I have a question about the HRE reform rollback feature.

Let's say the second-to-last reform has been passed, so all the HRE minors are now the Emperor's vassals. Now let's say that, oh, 1/3 of those were already his vassals. And now let's say he's forced to roll that reform back.

What happens...

a) ...to all his HRE vassals?

b) ...to all the vassals he had before the reform was enacted?

I hope he doesn't lose them all, including (b), as that's too harsh IMO, but I can't see how it could be scripted otherwise.

Easily, by assigning a country flag to all the decision-created vassals.
