I want to increase my colony power, and it seems the only way is the build more ports, so i would like to upgrade some of my conquests to states. I need 1% beuracrats of accepted culture, but they are populated entirly by native people, who are not accepted culture. What can I do to make the natives accepted? What criteria would you use to decide which region to upgrade to staehood?
