January 1st, 1937 through January 1st, 1938
Premier Casanova had to breath a sigh of relief. He managed to get economic reforms through for once, though there was quite the disagreement this time. Ramon Marín i Bobé made another short speech about the importance of breaking eggs in the creation of omelettes. It didn't help his case for increased measures against dissidents, but it made Casanova hungry...
"We need to further eliminate dissidents! If you want to make an omelette you have to break some eggs, then whisk them thoroughly, pour them into a frying pan and gently swish them around. Then, when they're nearly good and done you may add fresh mushrooms, ham, prosciutto, cheese, etc. etc. according to taste, and just... Erm..."
"Ramon, your metaphor isn't helping, I didn't get to have a very nice breakfast this morning, you know."
"Anyway, you must enact more measures against those who plot against us!"
Remei Rodoreda, one of the few people in this government Casanova could trust to get things done, once again asked to decrease conscription. von Hääfe quietly agreed.
Rossco gave a monologue on how ramping up war industries would help, and Admiral Polkov agreed with him, though Casanova suspected this was so he could have a boat to play with.
Field Marshal von Schnitzel ranted on about how the Party needed to take control of the state. Nothing special there.
Casanova, however, had General Secretary Pla i Barraquer, whom Casanova suspected would almost always follow him, and Finisterre also went along, citing the need to control vital industries in order to produce more war supplies. Or something like that.
With that meeting done, Casanova was whisked back to the Palau by limo. After an omelette, he was ready to run the nation again.
A communique from Rossco with a copy of a request from the... Iberists? Yes. They wanted to trade with Catalonia, rare materials and coal for supplies. Of course, Rossco was kicking and screaming not to 'help' them, but Casanova wrote up a response, "If they fuel our industries, they're on the short end of the stick on this one. I ask you to look beyond the short term." He signed the agreement in approval, and had it sent off.
They had cancelled the agreement several months later, but it mattered little.
In February, the first plant had been finished in Huesca, and in May, due to some delays, a new plant near Barcalona was also finished. Work on the second set commenced immediately.
With the understrength armor division fully reinforced, modernization of the infantry began. Within a few months, both infantry divisions had been updated. A few months afterward, artillery had been upgraded as well.
With agricultural production researched as far as they could, Casanova asked the Conselleria de Segureta to switch back to the factories, and research better tools for industrial use. Soon after, Fabrica d'Armes Montsolís had completed a computing machine, which made complex calculations much easier to perform. Their next task was to build a better artillery piece.
While restricted in research quantity, Casanova was sure that the quality of his nation's research teams made up for it. With the new artillery piece finished and the first production models shipped off to the Catalan Army, he tasked Fabrica d'Armes Montsolís with building a better tank. They seemed to be good at tinkering with machinery, the Premier was sure of that. When the new industrial tools were finished, Casanova called up Rodoreda, telling her department that they can take a break and go back to crimefighting and whatnot now. He made another call to Lt. General Tenodutti, an Italian officer now under the employ of the Catalan Revolutionary Army, to develop a new defense doctrine. Casanova reckoned that Catalonia couldn't afford an early offensive early on, especially as new intel revealed the extent of the Iberists' armies...
Casanova looked at the report in front of him. They had an actual navy, an actual air force, and an army over 8 times larger than Catalonia's. They could research twice as many things at once, and worse yet, Casanova had no idea what they were from this report.
The New Year came. It was time to go to a meeting that Casanova, for once, looked forward to. He finished some things, then looked at the report on the Sino-Japanese War:
The front hadn't shifted too much in 1 year.
"Comrades, I am beginning the New Year's meeting now.", the Premier spoke into a microphone. He was even smiling some, a rare sight and definitely a good gauge of how optimistic the situation had become. "Let me first start off by congratulating all of you on a fine job over this past year. Production is close to optimal, research is coming along nicely, and our army is finally fielding modern, full strength units.", he paused for applause, which everyone got. He then raised a hand, "How far have we gotten? I'll first pass the floor to our Head of Intelligence, Ramon Marín i Bobé. Comrade, if you will."
"Thank you. I am happy to say that we, Catalonia, have finally placed agents within other nations! We have increased our prescence in Iberia and in the USA!"
"The USA?"
"Don't tell me you want to let them off easy, comrade Premier, we need to be wary of them, for they are the biggest pack of capitalists! Ever!"
"Right. Is that all?"
"Everyone! Be aware of the people around you! There are spies in our midst, I can smell them!"
"OK, next is Field Marshal von Schnitzel."
"Our army is the same as last year. Except that they're modern and full strength now... Well, there's not much else to say..."
"Right, well, comrades, our situation looks to be improving. We will see you next meeting.", everyone filed out, except Casanova's cabinet, as usual, for they had to agree on the coming year's policy.
