There have been many user-made mods and additions designed for Victoria. However, many of these mods, as well as Paradox's official patches, are scattered about the forums. Few people know where to look to find them, and many are sort of out of place. So, to help everyone out, I tracked down several of the patches and the mods, and have listed them below--both descriptions and where they can be downloaded.

To conserve space and keep things organized, I have listed only what I consider to be "active" patches--ie. ones that function with patch 1.03 or above. The exception is the 1.02 Economy Mod by Michaelis. Anyone who played 1.02 knows why this is here.

If you have an active mod or a scenario that I have not included here, and it is finished, just post or PM me with the link and a description of what it does, and I'll stick it in this list if you so desire.

Caution: Before installing any of these mods, make sure your version of Victoria is compatible with it. Some of these mods are from previous patches (ie. not 1.03b), so be cautious when installing.

Changes a country's flag to the one reflective of its government type when that change has not come about through a revolution.

Education Modifier Fix
Fixes the education modifier so that it actually does something now. Simply extract to your Victoria folder.

Perhaps in some thread somewhere, but it's outdated and of little interest, unless people aren't using 1.03b (e.g. if their version isn't compatible with it).

I can't find a pop needs thread either, but it basicly lowers and rebalances the needs of all pops so they could afford their goods before pop income was fixed.

Maybe you can put the various events you've written into a text file and host it somewhere, with a short description of how each works and why you should use it. Then, instead of making half a dozen links to various single events, people can just download the single text file and choose what they want from it.
 
Or perhaps do something like what I did for "Military Attitude" and "Corporate Structure"?
