Steps to reproduce​

When terrain tools drop the ground below sea level or sea level increase when urban construction near river or sea cause this issue.

Expected Result​

Floods must not cross dams or riverbanks to cause water accumulation in cities and/or when terrain tools drop the ground below sea level not to generate water sources.

Actual Result​

Currently water sources are automatically generated even when there are dams or riverbanks, or when terrain tools drop the ground below sea level.
