Every now and then a country gets there ass kicked by rebels, never happend to me though. But the only thing that seems to happen is that all rebellions stops and the country in question gets a stability of 3. Is'nt it supposed to be a bad thing if the rebels win?
 
If they are at war, they loose all enemy controlled provinces to the various enemies instantly. Also often countries become independent. In some cases the rebel victory leads to an almost complete dismemberment of the country in question.
