National Calendar Act: (OOC: this is only for in-game flavor, you can still deliberate on these RL days)

WHEREAS it is necessary to give our hard-working Eutopian people a well-deserved rest,

WHEREAS we must also commemorate various segments of our society,

Therfore, we, the General Assembly resolve this

1) These shall be the new National holidays:

January 1-New Year’s Day

Easter – to be determined annually by the General Assembly or those they see fit to delegate it to.

May 1 – May Day, in support of Eutopia’s workforce

Mother’s Day – Second Sunday of May

Father’s Day – 8th of June

23 September – Republic Day, when the Fourth Republic was formed

19 October – Independence Day

11 November – Soldier’s Day

Christmas holiday – from the 20th of December to the 31st of December

2) Buisnesses shall be encouraged to not open on these days.

3) The General Assembly shall not convene on those days, excepting Easter, Mother’s and Father’s Day, and all of the Christmas holidays excepting the 25th of December.

4) Military parades and commemoration ceremonies shall be held on May Day, Republic Day, Independence Day and Soldier’s Day.

Impact Report:

Little or no impact on the budget is perceived to be the case, no more than 0.1 BP.
 
The ECB issues a slew of reports:

Eutopian Minimum Wage Act:

The ECB generally agrees with the MGA's hypothesis. However, given that many of the new and unestablished jobs created under last term's boom are low income ones, the ECB anticipates that the incorporation of a minimum wage will slow growth by a modest amount.

NBRA Funding Assessment:

The ECB believes the fiscal effects of the bill to be prima facie apparent. Providing timely repayment of high-quality debt may serve to boost the confidence of foreign investors in the Eutopian economy.

NBRA, Vandelft Amendment:

The ECB believes the fiscal effects of this amendment to be prima facie apparent.

Western Eutopian Territory Support Bill:

The ECB generally agrees with the MGA's commentary, though notes that the version of the NBRA currently before the General Assembly makes no specific reference to 0.4 BP, and it is thus unclear what Section III of the Bill refers to. Clarification may change the ECB's analysis.

The ECB would also remind the MGA that Western Eutopia has not been a territory for some time, and referring to it as such is considered poor form.

Anti Bureacracy Investigation Act, Committee on Underfunded Government Programs, National Calendar Act:

The ECB agrees that these bills will incur negligible costs, less than 0.1 BP each.
 
Bacon Plan said:
The Bacon Plan's general objective is to provide both an adequate infrastructure and stadia capacity to sucessfully bid for and host the FIFA World Cup. It is to achieve this goal with the support from both the General Assembly, the President and the People of Eutopia, and will be empowered by the Legislative Branch to reserve funds for the Plan.

The first step of the Bacon Plan will be to create a Eutopian Football Association (EFA) if one does not already exist, and then instruct the EFA to apply for entry to the Confederation of North, Central American and Caribbean Association Football (CONCAF). If this application is unsuccessful, then the Union of European Football Associations (UEFA) would be the next choice.

If the EFA is accepted entry into either CONCAF or UEFA, then it will immediatly express interest in hosting the next FIFA World Cup. The General Assembly should follow this interest up with a resolution declaring that it would support the EFA in the event of such a bid.

If such a bid is recived by the FIFA Executive Committie well, then the Bacon Plan should be presented with the bid. Both the General Assembly and the EFA will be required to approve the plan, if either body feels the need to propose an amendment, it should be discussed with the other.

A total of 1 (one) Budget Point should be set aside at the least for any possible bid, infrastructure should be at least adequate to transport fans from City to City, furthermore there should be enough funds for the building of one or even two extra Stadia. The German 2006 World Cup bid involved twelve Stadia of at least 40,000 capacity each, I predict that any Eutopian bid would require ten stadia of 30-35,000 each. If there are not enough Stadia available, work should start on more as soon as possible.

This is far from impossible, South Korea built all 10 of their Stadiums that were used for the World Cup in 2001. I feel that it will be no problem for Eutopia to direct the funds towards the building of any required Stadia for the World Cup. At least one new stadium should be completed, preferably one that is of a UEFA 5 Star Stadium (can be found here) which would have to be built in New Lancaster as to the Airport requirements.

The benefits of a FIFA World Cup coming to Eutopia would be great. An increase in tourism and the money they bring, our economy would benefit from the extra jobs being created in building the Stadia and possibly improving infrastructure, positive publicity for Eutopia which is increasingly seen as an unstable third-world country. And, the infrastructure built for the tournament would be of use after it has finished, boosting the floundering Eutopian Sports Scene.

It is my hope that any Eutopian FIFA World Cup would be a fantastic success for both Association Football, Eutopia, and the World.​

The Minister feels that it would take 1 BP at the least to realise this plan, with 2 BP being satisfactory. With the influx of tourists during the tournament and the benefit of jobs being created by this plan, I expect a return of about 1 BP to the economy. The tournament may even increase tourism for years after the event has been held.
 
Tertiary Education Act

Article I

1) The Ministry of Social Services shall have concurrent power with the General Assembly and the Provinces to propose, grant, revoke and authorization of university and college charters.
2) The Ministry of Social Services cannot contravene any legislation that blocks its wishes concerning a certain university or college

Article II

1) Neither the General Assembly, nor the MoSS, nor the several constituent Provinces shall have the power to revoke charters of universities or colleges for reasons of non-treasonable or non-treacherous statements or actions made by the individual employees of the tertiary educational institution, or the students thereof, in opposition to the government or other entity or institution.

2) Military academies and training facilities created by authority of this act shall be under the jurisdiction of the Joint Chiefs of Staff

Estimated budgetary impact:

3BP from the Education budget is the estimated cost of this act, due to massive bureaucratic reorganization and the workload given. Also, Article II-2) stipulates that about 0.5 BP to 1BP will be spent by the military for the upkeep of military academies.
