Building up good relations with the Pirates will help you get an invitation to the Black Market, where rare items like that are available for purchase. That might be your best bet. Aside from that, looking for systems that have a Star League tag will also help.

Now that you have access to the Black Market, you can go to the Star Map, filter the Stars by Catagory of resources likely to be at those sites… look for “Advanced” categories to get a chance at the highest grades of each type of weapon/equipment. It may take some journeying to a few such Advanced sites / Black Markets but you should be on your way to collecting the arsenal you are looking for.
