"Tax nonbeliever" tenet does not grant Jizya vassal contract option

Description​

In previous playthroughs, faiths with "Tax nonbeliever" tenet provided the Jizya option when negotiating vassal contracts. This is no longer the case, which contradicts the in-game description and wiki ledger.

Steps to reproduce​

1. Have dynasty convert to feudalism through by any means.
2. Reform Asatru, taking "Tax nonbeliever" as one tenet.
3. Attempt to negotiate vassal contract with vassal of Christian faith.
