Yup, though the most extreme case was the samanid empire,at one point those mercs decided to have their own state in Ghazna,and then the ghaznavids were born.Abbasids was it? Invited every turk to come work as mercs.. so many did come they were given the empire which was refused, preferring to plunder the caliphate instead.
