We in the Kingdom of Serbia welcome the movements and plans towards the creation of a new European peace by the diplomatic and peaceful resolution of the two conflicts that have emerged here, on our sceptred continent. We support the British meditation of the brewing conflict between our friends in Greece and Armenia, and the Turkish Free State, and we pray that some resolution may be found. Likewise we support the meditation of the European war by the Netherlands, and we whole-heartedly approve of the Troelstra plan that Queen Wilhelmina's Government has submitted to the nations of Europe. However, if we may, Serbia would like to propose an additional term to the Troelstra plan.

The Trolestra Plan's commitment to national self-determination, should, in our opinion, be extended to more of the nationalities and peoples involved in the issue and conflict at hand. While the Italians of South Tyrol and the Austrians are offered a opportunity at their freedom and independence, the Solvenes, Serbs and Croats of Solvenia are not. Although Serbia is not involved in the conflict, we as the protector of the South Slavs and their nations are interested in the security and freedom of Solvenia, itself a South Slav state. Thus we submit to the Dutch our additional term to the Troelstra plan.



A local plebiscite shall be held in the Solvene region of Austria, known as Solvenia, determining whether this region shall remain in Austria (or the German Empire), become an independent nation, or enter into a union with the Kingdom of Serbia.​

We hope that the Kingdom of the Netherlands, and the other signatories and interested parties in the Troelstra plan, consider our amendment and incoporate it fully into the plan.

The Buffdate was done to bring nations closer to their Historical Norms. Only one nation was wildly OP, and that was Switzerland. The United States was used as the baseline, and all nations were brought to close their historical norms. Anymore talk of "USA OP" will result in severe punishment because I am sick and tired of it. The size of the economies are more or less historical.

OOC: I don't like games getting interfered with by the game master. I don't like people who have derped around for 15 years and ran their nations into the ground suddenly getting a lot of stuff just because "history". I don't see the point in any of these buffs or deductions - so far the game has followed equal rules for everyone, but now suddenly some players can get shit just because the nation they played did well OTL.
 
OOC: The Buffdate kinda makes no sense imo.... France getting buffed even though it was in lots of years of civil war? Russia getting buffed even though it went into a massively devastating ww1? Germany getting an Industry buff even though it also fought this massive war? Italy getting a buff even though it fought a lost war in Albania it didn't otl and also becoming a dictatorship which lowers Industrial growth? Random stability for everybody? Barzil getting boosted even though it had a Restoration struggle?
Most of these nations being under OTL strength has a REASON a REASON in game, and thus the buffdate seems kind of unreasonable.

No. That is incorrect. The reason why I did that update was because of the stats being off in the first place. I did not take time to fully flesh out the stats when 1900 started, so this is fixing it. If you took the time to check, you would see that the "bad" nations that got a buff, got less of a buff that the "good" nations got. In essence, the ratio between the nations is the same, all it did was to bring them closer to the United States in terms of power. France is still a horrible, horrible nation. Germany is still just as strong. All I did was raise up the base line, not give random good things to bad countries, the bar was simply raised.

The proclamation of The United Undivided Provinces and States of Canada


For too long has Canada suffered under the yolk of an imbecile prime minister, who had no idea how to run this nation. His decisions to expand the economic base and ignore the military have clearly backfired right into the face of every hard working Canadian. Our lands are plagued with US-owned industry, and communism is knocking on our door. We have forsaken God, we have forsaken our purpose and we have forsaken our pride. The Canadians have for many years been enslaved by the Imperialists of London, and still we have received nothing in return for our loyalty and service. Whilst our neighbours have seen magnificent expansions of industry, our growth is hampered by old ideas and the fact that we are part of a failing Empire. Well, no longer!

To combat the threats of stagnation, socialism and Canada becoming something meaningful on the global stage, not just a funny hat for America, we must declare one true leader for our nation. One leader who will end the reign of the old and weak monarchy and who will initiate the new Free State!

I hereby nationalize all the railways in Canada and declare the military to be on full alert. I also nationalize all industry of Canada. Any dissenters will be shot. Any counter-revolutionary actions will be punishable by death. Any mention of growth caps will be punished by flogging and perhaps beheading. Please remain in your homes. All hockey matches will go on as scheduled.

The Republic of Armenia would like to express anger at the delegation from the Republic of Iraq for storming out of the London Peace Talks. Such behavior is unbecoming of a civilized republic, and not conducive to peace. Additionally, we express our solid support for the Kingdom of Syria against the expansionist imperialist invasion by Iraq. If they do not come to the peace table in 24 hours from now, I will order the mobilization of the Armenian military. We will defend our friends in Syria if the Iraqis do not come to the table.

On a better note, peace talks with our neighbor the Republic of Turkey seem to be making significant progress, and a final peace proposal, suggested by our proud republic, is being worked on. The amiable ambassador from Turkey has already expressed positive inclinations towards such a deal. The details, once they have been finalized, will be made public. I would like to personally express the hope for a peaceful and stable Middle East in the future.

Finally, I would like to announce the Republic of Armenia is having a final constitutional convention. This will create a final, stable system of government with a bill of rights that extends citizenship and freedom to all of Armenia. We will also be adopting universal suffrage for those above the age of 18, as our friends in Spain have done. The days of institutionalized racism have ended. The days of inclusive progress have come.

The Empire of Great Wu

The Empire of Great Wu, holding the ever Holy Mandate of Heaven, comes before the nations of the world today, to lobby this first Diplomatic Message of many which evaluates China's stance towards the rest of the world. To start, we would like to ask each Western Nation to grant the Empire of Great Wu, holder of the ever Holy Mandate of Heaven, a blank slate in terms of Diplomatic Communications, and to ignore the grievous insults towards the West made by the former Qing Government of China.

It is here that I, Emperor Ha of the Empire of Great Wu, declare that the path forward for China is not to shun and expel the west, but to open up to it! To embrace it! This is different from China's earlier policies of letting Westerners influence and take control of areas inside China itself. It is with this, that we proclaim that the areas of Manchuria, Qingdao, Tianjin, Hong Kong, Zhoushan Archipelago, and Macao are part of the greater Chinese Nation, but currently administered by other powers. To this, we have no problem. We accept that these areas were gained lawfully, and will not attempt to challenge their Sovereignty. However, what we will do is ask Western Nations to return these, and will work towards having them returned to the Empire of Great Wu.

With the Declaration of Western Relations finished, we must move to talk about something far more important for the Empire of Great Wu. The past few years of the Qing Government have showed the horrors of what an Autocratic, Despotic, and Insane Ruler can do to a nation. It is time this has stopped. No do I wish to see the Empire of Great Wu descend into chaos of several local Warlords vying for power over their own despotic Kingdoms. This shall be no more! The Empire of the Great Wu, holder of the Mandate of Heaven, shall no longer claim that the Emperor himself holds the Mandate of Heaven, as he does not! Yes, people of China, and people of the World! The Mandate of Heaven instead is invested within the Empire of Great Wu, directed at its Government! With this new revelation, the Empire of Great Wu will be drafting a Constitution based upon this Principle, that a Government, not an Emperor holds the Mandate of Heaven. Another problem has been that the old Qing Court was a corrupt set of officials, picked by none other than the Qing Emperor! I, unlike previous rulers of China, understand and believe that the Chinese Man, the Chinese Woman, the Chinese People can pick their own officials! In this Constitution, it will be enshrined that a Government, holder of the Mandate of Heaven, shall govern over the Great Wu for centuries to come. It will be a period of Peace and Stability for the Empire of Great Wu, and for all of China, and for all of the World. This Constitution, which has been some time in the making, will be enshrined with the ideals of Western Nations, which have flourished while China has stagnated and fell behind. We shall embrace Western Government, and mold it to the Chinese Way of life, to ensure the Rights an Freedoms of every Chinese Man, Woman, and Child!

To my fellow Chinese, and to my fellow Citizens of Earth, do I proclaim and present, the Constitution of the Empire of Great Wu! It has been drafted in Beijing, in the ruins of the old city, in a small building, by some of China's Greatest Thinkers and Minds, well versed in Chinese History and the History of the Western Nations.

June 16th, 1916

THE people of the Empire of Great Wu, represented here in the Wu Court on the day of June 16th, 1916, do hereby open, ordain, and layout the Constitution of the Empire of Great Wu. Over the course of the History of the Chinese State, we have seen the Rise and Fall of Emperors, Dictators, and Leaders. Our History is varied, wonderful, and full of Amazing Achievements. Today, we stand at the crossroads of History, where few nations have stood before, to form a Government, to continue forging forward in the world, to establish a Chinese Government, that is made For the People of the Empire of Great Wu, which will make a Government for the People, that is made by the People, and is run by the People.

ARTICLE I.
Section I. Premier of the Empire of Great Wu
The Power of the Executive of the Empire of Great Wu shall be vested into the Premier of the Empire of Great Wu. The Premier of the Empire of Great Wu shall hold the Office of Premier for a period of five years, elected in the following manner: Across the Country, during the time after the First Harvest, Citizens of the Empire of Great Wu shall vote for the Premier of the Empire of Great Wu. A Premier may only be elected if they receive above Fifty Percent of the Vote, or a Plurality of the Vote with Forty Percent. Failure to reach these levels will result in another Election between the top-two Candidates for Premier in terms of votes. To be eligible for Premier of the Empire of Great Wu, one must be a Citizen of the Great Wu, born in the Chinese Nation, and have obtained the age of Thirty-Five Years of Age. The Premier may only Serve for Three Terms, to where he will be unable to hold any other Elected Office in the Empire of Great Wu after that. In the case of a Premier being removed from Office by Death, Resignation, Removal by the Emperor, or Inability to Perform the Duties of Office of Premier, then a new Election shall be mandated to take place no later than One Month after this event. The Emperor of the Great Wu shall serve as the Executive of the Empire of Great Wu until a new Premier is elected. Before entering Office of Premier of the Empire of Great Wu, he must affirm to the following Oath-"I do affirm with my word, that I swear to Uphold and Protect the Constitution of the Empire of Great Wu, that I shall executive my Office as Premier to the best of my abilities, and stand to Preserve the Mandate of Heaven."

Section II. Powers of the Premier
The Premier of the Empire of Great Wu shall be the Commander in Chief of the Army, Navy, and Airforce of the Empire of Great Wu. The Premier may create a Court of Chairmen, which shall be advisers and leaders of Departments of Government. The Premier, along with the consent of the Emperor of the Great Wu, shall have the ability to forge Treaties with other nations, and with the consent of two-thirds of the House of Commons, have them approved. The Premier shall appoint ambassadors, Judges to the High Court of the People, and other Officers of the Government. The Premier may relegate the previous power to the House of Commons.

Section III. Duties of the Premier
The Premier must address the House of Commons at least two times a year, to give an overview of the State of the Empire. In doing so, he must appear with the Emperor of the Great Wu. The Premier has the ability to Recommend to the House of Commons and the People's Senate a course of Legislative Action that the Premier feels is necessary for the Functioning of the State, and is Needed and Proper. The Premier, or a member of his Court of Chairmen, are to conduct and receive any and all Diplomatic and Foreign Affairs. The Premier must ensure that the Law of the Empire of Great Wu is carried out, and that he guides the Government of the Great Wu to ensure that these Laws are Enforced and Followed.

Section IV. Removal from Office
The Premier may be Removed from Office by the Emperor of the Great Wu, provided he has the support of two-thirds of the House of Commons and the People's Senate to do so.

ARTICLE II.
Section I. Legislative Powers
All Legislative Powers in the Empire of Great Wu shall be vested into the National People's Congress, which shall consist of a Lower House, the House of Commons, and an Upper House, the People's Senate.

Section II. House of Commons
The House of Commons shall be selected by a Vote of the People every two years. No Person may become a Member of the House of Commons unless they have obtained the Age of Twenty Years Old, Be a Citizen of the Empire of Great Wu, and live in the County to which they were Elected from. A Commoner may only serve Five Terms before being unable to hold a Commons Seat again. The Size of the House of Commons shall be determined by the Number of Counties inside the Empire of Great Wu, times two, with each Country electing two Commoners to the House of Commons. When a Vacancy is made in the House of Commons, the Premier of the Province in which their County is in may appoint a Replacement to serve the rest of the term. The House of Commons shall choose a Speaker of the House, which shall be responsible for guiding discussion, bring bills to vote, and the General Order of the House of Commons.

Section III. People's Senate
The People's Senate of the Empire of Great Wu shall consist of Three Senators elected from each Province of China by Popular Vote every Six Years, so to make a Senator up for election in any given Province every two years. A Senator must be a Citizen of the Empire of Great Wu, obtained the Age of Twenty Five Years Old, and Live in the Province to which they were elected. A Senator may only serve Three Terms before being unable to hold a Commons Seat again. The Prime Minister is entitled to One Vote in the People's Senate when matters are Tied.

Section IV. The Prime Minister of the National People's Congress
The Prime Minister of the Empire of Great Wu shall act as the envoy between the National People's Congress and the Office of Premier of the Empire of Great Wu. He shall be elected from the House of Commons by a vote of his peers. He holds the power of holding Legislation to Veto it, or to have it sent to the High Court of the People for assessment of Constitutionality. He shall preside of the House of Commons and the People's Senate, acting as the leader of both Houses. The Prime Minister shall kept track of the Proceedings of the House of Commons and the People's Senate, and shall Designate where the two Houses shall convene.

Section V. Elections
Elections in the Empire of Great Wu for the National People's Congress shall be set to be after the First Harvest every two years. The National People's Congress shall convene and inaugurate new Members two months after the elections have taken place.

Section VI. Procedure
Each House of the National People's Congress shall create their own Rules of its Proceeding. Each House shall keep a Journal of the Proceedings, kept record by the Office of Prime Minister. During the Session of the National People's Congress, no House may adjourn for more than two days without the consent of the other House, and they may not sit in any other place other than the place as ordained by the Office of Prime Minister.

Section VII. Bills
All Bills for Raising Revenue shall originate from the Office of Prime Minister, drafted with the consent of the House of Commons and the People's Senate, and shall be adopted by a simple Majority Vote by the House of Commons. For any Bill to become a Law, it must originate in the House of Commons, pass approval by a simple Majority, then pass approval by a Simple Majority in the People's Senate. The Prime Minister must affix his Signature to this Bill, to which it would then be passed on to the Premier of the Empire of Great Wu, and once the Premier has signed it, it will become Law.

Section VIII. Powers of the National People's Congress
The National People's Congress shall have power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common defense and general Welfare of the Empire of Great Wu; To borrow Money on the credit of the Empire of Great Wu; To coin Money, regulate the Value thereof, and of foreign Coin, and fix the Standard of Weights and Measures; To provide for the Punishment of counterfeiting the Securities and current coin of the Empire of Great Wu; To establish Post Offices and post Roads; To promote the Progress of Science and useful Arts, by securing for limited Times to Authors and Inventors the exclusive Right to their respective Writings and Discoveries; To constitute Tribunals inferior to the High Court of the People; To define and punish Felonies committed against the Law of Nations; To raise and support Armies, but no Appropriation of Money to that Use shall be for a longer Term than two Years; To provide and maintain a Navy; To make Rules for the Government and Regulation of the land and naval Forces; To exercise exclusive Legislation in all Cases whatsoever, to exercise like Authority over all Places purchased by the Consent of the Legislature of the State in which the Same shall be, for the Erection of Forts, Magazines, Arsenals, dock-Yards, and other needful Buildings; And to make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof. The National People's Congress shall have the ability to regulate Commerce with foreign nations and with the Provinces of the Empire of Great Wu. The National People's Congress shall have the ability to create any Law necessary to ensure the Function and Proper Execution of any Law of the Empire of Great Wu.

Section IX. Removal of the Premier
The Houses must vote in a Two-Thirds Majority to give the Emperor of the Great Wu to remove the Premier of the Empire of Great Wu for any reason.

ARTICLE III.
Section I. Courts of the Empire of Great Wu
The Judicial Powers of the Empire of Great Wu shall be vested in the High Court of the People, and the Emperor of the Great Wu shall create inferior Courts that shall hold the same power as the High Court of the People, but the High Court of the People may overturn, at any time, the rulings of an Inferior Court.

Section II. Judicial Power
The Courts of the Empire of Great Wu shall rule on all trials, Civil and Criminal, and shall be able to extend the power to Review Legislation set forth by the National People's Congress as being Constitutional.

Section III. Treason
A Person may be considered in Treason against the Empire of Great Wu if they give Aid and Comfort to the enemies of Great Wu, assist in Rebellion against the Emperor or the Empire of Great Wu, or act in a Manner that would result in the Destruction of the Empire of Great Wu. The Emperor of the Great Wu shall set the punishment for Treason.

ARTICLE IV.
Section I. The Emperor of the Great Wu
The Emperor of the Great Wu shall be the direct descent of Emperor Xi Ha, founder of the Empire of Great Wu. An Emperor can only serve his full duties is he has obtained the age of Sixteen Years, and until that time his powers shall be invested in a Regent, a Member of the Wu Royal Family.

Section II. Powers of the Emperor
The Emperor of the Great Wu shall be able to remove the Premier from Office with a two-thirds Majority in the National People's Congress. The Emperor shall be able to assign, create, and destroy inferior Courts across the country at his will. The Emperor of the Great Wu shall Open and Close all sessions of the National People's Congress. The Emperor of the Great Wu shall act as the National Figurehead, and the National Ambassador of the Empire of Great Wu abroad.

ARTICLE V.
Section I. Rights and Freedoms of the People
The National People's Congress shall make no law that restricts the freedom of speech, the press, assembly, and the right for the people to Petition the Government of the Empire of Great Wu. No Soldier of the Empire of Great Wu shall be allowed to occupy a home of a Resident or Citizen of the Empire of Great Wu without approval and proper compensation. The People of the Empire of Great Wu have the right to the privacy of their writings, papers, houses, and personal effects, and cannot be seized or searched unless permission is granted by the Courts. A Criminal has the right to a fair and speedy trial, and shall be assigned a Lawyer if none can be found, at the expense of the Empire of Great Wu. All Men are Created Equal in the Eyes of the Empire of Great Wu. No Man who is over the Age of Twenty shall be restricted, in any form of taxation, intimidation, or prevention, from voting.

Section II. Amendments
Amendments to the Constitution of the Empire of Great Wu shall originate in the Office of Prime Minister, and be agreed upon by a Two-Third Majority of the House of Commons and the People's Senate. The Amendment must be signed by the Prime Minister and the Speaker of the House before it is sent to the Premier, who must affix his Signature to the Amendment, and it is sent to the Emperor of the Great Wu. The Emperor may sign the Amendment, to where it will go to the Provinces of the Empire of Great Wu, to where two-thirds need to approve of it, and it will become and Amendment. If the Emperor does not sign the Amendment, if all of the Provinces of the Empire of Great Wu agree, it is turned into an Amendment.

ARTICLE VI.
The Empire of Great Wu, and the Government of the Great Wu, shall hereby and herein-forth, accept all the Rights and Responsibilities given to it by this Constitution, affirm that is a replacement of the Government of the Empire of the Great Qing, and shall Proceed to use its powers to the Best of it's Ability, knowing that it is ordained by God and holds the Mandate of Heaven.
