That would alleviate a tremendous amount of pathfinding requests and make the game a LOT more playable, if you reduce pathfinding requests AND improve the pathfinding system.

Would it? I doubt that CIMs have a memory so there would still be a pathfinding request each time they go home or to work.

Why can't they have a memory? Wouldn't that take less ram than recalculating a route every single time?
