Volunteers not reinforcing due to 'no supply from capital'?

So I've just had this problem in a Kaiserreich game, but it's happened to me before in vanilla too. Sometimes, seemingly at random, my volunteers will stop reinforcing. Hovering over their strength bar claims that the reason is there's no supply from capital, but there I'm being supplied quite alright. Does anyone know what's going on here? I've found other threads here and on reddit talking about this but there's conflicting information.
 
I remember having seen this in a Lets Play. Reason was the target nation for the volunteers (Italy) not having access to the Suez Canal and Street of Gibraltar, which meant for the game that there is no capital connection to the nation sending the volunteers (Japan). Maybe there is fighting around a sea street in your case, which temporarily breaks the connection?
 
Huh, I reloaded the game and they started reinforcing... guess it's just a bug?

I was playing Russia, sending volunteers to America. The Danish Belts were open so I could get through there.
