Persia, a puppet of the UK, offered a trade to the Netherlands which was rejected. The same happened for Oman offering to France. I would say I had a screenshot, but the one below was taken to late. I have a save which I can provide. This was also with my edited 1941 scenario, as I've never seen this happen before, that might be what's caused it.
