The only use I've ever found for the Colossus is in a War in Heaven where you are unaligned and don't have a ton of time to manage an invasion of one of the Awakened Empires. It's a good way to remove one of the threats relatively quickly. But it's niche, since to get it to do it's thing requires the same domination of a sector that you need to do an invasion anyways.
The pop mechanism is quite terrible in 3.0
