So Killsey and a few other beastwomen, imply that, once upon a time, they were clawless and hairless, much like weak willed humans. They also suggest that they lived during that time before even the spires existed....

So, Who thinks that they may infact be remnants of those that created the spires? Perhaps somehow magically transformed by them, either because they were adversaries of the spires creators or as a result of some other purpose the spires were meant for that went wrong and reduced the creators to savage beasts?

Eh, I guess it's possible, but I'd be more inclined to bet on parallel evolution than magical chicanery, since they never mention any myths specifically involving the spires or magic. They may just be a branch of some early human ancestor that never developed agriculture or used tools and remained hunter-gatherers, eventually gaining natural advantages as predators.
