What makes someone governor of a Region?

Playing as Rome i see that a roman person is governor of Magna Graecia.
Now that 's a very large area!
I guess the game mean's 'governor of Roman Magna Graecia'. (that 's how
the game refers for example to province capitals (eg: Capua is the capital of Roman Campania (a province)).
Anyway that's small talk for some but i prefer the more accurate description.

So what makes someone governor of Roman Magna Graecia ?
A Roman Region could have two or more Roman Provinces with different governers. A player can see a Province's capital city in the Province Map mode or in the capital region's info.
But i dont see in Region mapmode any related info , like a designated region capital.

The governor of the Roman Magna Graecia you can see him in the region map:

There isn't a separate regional capital, but as you can see in the Ariana Region of The Seleukid Empire, the governor is located in the most populated provincial capital inside the region:

But that is something that I have not tested throughly. Maybe someone can help on this.
