tech teams tied to provinces

every tech team in the game should be tied to a province. if you gain the province as part of your country via annexation or event or peace treaty then the tech team is yours. if the province is not considered yours legally and you only occupy the province the tech team is not yours. this would simulate tech teams being tied to factories in an area and their families. i.e BMW in germany is headquartered in munich and the research team would be tied to that province.

Well, even back then people were quite mobile (and not only in panzers).

But an option for your wish is (somehow) already there. Just choose tech-team takeover in the starting game settings.
