I was playing a game for the Rome related achievements, I was able to restore the Roman Empire and Mend the Schism. I however only received the achievement for Pentarch and not the Legacy of Rome achievement.
Being a tad confused I checked the notepad for achievements and this is what it had to say:

has_character_flag = achievement_legacy_of_rome

I am in Ironman as I was able to get the Pentarch achievement, and I have not edited the game files in any way to disable Ironman mode in between those times. I am confused and do feel a little cheated out of my pop up, so if anyone could figure this one out that would be nice. I also included a picture of the map in case that helps
