Is it just me or is it a little weird that Empire of Trebizond (admittedly a kingdom in EUIV) doesn't have the national decision to become Byzantium (if Byzantium doesn't exist and they control Constantinople)?

It did in EU2 and I believe in EU3 as well. It was probably just over looked in the rush to get the game out the door; that's typical for Paradox though eventually they always do fix it in the end.
