Please explain your issue is in as much detail as possible.
You see whenever i research transport optimization tech the upgrade never happened on my RV Transport instead upgrading the capacity they ended up stucked

Can you replicate the issue?

I was able to research the tech but the rovers still have 30 capacity rather than 45.

Yeah, it's a common problem. I've noticed the same issue after hotfix #2.
