china become a japan puppet event
the event 3819 [found in /db/events/nationalist_china.txt] is intended to mess up china's sliders (drafted army, dove lobby, isolationism) compared to manual annex/release? this seems a very odd mechanic.
no point taking the event unless there are some vps you cant get in china for some reason. inexperienced players may think that making them a puppet via event is the same as annexing and releasing them and may even be happy not taking the 5 dissent in the process, but it surely mess up chinese puppet for good.
