Just got done playing a game with Czechoslovakia. At the treaty of Munich event, I opted to join the Axis. I had, prior to this, not been part of the allies, and had been constantly rejecting the (spammy) demands of the AI UK. I went to declare war on Romania, and noticed that:
Czech, UK, USA, France, Belgium Netherlands, etc were at war with Romania.
Czech was part of the axis (200 facism) due to the Treaty of Munich event.
I could not attack Romanian forces, although I was at war with them. I also could not occupy their provinces, or otherwise wage war.
Any wars I initiated had me fighting alongside the allies, although I presume that if my forces and any allied units met in a province, we'd either begin fighting or CTD. Germany could also not attack my units.
I was listed as being in a war with the Allies against Germany and Slovakia, but Germany had troops within my borders and was not occupying the provinces.
I have the save game available if you guys are interested. For the record I haven't altered any of the game files in any way, it's a clean HOI NA install with patch 1.01. It was autosaved just before I declared war on Romania.
