I'm not sure about the scope of any of these suggestions would be; some might be trivial, some might not.

1: Demilitarized Zones - Selection of star systems between two or more parties in which military units cannot enter or pass without [cause] and are effectively neutral in terms of culture spread ie: they belong to nobody. Inviolable without a formal declaration of war. Would help a lot with border tensions.

2: Cease Fires - A timed cessation of active hostilities in negotiated areas without formally ending the war. Should be violable with large diplomatic penalties.

3: Armistice - A timed [or indefinite, until one side shoots first] cessation of hostilities, without formally ending the war, between two or more powers. Should also be violable with large diplomatic penalties.

4: Treaties of Limitation - Would be especially useful for vassals who tend to neglect their naval power once subjugated. This would establish what their masters consider an acceptable limit to their naval power.

5: Rights of Passage - Should be able to demand your military or civilian units be able to move freely in territory as a war demand.

6: Technology Demands - Should be able to demand technologies. Given that I'm not sure of a way to see the disparity in technologies beyond the very general superior/inferior listing, I'm not sure how easy this would be to do without giving away too much free information. Another reason that espionage is seriously needed.

7: Resource Demands - Should be able to demand lump sums or monthly payment for the period specified. Should include any resource including strategic ones.

8: Ethical / Society Demands - Should be able to mandate that your target say, outlaws slavery or robotic research or any other number of interesting things.

9: Espionage - I'm sure this has already been beaten to death. Essentially any game that wants to, in any way, accurately model interactions between factions requires espionage.

10: A differentiation for wars of aggression - Declaring war because of delicious minerals should be treated differently in the eyes of other factions [depending, of course, on their ethics] than beating up on somebody because they violated one of the aforementioned stipulations-- such as a naval or army power limitation.

11: Vassal Evaluation of Power - Your overwhelming superiority to a vassal should make them more likely to behave, rather than less.

12: Threat Assessment - Factions half way across the galaxy should factor in the distance between you to a considerable degree when considering you a threat. Factions with an inferior military are terrified of you even though you would have to go to considerable lengths to use military force on them.

13: Raze Planet - Maybe it's available and I haven't seen it, but the production of tomb worlds should be an option. Adds strongly to the war score, but ... makes the planet somewhat uninhabitable.
