Greece, Byzantium, & the Balkans Flavor
Version 2.1.2 "Garašanin"
GBBF Banner.png

Welcome! Greece, Byzantium, & the Balkans Flavor (GBBF) is a mod that I've been working on since early 2023 that started out as another "what if Byzantium in 1836" mod, but ended up growing into something much larger.

GBBF aims to bring more content to the Balkans region of Victoria 3. This region was incredibly dynamic and unstable during the game's time frame with both the Greek and South Slavic people struggling to define themselves as independent nations against the designs of both the Ottoman Empire and the European Empires. This mod adds well over 300 events, dozens of journal entries, new formable and releaseable tags, flags, several historical characters, and a few new monuments.

This mod aims to provide a deep, but vanilla-like experience to playing these nations with content designed to remain in-line with content found in base Vic3 and it's DLCs while still being fun and sometimes a little goofy to play.

GBBF will eventually cover the following content/nations:

  • Greece from the Bavarocracy under Otto I up to the self-coup of Ioannis Metaxas
  • Montenegro from the reign of Petar II up to union with Yugoslavia
  • Serbia from the reign of Miloš through the rise of Yugoslavism
  • Bulgaria from the reign of Alexander Battenburg to Boris III
  • Romania from its origin as the United Principalities to the reign of Carol II
  • Bosnia from its occupation by Austria through its disruptive role in the 1910s
  • Albania from its independence in the Balkan Wars through its struggles with authoritarianism and bolshevism
  • Major Balkan Crises such as the Great Eastern Crisis and the two phases of the Balkan Wars
  • The role and position of the Eastern Orthodoxy as a tool for both imperialism and nationalism
This mod is worked on by a single developer (myself) and I research content before implementing it in game. The goal is to keep the game fun while adding historical context to a very underserved region of the world map. I also try my best to keep this mod as compatible with others to minimize conflicts.

This is my first time ever attempting a mod for a Paradox game, any constructive feedback is welcome and appreciated!

Special Thanks:

Version History
New Additions:
-Added new journal "Romanian Liberalism" for the 1848 revolutions with scripted button to call in the Russians
-Added new journal "Statutul Dezvoltator" representing the downfall of Alexander Cuza
-Added "An Elected Domnitor" representing the election of Carol I
-Copied over the ability to elect Philip de Flandre (from "An Elected Monarch")
-Electing Philip on the Greece side will block this option here and vice-versa
-Added new journal "Greater Romania" representing the expansion of Romania in the 1900s
-New scripted buttons to annex Transylvania and to agitate in Romanian-homeland states in Austria

Balancing/Adjustments:
-Natural secessions in the Balkans will place the struggle into Deconfliction
-All tension events for the Ottomans now send feed notifications to all Eastern Questionn participants
-Requirement to abolish State Religion replaced with Peasant Levies in "Regulamentul: Legal Standards"
-Exposed values for Serbian Dynastic Rivalry and reworked the underlying scripting to support this
-Added a fallback decision that will appear if you are left with any EQ modifiers

Fixes:
-Eastern Question rioting event will now correctly trigger at high tension.
-Ottomans will no longer receive two Eastern Question journals
-Eastern Question will fail if the Ottomans are subjects
-Eastern Question sub-journals will close if the Ottomans do not exist
-Button to divest from Balkan Mitigation/Acceleration is actually visible now
-Disabled Olympics Restoration event
-Greek homeland claims now correctly gated behind GRE/BYZ/ERE/SPQR/HEMP/ODXY not existing
-Moldavian Regulamentul journal election cycle reduced to 7 years instead of 14
Fixed poor structure in checking for an ongoing Ecumenical Council
Added new module: "eqfm" for events relating to the Eastern Question.
• Third Chapter of Content for Greece:
-Event "Nationalist Fervor" has been given content and handles triggering the "Military League" vs. "A Cretan Champion." While less dramatic in most games, this ensures that players will have access to Venizelism content.
-Journal Entry "Venizelism" now consists of a journal chain similar to the "Bavarocracy," giving the player a chance to experience Venizelos' massive influence over the Greek state.
-New Event Chain for the "Don Pacifico Affair"
-Crete Revolt mechanics reworked to take into account Greek radicalism on Crete.
• First Chapter of Yugoslavian Content:
-Načertanije: Reworked to provide a path to Yugoslavian formation. Take charge of the Yugoslavian cause and diplomatically annex other Yugoslav nations to form Yugoslavia.
• Second Chapter of Serbian Content:
-Cementing the Monarchy: Balance the reactions of Serbian and Turkish politicians to the Declaraton of a Hereditary Monarchy.
-Constitutionalism: Guide Serbia through poltiical reform under the influence of Ristic.
-Greater Serbia: Reject Yugoslavism and restore the Serbian Empire.
• Expansion of Content for the Balkans Struggle:
-The Eastern Question: Defend or Oppose Ottoman interests in Rumelia or take the reigns as the Sultan as the peoples of the Balkans struggle to break free.
-20 new events and two journals representing the simmering separatism in the Balkans.
• First Chapter of Romanian Flavor:
-The Regulamentul Organic: Guide the Romanian Principalities through their transiton from post-Ottoman state & elect a new Hospodar every 7 years.
-Vanilla Romanian Unification events integrated into this mod.
• Minor Addition for Slovene-Croatian Flavor:
-The Triune Dream: Minor journal entry to properly form the Triune Kingdom.
-No immediate plans for further work, but Slovene-Croatian flavor is on the docket.
• Other fixes/additions:
-Increased probability of the Greek/Turkish homeland events by 25x.
-Agitating in Crete should no longer give the Ottomans/Egyptians infinite infamy
-"A Bavarian Greece" journal no longer thinks you went bankrupt on completion
-Byzantium has a new event for getting a Palaiologos Ruler post-1863
-BYZ, ERE, & ODXY now have a new flag for autocratic theocracies
-YUG is no longer formable from the nation formation tab
-"Convoke Ecumenical Council" now has a tooltip indicating what "calls their attention"
• Notes for Sphere of Influence:
-Event providing a Customs Union between Greece and Epirus has been removed in preparation for SoI.
-Greece, Bulgaria, and Serbia will receive relevant political lobbies, dependent on what PDX gives them.

-Increased probability of the Greek/Turkish homeland events by 25x
-Fixed poor on_action structure causing the Congress of Berlin to repeatedly restart
-The Megali Idea no longer requires Monarchy to complete; also only requires owning Constantinople plus 10 of the formation states; Crete and Ionian Islands now count for this goal.
-Reduced cost of expeditions to -50, and surveys to -100
-"The Royal University of Athens" event will no longer occur if Morgenröte is also loaded.
-"Annex Rumelia" button now appears if either Bulgaria and Eastern Rumelia are both subjects of the Ottomans, or if both are independent. This is a fallback incase the Ottomans fail the Sick Man journal AFTER the Great Eastern Crisis. It also will not appear if a player is Eastern Rumelia (but why would you do this?).
-Fixed the crisis variables being removed too quickly by a forgotten effect, preventing countries from getting post-Crisis modifiers. (The previous fix exposed this issue).
-Crete's former owner now gets a war goal to reconquer Crete instead of letting them go free after the play.
-Updated to Vic3 1.6
-Fixed an issue where the crisis variables were not properly removed following a Turkish victory
-Changed Ferdinand I's last name to Sakskoburggotski (this is anachronistic, but it fits better in the GUI)
-Removed some Bulgarian names from the localization that are now covered by the vanilla localization
-Crusade DP now unlocks correctly
-Added 3 events for Crusade start, victory, and defeat with supporting modifiers
-Fixed Obrenović and Karađorđević script values and tooltips incorrectly aligning them to Russia and Austria respectively.
-Added new checks to the GEC Warmup event. Now checks for TUR to not be a subject or junior in a CU. Crisis will not fire at all once TUR has researched pan-nationalism.
-Added a tooltip to the Patriarch Authority JE explaining all possible sources of PA.
-Added status_desc to the Cretan Revolts JE so Muslim nations can see the current revolt momentum
-Added event recruiting countries with alliances/defensive pacts to defend TUR (forgot to actually include this lol)

-Also added modifiers to each journal to mitigate infamy generation
- The Orthodox Realms path now involves capturing the Eastern Patriarchal Seats

- Church of the East is a clone of the Rome of the East
- Orthodox Realms moved up to 3rd in line, and now wants you to control the Eastern Seats instead of that vassal bullshit
- Texas Left occurs 4th, and still involves conquest of the Black Sea

- Other adjustments to byzfm:
-ALLfm.301 & balkfm.591 now adds claims across the state_region for no infamy (if PDX is ok with it, then I am too)
-balkfm.591 adds greek as a primary culture if you're coming in from bulfm (if you want bulgarian only, take the Bulgarian Empire route)
-Integrated formation.3 effects into ALLfm.300 and removed byzfm.9

-byzfm event file structure has been reworked to ensure every module shares a common structure, every sevent has been re-numbered or deleted

Definitely one of the best flavor mods for Victoria 3. It is great!

Dev Diary #1 - Update 2.1 "Garašanin" (Part 1)
The next update for Greece, Byzantium, & the Balkans is another large expansion. This one, named after Serbian statesman Ilija Garašanin extends Greece's content through to the 1910s and introduces a system for Yugoslavian unification. This expansion is focused more on continuing to build the framework for future flavor content for the Balkans. This update should hopefully be out either during ModCon or slightly afterwards.

Updates for Greece:

First up is a small content update for Greece. The previous event chain for the arrival of Venizelos has been reworked into a proper "second chapter" for Greece. The "Nationalist Fervor" event now has localization (that one got past me) and checks if the conditions are present for the emergence of the Military League. If not, it skips ahead to Venizelos arriving in Greece. While less dramatic, it ensures that the player gets to see Venizelos arrive regardless of what the Armed Forces are doing.

grefm040.pnggrefm047.pnggrefm049.png

The "Venizelism" journal is no longer a dead end, but instead serves as a "back half" to the planned content for Greece. Like Greece's Bavarocracy journals, the content for Venizelism is tracked from this main journal with sub-journals representing Venizelos' ambitious reforms of the Greek state. Each of these journals presents a different challenge to the player. Remember the historical context for these journals is the 1910s, so while you might trigger the content sooner than that, I'm expecting that you won't have the game start giga-rural Greece. These journals each contribute completion variables to the main journal and provide positive modifiers and loyalists on their completion. The Greek Nationalism journal already has it's own completion variable that's included in the main Venizelism completion requirements

grefm050.png

Piggybacking on Eastern Question content (shown below), the Cretan Revolt journal has a fresh coat of paint. The Cretan Revolt variable is now affected by Greek radicals on Crete, with the "Foment Unrest" button now increasing the monthly gain instead of just giving a flat increase in momentum.
cretan_revolts_v3.png

Updates for Byzantium:
Tiny update for those asking for it: if you miss the bus for the 1863 election event (or come in from the Bulgaria side), this event has a small chance to occur letting you replace your ruler with a shiny new Emperor of phanariot descent.

Dev Diary #1 - Update 2.1 "Garašanin" (Part 2)

First Chapter of Content for Romania:
These mirrored events trigger for Moldavia and Wallachia at game start. Unfortunately, Vicky3 is unable to truly replicate the state of the Romanian Principalities in 1836. Historically, both countries were nominally part of the Ottoman Empire but were connected to European markets and heavily monitored by Russian diplomats.
balkfm600.pngbalkfm610.png

The main meat and potatoes for the Principalities is the "Regulamentul Organic". This was a legal system imposed on the Principalities by the Russian Empire which gave the Romanians their first experience of proper constitutional law. The Regulamentul had the objectives of modernizing the Principalities to allow for future integration into the Russian sphere. Romania during this time was almost aggressively feudal, with local power exercised by boyar estates and both slavery and serfdom in full swing.

balkfm620.pngRO_main.png

The Regulamentul was a mixture of being highly specific in limiting Romanian political functions, but vague in limiting the role of Russian attaches. At game start, the Principalities receive a series of journal entries that each center on the reforms that were stipulated either directly or indirectly by the Regulamentul. Completing each one provides a buff to Moldavia/Wallachia with the aim of steering Romanian players in a similar fashion to how Russia steered the Principalities.
RO_subs.png

Every seven years, the Principalities will hold elections for the next Hospodar of the country. Historically, only one of these elections was every held on time and appropriately in Wallachia due to a mixture of revolts and foreign interventions. For gameplay reasons however, these are on fixed intervals and will feature historic Romanian politicians. Each historical Prince will appear at roughly the historical time they ruled either of the Principalities. Complementing this is a new ideology "Kogalnitchanism." This name is completely made up, but it represents the mainstream liberal thought in the Principalities that was in opposition to the Boyar (landowner) and Church estates.

With respect to the base content for Romanian unification, I've integrated the events, journals, and decisions into one overarching journal entry with new fallback decisions to ensure it works with other mod content. This is going to link up with future content for Greater Romanian Unification.

Dev Diary #1 - Update 2.1 "Garašanin" (Part 3)
First Chapter of Content for Yugoslavism:
The Nacertanije journal will no longer be a dead end. Countries with the Bosnian, Croatian, Slovene, or Serbian cultures will be given the Nacertanije JE followed by their own unique nationalist entry. Players will have the option of pursing Yugoslavism by forming Yugoslavia or instead pursing their own nationalist ideals.
nacyug.pngnac_requirements.png

Countries with the Nacertanije journal will be able to rile up radicals in Austrian and Ottoman-held Slavic lands. Like Greece with the BYZ tag and Bulgaria with the TSAR tag, forming the Serbian Empire will change your tag to SRPS. This is an empire tier rank and will thus invalidate the Nacertanije journal. You'll have to take your pick between choosing pan-Slavism or Serbian supremacy.

Updates for the Eastern Question:
The biggest addition coming in this time is the first phase of mechanics for the Eastern Question. Variations of this event will fire at game start for the Ottomans, GPs with a Balkans interest, and local tags in the Balkans. This adds a journal representing the struggle for control over the Balkans. This journal will trigger events that force Balkan radicalism onto the Ottomans and increments a global variable representing separatist tension in the Balkans. As this value gets higher, progressively more extreme events will trigger.

eqfm_main_top.pngeqfm_main_bot.png
Great Powers with the Eastern Question journal will have access to several scripted buttons that will allow them to declare support, opposition, or neutrality towards the Ottomans in the Balkans. If you've taken a side, you can even pony up some cash to speed up or slow down tension progress. Just one catch: if you've declared your support for the Ottomans they will call on you during the Great Eastern Crisis now, regardless of whether you've formalized that support with a defensive pact or alliance.
eqfm_subgp.png
The more extreme Eastern Question events can lead to secession against the Ottomans. In support of this, (nearly) every state region in the Balkans has received a unique tag to ensure that there is always room for more Balkans in your Balkans

Excellent.

The next update explores two new areas of Romanian History: the Revolutions of 1848 and the post-Regulamentul era before the coronation of Carol I.

First up, are two event chains that will fire for Moldavia and Wallachia once the Springtime of the Peoples has started. These represent the smaller-scale political upsets in the Principalities. he revolutions of 1848 were a lot less intense in the Principalities, with the initial goals being to implement modest reforms. Historically, the "Moldavian Revolutionary Committee" took a more moderate route, by proposing a liberal constitution that would have operated within the framework of the Regulamentul and focused more on civic rights and combating corruption.

balkfm601.pngbalkfm602.png

The pathway for Wallachia is rather similar in-game. By contrast, the revolutionaries were actually successful in Wallachia, setting up the Wallachian Provisional Government for a few months until they were squashed by Russian forces. In game, Wallachia receives several more radical IG leaders than Moldavia to represent this difference.
balkfm611.pngbalkfm612.png

The "Romanian Liberalism" journal is a short-term journal that is inspired by Mihail Sturdza's attempt to cling onto power during the political unrest. Should support for the Prince drop too low, you can invoke the Regulamentul to request Russian assistance in putting down the revolutionaries. Should the revolutionaries fail, they will all be exiled. If the Prince fails, he will be replaced by none other than Mihail Kogălniceanu himself. You start with 100 support, with the Prince's odds of success being tied to IG's opinions of him. Historically, the Prince was ousted only after he lost the support of leading politicians. Before that, the movement sought to simply have him endorse their reforms. (edited)

Requesting Russian assistance mirrors the historical fact that the Tsar deployed his forces to occupy the Principalities without consulting the Sultan. The success event, "The Convention of Balta Liman" was a historical agreement between the Tsar and Sultan than restored the status quo from before the revolutions. This process was immensely disruptive to the Principalities and these modifiers reflect that.

Likewise, the beginning of the last event chain for early Romanian history represents the rapid fall from grace experienced by This event will fire shortly after closing the Regulamentul journal entry, assuming the 1848 revolutions did not succeed/didn't happen in time. The event is dynamic like ruler elections, so it'll fire even if Cuza isn't your ruler.
balkfm627.png

The "Statutul Dezvoltator" is short for the "Statute Expanding the Convention of Paris." This was put forward by Alexandru Cuza in an attempt to restore the Absolutist rule seen in the Regulamentul era. Failure triggers the event "The Monstrous Coalition" the name given by Romanian media to the political opposition that drove him out of the country.
je_statutul.png

Failing this allows Carol I to be elected to the throne. There is also an option to elect Philip of Flanders, since he was first offered the crown, just like in the Greek 1863 election. You'll need an alliance with Belgium for this to appear. ;)
