Hello everyone this is the sequel to my game Fallout Realism. As the topic says this game will be set in the East Coast of America in the year 2280 3 years after the ending of the game Fallout 3. This game will run on the same model all my old games ran on so you should find a template for the stats downs below some place. But I will cover lore first a little before getting to game mechanics. So in the years following the defeat of the Enclave the Brotherhood of Steel has significantly strengthened it's position and has become the foremost military power in the region but it's technological superiority is starting to be challenged by a new faction from the north the Institute. The Institute based out of the remains of Boston and possesses technology even beyond that which the Enclave possessed with a small but elite army of androids they are a faction not to be messed with. In the capital wasteland itself with the Jefferson Memorial water purifier now working the settlements of Rivet City and Megaton are booming. With fresh water now flowing they have been able to grow crops and a small baby boom has begun forcing the cities themselves to expand. In the heart of the capital the Supermutant menace still remains as the brotherhood has repeatedly failed to clear them out of their entrenched positions in the national mall. In addition to this the Brotherhood of Steel remains deeply divided with the outcasts expanding their reach south into Virginia towards the old CIA headquarters. And, in Paradise Falls the slave trade is still booming the institute has began to supply the raiders with advanced weaponry in return for several escaped androids caught and returned to them. In addition to this with the Pitt solidly under slaver control following an uprising 3 years ago the traders of Paradise Falls have recently been able to open a trade route with the Pitt which is extremely profitable. Down south in the marshes of the Chesapeake savage tribals rule all under the control of a pre-war maniac he hopes some day to expand his reach and to take revenge on some of his old enemies. And finally in Space humans remain in control of an old space ship from a weird alien culture it has sat derelict for years as the 4 man crew awaited the return of the creatures they beat off 3 years ago.

Bio: Leader of the splinter group of the Brotherhood of Steel, former Paladin Casdin intends to carry on the mission that Elder Lyons in his eyes remains unfulfilled: The acquisition of technology. In Casdin's eyes, the Outcasts are the true Brotherhood of Steel, carrying on the missions of the main West Coast contingent. It is his hope that with his trope that they can find any lost technology that still remains in the area of the Capital Wasteland and beyond.

Name: President Andrew Hawkin

Background: A high ranking member of Eden's Enclave, Hawkin achieved the rank of Lt. Colonal, and became Autumn's second in command. Shortly before the Lone Wanderer emerged from Vault 101, Hawkin was sent by President Eden too locate a secret government vault somewhere just South of Richmond. He arrived with an elite team of solders, and began investigating the vault, where he discovered it was full of decedents of the US Congress, and there families. As they were still genetically pure, he returned too the Capital Wasteland. There was some resistance by the leaders of the Congressional Vault, but Hawkin was able to convince them of the great opportunity that awaited the restored America, and in the end, the vaulters fallowed him. Leading them back to DC, he found that Raven Rock had been destroyed, and the Enclave scattered. He linked up with what Enclave forces he could find, and set up base in Maryland. He has spent the last year gathering what forces he can, and setting up a stable regime. He was elected President by the Vaulters, and his solders, and has set up a small, provisional Congress along with a rudimentary court system. It has yet to be seen what his plans for the future are though.

Background:

In 2254 the Brotherhood's ruling council decided to send a contingent of soldiers to the East Coast, among them then-Initiate Ishmael Ashur, across the Midwest aboard an airship. This however was to end in poorly, as the airship crashed around Chicago in the state of Illinois. Under the leadership of Owyn Lyons, the survivors of the crash, unable to return back west and unable to find the Midwestern Brotherhood, marched east in search of Washington D.C. Along their way, they encountered the remains of the grand city once known as Pittsburgh, now simply the Pitt.

Upon entering the Pitt, Lyons and his followers encountered a cesspool of horrors. There existed no government, only anarchy., with gangs roaming the streets, murdering, stealing, and destroying whatever they could exert power over. Worse was the effects of the Great War. Though the Pitt was spared direct nuclear attack, radioactive and mutagenic elements had entered the groundwater, infecting the major rivers of the Pitt and contaminating the natives. Though the effects would not be as noticeably severe as the Supermutants, 140 years of exposure had created mutations within the offspring of natives, seemingly benign at first, but manifesting as the children would mature. In some cases, this would be additional limbs, in others a gradual descent into aggressive madness, creating "Wildmen". The most severe cases would be horrifying; some unfortunate souls would devolve into hunched, savage beasts known as "Trogs", resembling more a monster than a human.

The situation in the Pitt prompted an action unorthodox from the Brotherhood. Embarking upon a one-night crusade against the raiders and mutants terrorizing what little innocent life remained, the Star Paladin Lyons would lead "the Scourge", a large-scale military action that wiped out nearly the entire population of The Pitt. In a single night, the Brotherhood swept through the city, eliminating any resident who put up a fight. Although the intent of the Scourge remains unclear, several non-mutated children were taken from The Pitt by the Brotherhood and placed into initiate training. The motivations for the Scourge are unclear to this day, but many in the Brotherhood note that it was a marked change in the way the Brotherhood operated. Seen as a success, the Brotherhood recorded a single causality - one Paladin Ashur. But they were mistaken.

Left behind following an explosion all assumed at proved fatal, Paladin Ashur awoke to scavengers prying at his armor. Realizing he was alive, the natives revered him almost as a god, and quickly submitted to him for leadership. With the natives not having to worry about the rampant raider gangs which once infested the streets, he brought the many of the scavengers in the area together under his leadership. Inspired by the strength of the natives in the face of the Pitt, and also because the Pitt housed the only operational steel mill the Brotherhood had ever run into, allowing the Pitt to produce its own equipment, Ashur decided against seeking out his Brotherhood, and instead choose to found the Pitt as a proper civilization. Using his expertise in military affairs, Ashur formed his own personal gang and gradually annihilated or absorbed the remaining raider groups. His gang was thus re-branded the army of the Pitt, and Ashur established Haven, a mostly intact skyscraper, as his palace.

Soon Ashur realized that his army would not be enough to facilitate the growth of a proper civilization. In order to rectify this, Ashur began to enslave the civilian population as "workers", forcing them into labor. By his own admission, Ashur disagreed with this practice, but found it necessary to create growth due to the inability of many natives to reproduce due to the Troglodyte Degeneration Contagion. Thus, Pitt society was established with an enslaved working class and brutal upper class of Ashur's personal raider enforcers. This prompted great results, leading to the importation of more slaves and more soldiers to maintain order.

This expansion led to the Pitt being approached by Sandra Kundanika , a scientist interested in a cure for Troglodyte Degeneration Contagion. Ashur welcomed Sandra into the Pitt, and soon they were wed, both as husband and wife and as pursuers of a common goal - an empire and a cure. Luck would have it that a daughter, Marie, was born to the couple with an immunity to mutatation, a boon to the synthesis of a cure. However, this proved too good to be true, as the created cure only served to prevent the benign cases of TDC, not affecting the targeted cases of troglodytism and heightened aggression. Still, the two had learned to love on another, and vowed to remain devoted to their pursuits. In the last three years, Ashur has done well to spread the disappointing cure to all of his army and most of his "workers", earning some degree of gratitude, overshadowed by the harsh conditions of slavery.

Name: "Acting Captain" Arnold Judas Rimmer
Age: 29
Faction: Human crew in control of Mothership Zeta, renamed "SS Invictus"
Background: Arnold Rimmer was born in the United Kingdom in the year 2000. At age 18 he joined the British military as an officer, but he was a complete failure. Somehow, a clerical error put Rimmer on a deployment to space. He worked as a technician aboard the International Space Station, always trying to become an officer but always failing. He was abducted by aliens in 2029, and was briefly tested on before being put in stasis for over 200 years. in 2278 he was released from stasis. Rimmer, being the only surviving astronaut aboard the vessel, assumed command as "Acting Captain", despite his lack of leadership experience. Rimmer sees himself, however, as a great leader, and this drive has actually paid off. Although he is still a rather unpleasant person, his sheer determination to prove himself to his crew has made him a more competent leader, and he actually knows what he is doing. Rimmer also renamed the Zeta "SS Invictus" to give the crew the sense that they now had the power to fight back against their alien enemies, and that human perseverance would always win out in the long run.

Background: Coming from a long line of traders, scavengers, and wastelanders, the Martin dynasty is known for its ruthless trading practices and their brutality towards their enemies. With the disabling of the bomb and the destruction of the Church of Atom, the Martin's influence within Megaton has increased exponentially. Isaac, long a son of the wasteland, has taken up that mantle, and plans to make his fortune. Even if he has to kill to get it.

Bio: For years Shirley has been a reliable guard for Rivet City, patrolling the old Aircraft Carrier that they called home. Supermutants, bandits, feral ghouls, Shirley's faced them all down at one point or another. He has gradually become more and more important in the guard hierarchy. Every task the council has agreed to send him on he has completed. In his years of service he has traveled wide in search of Rivet City's necessities, such as raw materials for scientific experiments. Shirley has recently joined the council, however, and he knows the future will be rough. Despite the comforting, solid walls of the supper carrier, and the easy defensive location, and the technology and prosperity so treasured by its inhabitants, Rivet City was in danger. It was growing too fast. Shirley knew that soon, if no action was taken, his people would start to run out of room. Though it had never been done before, Shirley knew one more thing: that expansion was the only option. Now he just had to convince his rivals on the Council of this.

Bio: Within the remains of the National Mall lies the home of the Supermutants in the Capital Wasteland. The Brotherhood of Steel from the Citadel have been failing to drive them out for years. Not helping their reputation at all was the rumor of a Supermutant actually leading the brutes. Members of the Brotherhood of Steel, adventurers, caravans, raiders, and scavengers have circulated rumors of this figure and have even said that they heard it spoke English. Even if it was rudimentary, it was still English. Fittingly enough, the people of the wasteland named this supermutant Facade, although the majority of them did not believe it. It remains to be seen if this Facade will show its ugly face or not ...

Name: Louis Franklin Scott Jr.

Faction: Union of America (Enclave: Northern Faction)
Background: Originally serving as Secretary of Security(which in reality meant he served as Eden's eyes and ears throughout the Enclave's territories), Scott Jr. was surprised when he returned to Raven Rock from one of his tasks to find that it had been destroyed and most officials killed. Immediately setting into action he gathered as many of the remaining military and civilian officials as he could find and along with some of the remaining technology and weaponry he lead them northwards. Eventually settling in a location Scott Jr. was acclaimed by the senior surviving officials as the new President and invested with supreme power to solve the crisis. In his first speech to his new community he described the 'United States of America and Enclave as dead remnants, nothing more than foot notes in history.' He however also went onto say that from their ashes a 'new nation had arisen, a pure nation, a united nation...the Union of America.' Now for the past three years he has been consolidating the Union and his grasp over it. With it now secure, he looks outwards, to rebuild America in his vision...

Let me tell you the story of Abraham Lincoln. He was born a Tucky Tearsman. The truth of this mysterious title has been lost, but we know it was a great honor. As a child he could not bear to see any animal chained or imprisoned. He was even known to set free the family Brahmin on occasion. As a youth, Abraham Lincoln fought Raiders in the war of the black hawks. When the war ended, he settled down to rule the Linoy, a small tribe of free men. He grew so famous that one day he was made President. He ruled over all the land. When he declared that all slaves must be freed, the slavers rebelled against his rule. They fought a great war, which Lincoln won. When he came to free the slaves, an assassin of the slavers struck him down. In the confusion, a few of the slavers escaped. Lincoln's generals hunted them, but could not find them. The bombs ended the era of Lincoln, but we will resurrect his voice. We will restore the greatness of his vision where all men are created equal, and all men can live free!

Born into slavery he was used rarely as a scribe to record the business dealings of his master Atkinson Smith a benevolent merchant who owned ten slaves and traded his goods across the known wasteland. Charlie took to reading books his master would find in the rubble and give him allowing him to study random subjects like tactics and philosophy but also read old novels as well. He does not know if anything these words he reads are truth or made up but he knows that the beforetime was something that he can never imagine. One day his master of was killed in a raid and Charlie was separated from his love and brought to Paradise Falls where he participated several months later in a slave rebellion that managed to kill Eulogy Jones and escape to the fabled Lincoln Memorial where they met Hannibal Hamlin and his abolitionists. Charlie has used his knowledge to help build a hub of free slaves around the Lincoln Memorial where many come to visit and stay.

Faction Background

Following the victory at the Lincoln Memorial against Caleb and his slavers the freed slaves that served the Temple of the Union organized and elected their leader Hannibal Hamlin as Successor of Lincoln or simply Successor. Under Hamlin the Temple became a increasingly strong force for the eradication of slavery fighting against raiders and slavers passing through or nearby their territory. In the three years since the foundation of the Temple the camp of free slaves have grown into Union City with several hundred people.

All inhabitants of Union City have the option to learn how to read and write from the Hamlin School of Reading. Slavers and raiders are not welcome in Union City. For small tax merchants and enterprisers can establish their shops here. Trade is welcome and not taxed only the building of structures with the support of the Temple is taxed. Union City is protected by the Order Of Lincoln which is the military arm of the Temple's organization. They have become feared by raiders and slavers passing nearby for their ferocity and spirit.

Hamlin ruled until 2279 when he was shot dead in a firefight with a raider band. A week afterward the second Successor was elected in by a majority vote. Charlie Holmes, one of the most educated and respected of the Temple's organization became 2nd Successor of Lincoln on that day. Since then he has dedicate chis energies to attracting immigrants and bartering to Union City as well as maintained the vigilance of the Order in watching and defending the boundaries of their community.

Name: Overseer Jane Moreau

Faction: The Sisterhood of Hopkins

Faction Background:

Vault 69 was an experiment, containing 999 women and 1 man. A strong matriarchy was formed by the many women and the man had no real influence. As the next generation was born, the mothers limited the contact to the father and the children were raised with a belief that men and women were true equals.
It was the third generation of vault dwellers that problems started. The numbers of men and women were at this time mostly evened out and a large group of young men, considered their physical superior strength to be a reason to be the dominant gender. A short, but bloody uprising followed, but most of the second generation males supported the current balance. However the balance had been upset.
Those who rose up were punished by turning them into eunuchs, as decided by the ruling council (at this point almost 70% women due to several male members being part of the uprising), to set an example. The second generation males were horrified, but in order to prevent another uprising, most were forced to undergo same treatment as the younger.
To prevent further unrest, the council decreed that men could never again reach the same numbers and thus the majority would be made into eunuchs before reaching adulthood. Since then the balance have been close to 50% women, 40% eunuchs and 10% full males.
In 2204 the vault opened and the inhabitants left. They settled in the area of the old Baltimore, more precisely in an area once containing a large hospital. The name of their new home became the City of Hopkins. Here they quickly embraced the much newfound knowledge about medicine in particular.
They accept all women into their community and fight off male supremacists trying to change their ways. Males are also welcome, provided they undergo treatment to make them no danger to the stability of the community.
While they do produce some food and other resources, they primarily produce and trade medicine or offer medical aid to their neighbors in return for goods or services. They also maintain a military allowing only women within their ranks.

Name: James Ryder
Age: 24
Faction: Independent (Lives in Rivet City)
Background: James was born 24 years ago in the Pitt, there he was born to the slaves by the name of Daniel and Jane. Shortly after his birth the Brotherhood of Steel attacked the Pitt in what is now known as the scourge, they killed both of his parents before they took him with them back to the citadel together with other children they had captured. When he arrived in the Citadel he was brought up among the other children and was trained and educated by the brotherhood of steel, one after one the other children died, leaving only James and Kodiak. The two formed a strong friendship and James began to see him as an older brother who he admired, but eventually it broke as well as James relation to the Brotherhood of Steel. James was able to escape, unknown to any and as such was declared dead by the brotherhood, in fact he had lived and escaped, eventually he met a man who took him in and helped him survive and train him.

The old man eventually died and left a minor fortune behind him which James took with him, James then returned to wandering the waste, doing his best to survive and using his skills to stay out of view from most. That worked for the most part until he eventually was caught by a group of raiders who shot him in side hurting him badly. He was saved by a timely shot fired from a man far away, not known to him but allowed him to escape while a firefight was evolving between them. James eventually became very ill and had to get medical treatment and the only place to do that was in the underworld, there he met Reilly who was in there.

He grew a strong disdain for guns after being shot, preferring not to use them and instead relying on daggers and brass knuckles, which however only lasted so long, he also modified his chest piece, putting in pieces of metal over his vital organs to resist any gunshot that might hit him in the future. As he was out with Reilly one day they both came under attack by feral ghouls, he tried to fight them off with his daggers but soon realized it was futile. As he was moving back to avoid them, they eventually caught Reilly who was unable to shoot them all and as such killed, realizing he could have saved her if he had brought a gun with him he blamed her death on himself. As such he acquired two .45 Auto pistol to be able to remove any lethal threat that was not a none sentient beings.

Following her death he left the underworld, not really knowing anyone else there and travelled South until he arrived in Rivet City. In Rivet City he was given a small room to live in and is largely considered to be loner, he sleeps late into the day and spends most of his time on ship being only in his room. If he is not on the ship then he is often found outside either helping carrying things or simply running around the area. Only once has he come into contact with the authorities on the boat and it nearly caused him to be thrown out, what he had done was hacking into the systems on the ship, only after promising not to do it again as well as pay a minor fine was he allowed to stay.

Talon Company

Name: Commander Jabsco
Age: 35
Background: Talon Company is the largest mercenary group in the Capital Wasteland. Doing various jobs, from bounty hunting to assassinations to fighting against the super mutant of D.C., even as far as mercenaries go, these men and women are vicious killers. No longer do they attack any random wanderer, as it seems almost as if the ones who had contracted them to do so had disappeared.

The Talons are very heavily armed, and in addition to infantry operate some reprogrammed military Mister Gutsies and sentry bots, which they use sparingly to guard some of their outposts in the D.C. Ruins. Their main headquarters is Fort Bannister, yet they also hold other minor outposts.

Commander Jabsco is the leader of the Talon Company, yet he has earned the nickname “Jetting Jabsco”, due to mostly leading the fights from the safety of his bunker… Yet he knows how to get the jobs done. These men and women only kill for money; they don’t care about ideologies of their customers or targets. But they deal with their business with a brutal efficiency.

Faction: Republic of Dave
Background: Dave was born in 2230. Supreme Commander and President for Life, Dave is the descendant of those who fled to the hills and managed to survive the war. His "citizens" are mostly descendants of his own ancestors or others with similar mindsets. Dave strongly believes that his land is a functioning nation and considers the compound his sovereign territory. Despite its small size, the Republic's economy seems to prosper due to increasingly rare trading with the caravans. It also has its own agricultural sector to the left of the entrance.

Faction: Tenpenny Tower
Background: An 83-year-old Englishman turned American entrepreneur, the man who discovered the tower saw it as an opportunity to provide residents with a standard of living enjoyed by the affluent in the days before the nuclear Armageddon. A rich eccentric bored with life and looking for new challenges, Tenpenny enjoys sniping at Wasteland creatures, ghouls, and the occasional visitor from his suite atop Tenpenny Tower.

Tenpenny Tower is a pre-War luxury hotel, by 2280 tenpenny Tower had become a private and elitist residential and commercial building owned by Allistair Tenpenny, who only permits the well-to-do or wealthy to reside there. Tenpenny is prejudiced, especially against the "ghoul problem" that is the frequent attempts of sentient ghouls to gain access and residence. He wishes to see every ghoul destroyed, and have the poor once again brought under the leash of the rich.
