I have been unable to test new mods in on-going games after May 15 & 16 patches. This needs to be fixed, it's a pain in the butt to start a whole new game to see if you get the intended affect on a stage 4 change.
 
Are you sure module was not active, before game was started (and then updated to see the changes)?

What you are describing is something I think I was never able to do (to add mod to savegame that started without it).
