Using elite military facilities of other races.

I'm playing as a Dvar promethean and I bought a small Vanguard settlement with influence and have developed it into a city. I can build the Vanguard specialist and skirmisher units, but when I build a elite military facility it doesn't allow me to build any elite Vanguard units in that city. Is this by design or maybe I haven't met certain requirements? Does my relationship with that race have something to do with it? I also have a Vanguard hero with troopers on the map so I thought their relationship with the Dvar would be higher than neutral. It happens every game so I'm wondering if it's a built in mechanic.
 
When you gain another faction, you unlock their tech tree. Go to your military science, at the left side there should be a roldown slider. There you can switch etween the factions you own.
As such, you need to research the technology partaining the eleite units you want to build, just as you would need when you play your main race.
 
no, it does not. You only gain experience for:
- Races and class you are playing, includes how many enemies you defeated
- special objectives
- random objectives
These scale with the difficulty, when you select a planet you have a total modifier at the left bottom. This is the amount all of your score will be multiplicated (the complexity is actually more important than strong AI/Wildlife in most cases. Some objectives allow you to ramp up both because you have an alternate way to win anway)

It does not matter how much you develop your races/classes. The fastest way to level is still completing the secondary objects that grant a win condition. Swarm Rush or the voidtech equivalent are quite useful in that regard
