I think AI raiding has been fixed, at least from what I can tell, as playing Empire of Mali i've had Berber cultured Muslims north of me raiding my provinces from time to time, never seen that before HF.

So it seems that with the changes I made here, it did not give much effect

I think the last major patch before HF broke AI raiding, which is why no one was seeing any. 3.0 seems to have fixed it, so hopefully we'll see people complaining about having to deal with raiders again soon!
