Recently Muscowy colonized to my colonies border with Ming, and they are quite a bit ahead in tech levels, one of the best in europe. So, i cant Westernize simply because they are not of the Western tech group ? I mean, they are like the 2nd best in Tech levels though. That seems somewhat broken. None of the actual Western nations are even close to me at this point. So i can expect to be beaten by a far superior Muscowy..... Yay .
Shouldnt it be rather to change to the tech group of the one you border who is so incredibly advanced? and maybe not be that bad in the hits you take ?
