I am not 100% sure but I believe this is hardcoded.

Yeh. Hum. Thanks. That actually sounds about right. I can't find it anywhere in the files I can mod. Mods like HPP seem to have a moddable file... Maybe I can figure it out from there.

Might be in the defines.lua, but I can't recall off the top of my head.

Faction leaders receive the benefits of strategic resources from any nation that is closely aligned to their faction so long as:

• The aligned nation has their capital on the same continent as the faction leader

•

  Netherlands read this !

  Diplomatic shows they are right now enough on my side and capital is in Europe (me Germany) but nooo,...

  All this effort and nothing ? why?

@HerrderGezeiten As far as i can tell there are 2 more pointers:

• you need to be at war to get strat resources from a non faction member that is aligned close enough
• you don't need to have capitals in the same continent, just own land (occupied or annexed?). For example Germany and Japan never have their capital in the same continent, but if Germany sets a wargoal for French Pacific Sslands then when France surrenders Germany gets dockyard from Japan.

Clearly in peace it would be to easy,... Portugal, Netherlands and me on the same continent -> I will test "war".

EDIT:

Jup "WAR" works just bad that I have no time for that.

The Allies are just waiting that I lift a finger against anyone.

(I did this part better before with annexing Rumania and Tschechoslowakei and now nothing,.. )
