented a defence in the south, their forces using hit and run to hit the oversized Italian armies, utilizing their quicker mobility, and knowledge of the land to fight against the invaders. The Italian forces were forced into a few retreats as their forces were surrounded countless times.

But as more men were called to the front, more and more the African forces began to crumble. First fell Algeria, the new sultan, signing a protectorate status within the Empire of Italia. This allowed the Algeria maps and even troops to serve under the Italian crown, with the new agreements signed between the Sultan and the Emperor.
With Morocco having fallen to occupation earlier in the war, alongside Ceuta, the last front was with the Golden Horde, which had been harried and distracted by a campaign from the local powers of Segu and the Hausa.
The combat in the desert was tough for all, sandstorms and dehydration affected all in the deserts of the Sahara as troops marched to and fro, in pursuit of armies and enemies.

The battle of Trent

During the war, the Balkan front had largely been left, with small skirmishes harassing the Italian army as it was drawn further and further into the underdeveloped region. Little supply was able to be brought forth for the Italian troops, reports of them laying rails behind them in an effort to continue to ship supply north could be heard from some, though little evidence has been brought forth to prove that.
But what is known is that the forces moved quickly, reaching the Venetians area within a few months of the outset of the war, but they did not stop there. An initial group was sent into the alpine region, marching into the city of Trent, the seat of the Free Cities, and an old important city within the empire.during the brief occupation the Italian forces observed the city, doing their best not to damage the historical sites of the city. But within a few weeks of occupation, imperial soldiers had arrived
What ensued would be a two month long battle, seeing many losses on the imperial side, as the Italian had set up machine guns in the mountain approaches.
While the battle had been won by Italian forces. The Italian army was forced to retreat as larger forces appeared along their sides, having been overextended to save the battle of Rome, the forces retreated back to the Italian Balkans to ensure they would not fall.

I learnt how to load, clean, fire and aim a gun. To dig a trench in icy rain and mud. To obey orders to the death, to serve with my compatriots. We learnt the correct marching order, how to stab with a bayonet, and map reading. We learnt we were on the battlefield to defend Christendom, the Empress, and the sanctity of the European order. We were bloodhounds, baying to be let loose. We returned as limping, toothless, broken dogs

I got my first taste of blood at Trent. Before then we had done basic patrol work, dreaming of the glorious battles that awaited us. Of medals, valor and reward. We got the news that the Italians had occupied Trent, up in the mountains. It was a grave threat to the Empire and we were ordered into battle. I remember hiking up the white mountain faces, the air strangely light, the wind still. We whispered at night of what the battle would be like, the threat of the machine guns, the looming specter of death. And then we joined the fray. And we died.
I remember the roar of the machine guns, echoing through the streets. A thing of beauty and death and power. They had set it up at the end of an avenue, behind a barricade of overturned carriages. 10 men mowing down fifty. The bullets whizzed by, pinging off metal and brick, scything through my fellow soldiers. We were pinned down by the bullets and in desperation, the officer ordered us to put bayonets on. And we charged. Foolishly, into the rain of fire. Men fell one by one in front of me but I somehow made it. I remember the face of my first kill. It was a boy, my age maybe younger. He was baby-faced, no hair yet, and clean clothes. I remember the blood spurting from his lip as he looked at his chest, his chest where the knife resided, in.. some sort of wonder. I remember crying and apologizing to him as he died.
War, war is horror. I learnt on the battlefield that this war was the fault of the ego of two monarchs. Of the interests of politicians and businessmen. No chivalry here. No honor to be gained. Just the ghosts of all those lost to the war.

The Imperial Russian army had marched from their winter homes to the fields of Thrace, in a press for Constantinople, and one of the major cities of the Italians. This press is what is believed to be the major reason that the Italian army pulled out of the Italian Alps and northern regions, despite having a shot at the capital of the HRE.

As the Russian army pressed forward, a rapid defense was established within the city, new recruits were handed weapons and told to defend the city, with very little training. The Russian army had little time before the brunt of the forces returned, and they would be cut off once more. Trying their hardest, they pressed the offensive, which would be known as the Burgas Offensive. This would be an inital success, pushing the Italians out of the city of Burgas for a time before reinforcements arrived, pushing the Russians back into Silstria, for the time being while a stronger defensive line was established in the region. Following the defeat of Burgas, no further assaults for Constantinople were launched, giving the Italians time to dig in.

A new series of leaks have emerged from the consul's office about the strategy used during the Mediterranean war. In the words of one of his advisors, it appears that they took a defensive approach to attempt to “ Starve and tire them out until they rush back to the sea.” It also appears there was an attempted encirclement using the Russian front to threaten Constantinople, cut supply lines, and leave them to slowly starve and waste away on their push through the alps to take Bern. It is genuinely frightening to all here in the office that they would make such a gamble with the empire on the line and is truly representative of how the government can no longer stay in power after this betrayal.

The Three Point Offensive.

Following the fall of Rome, the Italian forces had marched north occupying more of the Roman Republic. Establishing holds in the mountains north of the city, and quickly digging into their positions, establishing machine gun positions giving themselves a strong defensive position.
But the commander of the army still hadn’t figured out machine guns it seemed and nearly 400k imperial soldiers marched upon the three mountains. Three major battles took place, one around each major point. While the battle in the eastern portion of the mountain range had largely been won by imperial forces, the two within the mountain passes grew into a deadly fray of death.
Machine guns had been placed in defensive positions, and with wave after wave of imperial assaults, the death roll rose ever higher. It wasn’t long before the Italian victory in the Three points was guaranteed and the imperial forces retreated once more, leaving much of middle Italia open, and soon, left it under Italian Occupation.
This would be the last major offensive of the war. And soon talks of peace will be held by both sides.

The Queen of the Netherlands returns from London on her ship, publicly declaring that an accord was reached, finally putting the empire to peace.
A speech followed, in which it became clear that for a payment of reparations and the ceding of small lands in Indonesia the entirety of northern and middle Italy ways saved and freed from the Italian occupation.
The Queen repeated often that she would lead those negotiations, hoping that this will give her some political support.
„While the extremists bickered and blamed one another, the conservative moderates in the KGS made a peace with honor, and now that the peace has been reached, the conservative moderates shall rebuild Italy and the army!“
She also states:
„Unlike any earlier government, the conservative block has reached a surplus of the budget for the first time, even with a war going on. This surplus will go into protecting the people and improving your lives. It is by the grace of the peoples good and loyal work that we achieved this, and so I thank those good and loyal citizens of the empire and of the netherlands!“

The Hormayr family regrets announcing the death of Joseph Hormayr. He died peacefully in his 91st year surrounded by his family. Joseph was a loyal imperial servant who served as a bureaucrat for most of his life, working in the government for thirty-six years as the minister of interior for sixteen years and the imperial chancellor for twenty years. But to those who knew him, he was a kind man and a pillar of wisdom and honor. He never failed to attempt to make an acquaintance and any guest who would arrive at his office would receive a warm mug of coffee on their arrival. Some of my favorite days of my childhood were spent in his study with him telling me tales of the wilder world and the lands beyond Europe. When I went to him as a young man for funds to travel the world he gladly gave what I asked for and more. There I began my journey to the man I am today and I owe it to him. He has seen to name me as his heir in his last will making me the editor of this newspaper. I shall die a very happy man if I can do half as good a job as my great uncle has done readers.

Today, Wilhelm Arndt held a speech in the Diet and afterwards outside of the Diet.
"To the buffoons of the current coalition, that includes the Radicals, ACU and others, you have caused untold suffering for this Empire. Your plans of providing the country with Capitalists is nothing short of stupid in every way imaginable. You tax the poor and middle classes, yet do not tax the rich. This does not equal a more wealthy upper class or more capitalists, this results in a generally poorer population, as the lower and middle classes, the main consumers of almost any goods within the Empire, are able to afford less of those goods, lowering our potential economic growth and inturn forcing the Empire into a recession.
Not only have you tried going against the Empress's word by trying to repeal the Workers Rights Act, but you have also tried to go directly against another bill that mandates high education spending. I personally do not understand why parties vowing for the betterment of the economy would choose to lower education spending. Are the children not our future? Are educated workers not efficient? Is people understanding each other and being able to form bonds beyond what was possible before some sort of heresy? Is teachers from Russia teaching in Germany or other regions of Russia something bad for you?
I personally do not understand the policies of your coalition. Especially the Radicals, supposed Liberals, cooperating with the Reactionaries, who have almost nothing on common with them and then bashing the left, such as the GS, for wanting education for the people and then demanding a war.
People have put their trust in these idiots and they have abused this trust with false promises, a war that cost wives and children their husbands and fathers, millions of them.
We mourn the dead of this war and although the Sicilian Economy collapsed, our people have shed their blood in Rome.

How do we go about picking up the pieces of the shattered lives that were lost in this last war? Is a question I found myself asking and I am sure many other citizens and subjects of our glorious Empire have found themselves asking as well. It’s a fair question and one that has a bit of resentment towards me I imagine not unjustifiably I will add. This war was not my choice but circumstance and advise letters to it and we lost we must first accept the fact that we lost this war even though territorial wise we were saved by good negotiating the deaths of those young men we will never have back and having both sons recently I can imagine the horror of hearing once son went and died in war. And although our economy now may be the highest it has ever been with our gross domestic product skyrocketing in its growth and the economy booming with the financial reforms of the financial committee of the assembly, death is death and we have lost. Having accepted this an understanding that my own inaction and Choice to have the intro Constitution run itself like my predecessor did was a mistake I have a duty to God and a duty to you to see that the best happens for you I will listen to advice in the future but I will be issuing many more decrees and being more involved in politics than ever before nonsense Charlemagne has there been as much involvement as I plan to do. With that in mind I lay out the following Imperial decrees all having been approved by the Chancellor as seen fit to give me a blank check on what to write down. -Engineering core creation Decree of 1874
An engineering Corps shall be added to all armies in the Imperial circles in compliance with the military Reform Act. This will act as an amendment to that act creating a single core of 3000 professionally trained engineers for each Army unit. As the previous war has taught us the ability of those with a knack for engineering is vital for siege and fortification warfare. With that in mind the requirement of each Imperial Army and Imperial circle having this engineering core will be incremented. To assist with this implementation the Empress will create seven Imperial Universities of engineering across the Empire’s holdings. They’ll be located in the following locations with the funding for their creation being directly contributed by her Imperial Majesty’s personal coffers:

1. One shall be established in the city of Pairs to service the Romantic Imperial circle
2. One Shall be established in the city of Prague to service the Germanic circle
3. One shall be established in the city of Theodora to service the Slavic circle
4. One shall be established in the city of Guantánamo to service the North Atlantic circle
5. One shall be established in the city of Widostown to service the S. Atlantic Cir.
6. One shall be established in the city of Cape Town to service the African circle
7. One shall be established in the city of Ludwigsberg to service the oceanic circle

-Elastic defensive doctrine Decree of 1874
The Imperial Army Reform Act is to be amended so that when needed the Imperial circles shall have the majority of their fully functioning army stationed on borders and defensive points with interior regions of the Empire unlikely to be attacked by external foes being garrisoned by a new type of Army auxiliary attaché. This auxiliary will function for the purpose of home defense and rebellion suppression and internal regions to allow Imperial circles to fight in the front lines and when needed may be called upon to help reinforce frontlines. The makeup of these auxiliary tissues are to be determined by the consul and Imperial sovereign.

With the disturbance of the NPG A new Imperial force in the Imperial forces shall be created called the Imperial guard they shall be under the direct command of the Empress and her chosen Knights. This Imperial force shall be stationed with defending the sovereign as well as the order of the Tyrell Constitution being stationed in population centers around the Empire to help put down the rebellion and prevent illegal treasonous acts.

The Empress decrees that a total of 2 million marks be sent to assist with the construction of the Japanese naval industry. With the acceptance that Japan will make available its naval production to the Empire first and swear to never ally with the Empire of Italy. If these terms are accepted the Empire and the Imperial sovereign/Minister of foreign affairs may decide to increase the amount of assistance the Japanese receive.

All efforts with the diplomatic corps shall be focused on securing natural resources to benefit the now booming Imperial economy. Over the past few decades the amount of legislation the Imperial assembly diet and free city Council have been passing has decreased in its number and this legislative session is the worst to pass. No laws have been passed at present no law having majority to be sent to the Empress's desk laws were proposed understand that dear reader but the legislature was too lazy to show up to vote on set laws with the ruling coalition seeming to ignore them and try to just run the country as they see fit. Whether this situation is constitutional is a question for the Pope not for this dear reporter, but I suspect it is not and I guarantee you trials will follow. Thank goodness for the benevolence of our current Empress for she had the grace to use the power graced with her to pass Imperial decrees for many of the proposed laws which will be listed below. Legislative session of 1875 will be remembered as the worst legislative session in history and perhaps reforms need to be made to make this nation a modern nation that can compete with the Empire of Italy.

The Empress having learned that the legislature has failed to pass any meaningful laws has reviewed the proposed laws and will make all laws as written into laws fee Imperial decree except for one. The adultery loss shall not be passed through to the Empress's own personal feelings on faith and morality. Although other laws shall be passed this includes:

We can not allow these establishments anywhere within the empire.

This is the last straw. Tariffs are still at a prohibitively expensive high, and we've let the delusional Radical Party try (and fail) to make a class of Capitalists.
The last budget that the Legislature have passed was in 1841. We cannot let a single party dictate our financial policy!

Section I. Taxes
- Lower Class Tax: 50% (as is the lowest with our current government)
- Middle Class Tax: 50% (as is the lowest with our current government)
- Upper Class Tax: 80% (to be effective immediately. There is no defense to not tax the rich, when they do not contribute to this Empire, as the Radical's ineffective policy shows.)

- General Defense Spending: 40% (With this spending, we can focus on internal matters, and make sure we don't get involved in a foolish war again.)

- Construction Costs shall remain at 100%
- Tariffs will be dropped down to 50% (or lower, at the Ministry of Interior's discretion.)

I. The Imperial Heartlands
Ia. Punishments: Any individual found possessing or buying slaves within our borders will be sentenced for a lifetime in prison. Those that are found smuggling or selling slaves shall have the death penalty.

Ib. Slave Emancipation: As an extension of this, any enslaved person within Holy Roman Borders (be they in the colonies or in Europe) is automatically freed as a Free Man, and can choose to reside in the Empire as someone seeking legal asylum.
Iba. Any forces attempting to remove these slave asylants will be fiercely resisted, as if one was attempting to remove an Imperial Citizen.
Ibb. No negotiations for the return of an asylant will be made, unless the asylant is proved to have caused a severe crime and is then tried within the Imperial legal system.

II. The Imperial Conquests
The opportunities presented when the Empire is at war with a nation that hasn't outlawed slavery, whether they are the main belligerent or not, are immense.
IIa. In Combat: As the troops advance into enemy territory, oppressed slaves can be armed with rifles only to fight alongside the troops. The requirement is that they swear temporary fealty to the Empire, to prove they will not stab us in the back.
IIb. Peace Deals: A priority will be to enforce emancipation of all slaves whenever a peace agreement is being settled (whether the target is the main belligerent or not.)

An update on the imperial court

The Empress has reported that the raising of her children has gone incredibly well even given the difficulty of having for twins raised at the same time but she assures me and the entire Empire that all of them will grow up to know their duties and responsibilities to God and the Empire and especially to their ancestors the saints. Instead of the Imperial court itself the government seems to be running smoothly at least when it comes to technological and military advancements with the Imperial Consul constantly coming up with new innovations in military management in recovering from the war and learning from it mainly through statistics we are told the new consuls hoping to reform the Imperial Army into a new standard itself.

In addition currently the Empress is managing the newly created Imperial guard all herself to deal with insurgents and other ne'er-do-wells that showed their ugly heads and the night of the torches a few years ago. The new appointment might be necessary to manage this institution considering insensitivity and the strain it puts on her Imperial Majesty who would wish to spend more time with her children and thinking about the larger picture of the Empire. Much of the Imperial court itself seems to not include many other nobles who seem to all be distancing themselves currently from the Empress which she expresses dismay and discussed at not accepting any of their advances except for some of her sister-in-law the arch Duchess of Austria who has been giving hopeful insight into the economic situation of the Empire given that the government administers have distanced themselves from the Empress and are running the country in a laissez-faire policy that the Empress questions whether it is affective or not. A revolution has sweep across the Empire and the Empire is now in the grips of the Civil War with the syndicalists, Socialists, local nobility regionalists, nationalists, reactionaries, Republicans and of course the Imperial Army bleeding the nation dry. This war has brought an economic depression to the world due to the global supply of iron and cement the two main exports of the Holy Roman Empire no longer reaching the rest of the world stopping all production and construction most of the industrializing world. This disturbance began with the militant socialists.

The militant socialists have long brewed in the slums of society. And as of recent, they have risen up. In a coordinated series of uprisings by “Cells” of Syndicalists, all throughout the Rhine and the Alps, the surprisingly well-armed and downtrodden poor of society launched a wide insurrection against the government, plunging the Empire into Civil War.

They seized Bern, their forces armed with foreign weapons and led by their favoured writer and leader, the infamous “Rubert Hllyman.”
Only, to many’s surprise, it is not Rubert Hllyman who was encountered by Imperial Forces defending the capital.
It was Benedikt von Ruhl. After some small skirmishes on the city’s outskirts, many Syndicalist cells within Bern rose up to aid their comrades in arms, giving the Syndicalists a foothold in the city.

Benedikt continued to systematically encircle the city of Bern, whilst the main HRE forces were tied up elsewhere, forcing the garrison to surrender or be gunned down. They chose the former. Ruhl didn’t want to cause more death than was necessary. This act of mercy seemed to sway the Empress to his cause, alongside his sincere expression that he wishes to keep the Empress securely enthroned, and therefore won the Consul’s loyalty for Ruhl. And with the loyalty of the Imperial Consul comes control of the Imperial Army. Ruhl then continued and gathered the politicians that remained in the Diet and Assembly buildings to the square, where he’s often given speeches before. But this time, with the Diet and Assembly members separated by house, the audience is an apprehensive, not enthralled, one.

This quick victory of the socialists and their aligning with the monarch commence the current Imperial Consul Sir Marcus Lucanus Quintilicus the Grand Master of the political party the Knights of the Golden spur has pledged the military behind the new reformed government of the Holy Roman Empire with the Constitution of Tyrol being amended by the word of the Empress. The reactionary political party that controls the military currently might seem like an art ally for the syndicalists but their firm belief in Imperial monarchism and further integration of the Empire with the Imperial states having less power and control easy aligned with this change. Mainly due to the fact that they firmly believed the Empress has the right to amend the Constitution simply with her word and it appears the socialists agree considering they are using her legitimacy to cement their constitutional reforms.

even with these reforms the Civil War is still raging with many local nobles having escaped the seizing of the capital of Bern to lead their Imperial states and rebellion against the Empress for her illegal seizure of power at least according to them. Chief among these are the ancient and venerable High Queen Elector Agné I von Limpurg who has just recently celebrated her 77th birthday. She seems to be leading the local nobles originalist element of the Civil War. The current Chancellor seems to be under arrest and burn with her husband the Margrave of Theodora joining with the Limburg regionalist side that seems to be almost exclusively made up of those over the age of 60.

In addition to this the leaders of the EKP region Queen Pohlmann profiteering her husband has declared the Netherlands independence in a nationalistic streak trying to coordinate the nationalistic militaries of the Empire to attempt to dismantle it. Whether King Carnegie of the Netherlands is being forced along with this or not is unknown but the simple matter is that the Netherlands are in open revolt while the Pope and the kingdom of God have determined to stay neutral. In many other Imperial states siding with the Empress. The radical party and are Anarco-capitalist union party have decided to accept the constitutional reform in conjunction with the remainder of the EKP led by the recently elected new, and old, leader of the party Mihail von Taubeneck accepted the changes well. What the Gartenberg seven choose to do remains unknown but they have not sided with either side nor have the Free cities responded to the current events they may remain neutral as well just as the grand open Republic seems to have until Heinrich Fisher came in support of the Empress remain neutral.
With that present situation surrounding the Empire the Empress determined with this new reform to announce a special order to the Empire which shall be repeated by this newspaper:
"My Imperial subjects many of you are suffering or fighting to live know that reforms have been passed and the nation is changed due to this fact even while we attempt to destroy the traders and those that would try to end the Holy Roman Empire I call for elections 10 years earlier than they are scheduled to take place. Some of you may think that I am being forced to do this with the threat to my life this is untrue these reforms make sense given the situation we find ourselves in and implement them fully election is what is needed. Therefore I call upon all Imperial states to hold a true and just election with anyplace is currently controlled by rebels or sedition lists having no right to to partake in the selection any Imperial subject or citizen that wishes to partake in the election finds themselves in one of these regions should either rebel against their parents were come to Bern where they may cast their ballot in peace. That is all currently fight the good fight and crush the rebels so that the Empire may rain for a thousand more years. Long live the Holy Roman Empire"

Below I will explain all the clinical parties their ideologies and their leaders are vying for the Chancellor's chair in this chaotic collection that is taking place while certain Imperial states to the east and some others are attempting to end the Empire and the Empress is benevolent reign. Therefore votes shall only be counted in areas not in rebellion and those Imperial citizens and subjects who find themselves in areas where their leaders have turned against her Imperial highness are encouraged to make their way into lands of loyalty. Another reminder the recent reforms passed by the Imperial socialist brigade upon its liberation of the Imperial capital from the clutches of secessionists mean that there is no Imperial diet only the Imperial assembly and the free city's counsel. Luther having recently secured the leadership position of the party after convincing the few elderly gentlemen who were prominent set of the party to back his bid for Chancellor to counteract the socialists with a viable liberal government under the new Constitution having freely accepted the Empress is ability to amend it. With his father was also very active in politics leading the nation as saint Ludwig the third's Imperial Consul during the early part of the century underneath the now nonexistent radical party that Luther has had nothing but negative things to say about. Going as far as to say the radical party is not the same as it was when his father was raising him.

It is true mind should see this leader is concerned with one thing and one thing only empowering his Empress which he has done through his peace deal with the socialists. In addition to ending the bloodshed and uniting against the secessionists. This parties devotion to the Empress is sure to play well with voters and their cessation of the destruction of cities around the capital and the capital itself when the many votes for those landowners who did not have the land blown up; at least that's what I think as your home will newspaper reporter.

This is the imperial doom, a fate that will occur should the conservative and radical menace be put into power. Or the atheist cancer that grows in our socialist movement. Should I be elected chancellor it shall be pulled out to the root, never to grow again!”
The cheers grow, his followers now shouting and singing his praises louder than before.

“So, I tell you should you wish for a peaceful and prosperous empire and an empire that you may take pride in, vote C.I.S.U so we may deliver gods kingdom to all citizens of our empire!”
A great cheer goes up among the crowd as he exits the stage.

Prospects in Election Opinion:
the general consensus for this party is unknown it is bizarre and odd to see religious fanatics tied with the socialist agenda due to their usual animosity to each other. But this individual is sanctioned by the Pope or not the Imperial Palace cannot say what is known is that his popularity is only growing and there's a possibility he will perform well considering the state the empires and and the need for understanding the cataclysm facing the common people allowing for his message to sink in deep with them. For this reason this political party has been included in the top political parties expected to shape this coming election.

Prospects in Election Opinion:
this a rebranded party led by the prior of France finds itself in the unenviable position of being very closely tied to those who are currently in open rebellion against her Imperial Majesty. Although the priors take over and the remaining members of this party have rebranded the name of one of the mainline conservative parties inside of the Empire and sworn loyalty to the Empress and her divine right to change the Constitution. They still find themselves possibly blamed heavily for the loss in the great war against the Italian Empire and the devastating Civil War and rebellions that face the Empire. Certainly they have supporters in the lack of other unified conservative groups may lead them to pick up the majority of conservative votes that are not in open rebellion allowing them to take precedence on this list. This is late! My bad, the game Was ended due to the save corrupting and Victoria to refusing to cooperate with us.
