I am confused on the combat system

This is why:

I has 44k troops fighting 20k troops, I am the North German Federation and hte enemy is Austria. They have the disadvantage of being 3 points lower than me in combat, me getting a dice roll higher than them and them having the crossing disadvantage.

Their army is composed of all infantry, mine is composed of one diviision all infantry and another division 3 infantry/3 artillery/1 engineer/1 hussar.

Somehow Austria beats me in combat.

Just... How? Did I miss something? There were no forts in the territory although it was hostile territory. The morale/organization was also fine.

None of the individual units were full, all of them had around 2,000 out of 3,000 troops.

Did all the regiments have a full pop supporting them?
Did you actually have a decent leader assigned to your forces?
Why do you think they had a river crossing disadvantage? Were you actually defending?

Yes to all of those, I was watching the battle which shows that the leaders are equal, they had a river disadvantage, and my dice roll is 2 over their 0.

I had all the tech (by cheating).

All of the regiments had the full pop supporting them or at least most of them.

I didn't check the leader.

I was defending also.

No, also the nations was the North German Federation, I, and Austria (I already removed Austrian influence from all of its puppets and conquered them after so it had no allies).

I don't feel like waiting for my infamy to go down doh, I would rather just spam 'event 18540', get my infamy down, and keep on steamrolling.

Once you form Greater Germany you never have to worry about Infamy again fight the rest of the great powers and win.
