Gladstone's Liberals
Although I'm a man who has in the past voted for Labour in the past, I feel now that the reforms have been met and it's time for a change. Foreign relations need to be fixed in North America. The Indian Peninsula, although not needing any further expansion from us, needs some stability of some sort.
Also, I feel some form of expansionism is required. It's required not just for the benefit of the homelands, but for the people as well. At the least, the annexation of the remainder of Vietnam, to ensure it does not fall to the might of China; at the most, the total annexation of the remainder of Indochina. At least under British rule, these people would have rights all the same as we do, with our social reforms and laws being far, far greater than anything China has to offer.
I do worry about the future of the workers without the state making sure to intervene and keep factories from closing, though... but this is a worry I can deal with.
