We in the Kingdom of Serbia welcome the movements and plans towards the creation of a new European peace by the diplomatic and peaceful resolution of the two conflicts that have emerged here, on our sceptred continent. We support the British meditation of the brewing conflict between our friends in Greece and Armenia, and the Turkish Free State, and we pray that some resolution may be found. Likewise we support the meditation of the European war by the Netherlands, and we whole-heartedly approve of the Troelstra plan that Queen Wilhelmina's Government has submitted to the nations of Europe. However, if we may, Serbia would like to propose an additional term to the Troelstra plan.
The Trolestra Plan's commitment to national self-determination, should, in our opinion, be extended to more of the nationalities and peoples involved in the issue and conflict at hand. While the Italians of South Tyrol and the Austrians are offered a opportunity at their freedom and independence, the Solvenes, Serbs and Croats of Solvenia are not. Although Serbia is not involved in the conflict, we as the protector of the South Slavs and their nations are interested in the security and freedom of Solvenia, itself a South Slav state. Thus we submit to the Dutch our additional term to the Troelstra plan.
A local plebiscite shall be held in the Solvene region of Austria, known as Solvenia, determining whether this region shall remain in Austria (or the German Empire), become an independent nation, or enter into a union with the Kingdom of Serbia.
We hope that the Kingdom of the Netherlands, and the other signatories and interested parties in the Troelstra plan, consider our amendment and incoporate it fully into the plan.
