The ECB declines to issue an economic impact report on the Lazarus Act until the MGA complies with posted ECB requirements and submits a proposed economic impact report with his bill.
 
The ECB agrees with the MGA's analysis of the Openness in Government Act (OGA), and expects the funding to come from excess receipts and other funds available in the Government Administration budget line.
 
Preliminary Economic Impact Report: Lazarus Act

It is hoped that the convict labor would cut costs for construction and educated convicts who have experience with finances could aid in managing the prison's budget[under supervision of course]. The costs of hiring accountants for prisons would be cut. With the use of convicts outside of prisons, costs to power the building would also be cut.

Eutopian Criminal Re-Education and Correction Act, also to be known as the Cojuanco Act

Title A:
1) Nature
Involuntary servitude shall consist of labor that corrections departments consider being suited for the convict. In the event that said convict is a minor, the corrections authority is obliged to provide the offender with education equivalent to that given in institutions of secondary education in place of involuntary servitude, until the offender completes their sentence.
2) Labor
Each convict working in involuntary servitude shall be provided with three meals per day. Extra food can be given for either working beyond what is expected, or for good behavior. Also, the convict shall be given one hour per week to devote to spiritual or intellectual pursuits.
3) Application
This punishment shall be an option in all felonies excluding treason or murder.

Impact the same, as it

Estimated Budget Impact:

Costs need to be covered for a) the maintenance of convicts for their involuntary servitude and b) for the educations of minors. Therefore, it is estimated that 1 BP will be spent by the Office of the Attorney General under Law Enforcement, and 0.5 BP will be spent by the Minister of Social Services under Education.
 
Campaign Finance Act

Whereas at present the UPE has no clear and up to date laws regulating campaign finance

Whereas it is important for the voter to know that political parties are not financially beholden to any particular cause so as to ensure they will act in his or her best interests rather than in the interests of any paymaster

Whereas over-reliance on television advertisements, the most expensive form of campaign advertising, will reduce the interaction between the electorate and those trying to be elected

Be it resolved that

I. Henceforth political parties shall not receive any donations in excess of $2000 for election campaigns from any individual, charity, corporation, small business or any other organisation. The total amount of funding received in this way shall not exceed $1000000. Attempting to contribute more than this amount shall be a criminal offence. Accepting more than this amount will result in the party chairman being charged with fraud and the party being excluded from the ballot in that election.
II. Parties shall be expected to publish a list of donations they have received for $1000 or more. Non-compliance shall result in exclusion from the ballot.
III. Each CRO-certificated party running in an election shall receive an equal share of federal funds for campaigning. The total amount given out shall not exceed 0.1% of the total budget.

Expected impact: This bill is expected to increase government spending by 0.1BP.
 
The ECB considers the impact of the Campaign Finance Act to be minimal. There will be no economic effect.

The ECB does not support the analysis provided for the Eutopian Criminal Re-Education and Correction Act. The ECB has determined that the entire program will cost .5 BP.
 
Tilapian-New Bengal Aid Package

.5 budgetary points shall be removed from the Term XIV Welfare budget.

.5 budgetary points shall be removed from the Term XIV Education budget

1.5 budgetary points shall be added to Foreign Aid, all of which shall be directed to aid going towards Tilapia, 70% of which at least shall be for aid targeting directly the island of New Bengal. The President shall arrange the details of how this aid is supplied.

Total expenditures of the Term XIV budget shall rise from 101.25 to 101.75

This bill directly changes this budget, and no extra budgetary changes apart from those specified by the bill are expected.
 
The effects of the Package are prima facie apparent, and the ECB sees no reason to disagree with the MGA's conclusion that there will be no other direct budgetary impact.
 
New Bengal Reconstruction Act

Part I. Voluntary Funding

A. Any minister or the President may voluntarily submit an unused portion of their budget to fund reconstruction in New Bengal to be spent as shown in Part III.

B. This funding will be in effect only until the end of this term and does not constitute a permanent decrease in the budget of the affected area. The normal funding level shall immediately resume in the next term.

Part II. Involuntary Funding

A. Any two members of the GA may propose a temporary involuntary decrease in funding for a ministry with-in 1 week (OOC: Real time for all times unless otherwise specified) of the passage of this act to be spent as shown in Part III. The members should specify the reasons for seeking the temporary decrease.

B. The minister shall have at least 3 days to submit his reasons for supporting or not supporting the decrease.

C. After 10 days all decreases, with accompanying statements from the respective ministers, shall be submitted before the GA as emergency legislation.

D. After no more than 2 days of debate each decrease shall be voted upon separately. All such votes shall run concurrently.

E. Any decrease receiving more than 50% of the vote of the GA shall be passed to the President for signature or veto. The President may sign or veto each decrease as he sees fit with-in 36 hours. Any decrease not veto or signed with-in 36 hours will be automatically approved.

F. Any decrease in funding will be in effect only until the end of this term and does not constitute a permanent decrease in the budget of the affected area. The normal funding level shall immediately resume in the next term.

Part III. Distribution of Funds
A. All funds will be given to the Tilapian government to be distributed as they see best. All moneys will continue to be monitored by the open accounting system that Tilapia has already established.
A. A 7 person board shall be established to distribute the funds allocated in Parts I and II.

B. 3 members of the board shall be appointed by the Tilapian Federal Government

C. 3 members of the board shall be appointed by the Provincial New Bengal Government

D. The chairperson shall be approved by at least 6 members of the board and shall have permanent residence with-in the United Provinces of Eutopia. The chairman shall vote only in the case of a tie.

Please note that there have been some changes as to the distribution of funds, but nothing which the President expects will change its economic impact.
 
The budgetary impacts of the NBRA are apparent. There may, however, be indirect economic impacts depending on which Ministries make their excess receipts available and what programs are not thereby implemented. Such impacts are too speculative for the ECB to issue a report on at this time.

Eutopian Minimum Wage Act (Revised)

Whereas previous laws establishing a minimum wage have been assessed in ducats, a currency we no longer use in Eutopia and

Whereas it is of advantage to a nation that its workers are paid a similar wage to those doing similar jobs,

Be it established that

I. A national mimimum wage shall be established.

II. This minimum wage shall be assessed hourly and shall at the very least be equal to 40% of the average hourly wage.

III. All workers over the age of 18 shall have this amount as their minimum wage with the following exceptions:

A: Workers aged 16 or 17 shall have as their minimum wage 80% of this amount.
B: Employers may count tips or gratuities received by the employees for up to 50% of the minimum wage.
C: Employers may count sales commissions paid to the employees for up to 50% of the minimum wage.
D: Workers enrolled in an on-the-job training program registered with the Ministry of Finance shall have as their minimum wage 50% of the standard minimum wage. Such on-the-job training programs are limited to one year maximum duration and no individual is eligible to participate in more than one such program in the same industry. The Ministry Finance may revoke registrations for training programs that do not provide significant training.

IV. A Committee for the Oversight of the Minimum Wage (COMW) shall be set up by the Minister of Finance as he sees fit.

V. This COMW shall analyse the state of the economy and job market bearing these and any other such factors as may be appropriate in mind may propose increasing the minimum wage above the level given in section I as they believe to be appropriate.

VI. Failure to pay the minimum wage to any worker shall result in the employer receiving a fine of at least $10000 and the worker shall receive the moneys he was illegally denied plus 25% on top. Should any employer fail to pay the minimum wage three times criminal charges may be brought against it and the government may seize and auction its assets.

VII. The punishment for failing on three separate occasions to pay the minimum wage shall be between 2 and 5 years in prison and a fine not less than $50000.

Expected impact: the bill is unlikely to affect government spending significantly. For a short period of time a slight rise in unemployment may be expected, but evidence from abroad suggests this trend will soon reverse itself and lead to increase in GDP/capita.

NBRA Funding Amendment

I. Bond Issuance
a. Federal Treasury will issue 10-year Bonds that will yield 1 BP in revenue.
b. These bonds will be issued at a rate of 4% interest payable at the maturity date of the bond.

II. Budget Allowance
a. Repayment of these bonds will fall under the Budget Line for Debt Service

The issuacne of this bond should not effect the Eutopia economy in any major way. The amount of the bonds total only 1 BP which is less than 1% of the national budget. Repayment burden will be insignificant , only amounting to appox. 0.104 BP per year or 0.312 BP per term through the term 17 budget period.

As previously stated, the ECB can only respond to specific proposals, and only fiscally. In this instance, the proposed requests are in the nature of policy decisions, and wholly outside the province of this agency.
 
I would like to have an impact report for the following legislation.

Anti Bureacracy Investigation Act.

I. Established will be a investigative committee composed of management experts from the Ministry of Finance and non-governmental management experts.

II. The investigative committee will be tasked with investigation the level of bureacracy in the National Government.

IIIa. The comittee will also be tasked with reporting legislation, laws and rules, that could/should be cut or combined to deKafkanise the Eutopian Bureacracy.

IIIb. The Comittee will also be tasked with reporting which civil servant functions are useless, obsolete or otherwise ripe for cutting/combining or something similair.

IV. The Comittee will report to the Speaker (who will in turn report to the General Assembly) and the Minister of Finance. Dissenting opinions are welcomed.

It is my personal opinion that the costs of this committee wil certainly not exceed 0.1BP, comming out of the Finance Budget."
 
The Office of the President requests an economic impact statement for the amendment to the New Bengal Reconstruction Act recently proposed by Speaker Vandelft.
 
The Office of the President asks for agreement that this bill will incur costs less than 0.1 BP.

Committee on Underfunded Government Programs

I. This committee will be made up of a representative from each ministry as well as non-governmental management experts.

II. This committee will be tasked with an investigation into the current effectiveness of government programs.

III. This committee will be responsible for finding any program which has a proven positive track record.

IV. The committee will be responsible for reporting legislation, laws, and rules, can be implemented to ensure that these programs are able to achieve their full effectiveness.

V. This Committee will report on any programs which have a proven postive track record and are not recieving full funds to adequately carry out this program.

VI. All findings of this commitee shall be delivered to the heads of each ministry, the President, the Speaker of the General Assembly, and the Senior Legislator of each political party represented in the GA.
 
Western Eutopian Territory Support Bill

Whereas in the aftermath of the end of the fighting on New Bengal many thousands have crossed into the Western Eutopian Territory (henceforth "the WET") seeking shelter and

Whereas Governor Thorsbeard of the WET has sought federal aid and

Whereas the provincial government can support no more than 5000 of these refugees,

Let it be established that

I. The President shall be authorised to deploy the military to provide humanitarian aid in the region, on which the military may spend up to 0.4BP

II. 0.6BP shall be cut from the military budget, this money shall be spent by the Ministry of Social Services (henceforth "MoSS") to find adequate food, accomodation and healthcare for the newcomers, create employment opportunities for them and to subsidise their return should they wish to return to New Bengal within the next 5 years.

III. Should there be a funding shortfall, the MoSS is permitted, if the Minister of Finance and President both agree it is necessary, to draw upon the 0.4BP earmarked by the New Bengal Reconstruction Act for this purpose to the amount that is necessary to make up the shortfall.

On the basis that funding for this bill comes from reallocating money already earmarked to be spent elsewhere, it is our belief that this bill will not significantly affect the economy in the short term.
