I found a tool for the HOI3 shields here.
However, other than that HOI3 shields were all bugged and I could not make them, in which case, I will use the easy flag maker2 which seems enough stable.
Also, the results of the HOI3 shields were too dark. I had to manually increase the brightness of the shields to make them stand out. If you don't satisfy with the results feel free to comment on them.

I don't know if he/she is still looking for them, at any rate, I made these shields with HOI3 style and flags.
I compressed them into a 7z file because those are too many ones (70 shields) and one of them contains a hakenkreuz which should not be shown here.

There is no rush to it, but one day I will start on the The Second Philippine Republic that was a puppet to Japan.
I want it in classic hoi2 style Shield/flag, please.
