Yeah, I think Austria once started with Hungary as PU, or at least an alliance, but that was way too long ago, way before golden century, when I got back into the game. I seem to remember pre-set rivals as well.
Yeah in EU3 before the In Nomine expansion (2008), that would have been the case because the game started in 1453. But I doubt that's what OP is remembering.

I blame the Mandela Effect.

Most nations do not have any diplomatic relations at the 1444 starting date. The most common exceptions are Guarantees, Vassalage and PUs.
I also remember Brandenburg having that PU.
Have been playing Austria a bit around the emperor DLC and before and after Leviathans release and they always had no relations.
Obviously, I'm mistaken. Thanks for the corrections!
