A good starting point might well be the existing leaders that currently don't have a pic either in your mod or from paradox (dates as currently shown in files):

Suzuki Kantaro (1905-1929)
Sato Tetsutaro (1907-1922)
Tachibana Koichiro (1909-1922)

you could also consider looking into some of the leaders from the VIP file for which pics might be found:

Tokugawa Yoshinobu (1857-1869) - last Shogun
Okubo Toshimichi (1860-1878) - Boshin war, Satsuma forces, General under the Meiji government
Katsura Taro (1866-1913, although i'm sure that VIP has extended his service way past, he was already retired and prime minister by 1901)

i've loaded all the japanese leaders from VIP into my easy unrar of your mod, for when MP games use it.

You could also consider some of these fellows...

Talked with Semper Victor yesterday, apparently he has already started working on Togo Heihachiro. But He has a list of japanese leaders he will make in the future, hopefully all these guys are on it. :)

I made a leaderfile and did research of a good lot of japanese leaders some months ago. I already sent it to Semper Victor ;)
 
Yeah Emir, Roger showed it to me. He's added some of his own aswell. ;)
 
Out of my list, I would hope that the 3 left-out Russo-Japanese War Army commanders do make the cut, it makes no sense to have 1 of 4 commanders (Nogi) and the overall commander (Oyama) but not the other 3...
 
A heads up, if you get an error message about bureaucrat_speed (which i have with your mod), its because the trait is only recognized in-game as simply 'bureaucrat' despite what background_effects.csv says.

Can it possibly be it! You got that right! It's been quite a while since you last saw a version and this time, it's just in a rar file and not with a zip accompaning it and includes A LOT of new leaders.
I recommend firing up a game as Australia, Canada, New Zealand, South Africa or the United Kingdom in 1914 or any of the other scenarios for the UK to get a nice glimpse of what we have been working on, just for you! Also fixed have been all the green pixels!
