In the year of our Lord 1119 I'm King of Jerusalem (main title) and King of Sicily. Templars and Hospitaller both have castles in Palestine, but I don't have the decision to vassalize them.

If I recall you don't use a decision to vassalize them, you ask the grandmaster through the diplomacy menu. That's how it works with the Immortals for the Shahanshah.

No, with Jerusalem, Hospitallers and Templars are supposed to be able to be vassalized via decisions. However, this is prevented if one is too powerful.
