Industrializing Spain?

I have played several times as Spain and for the first years I invested in other countries: railway in Portugal, Mexico, South America, basic industries in Portugal, Two Sicilies. Always nations of my sphere. I am not sure if that would be considered as a cheat, but that gives me good industrial score while Spanish mainland gets industrialized.

Yeah, that works too. Its working as intended. I don't do it because they might break from my sphere.
