Please explain your issue is in as much detail as possible.
I currently have 43 tourists on planet. I have 2 domes with hotels, both domes set to prefer tourists. Both hotels are set to accommodate tourists only.
One dome has all 43 tourists in it, none of which are staying at the hotel. Instead the hotel is full of residents. Half the tourists are homeless and the other half I assume are living in residences.
The other dome has zero tourists and a hotel with only 1 person living in it. A resident.

Can you replicate the issue?
I'm not sure how I would do that without starting an entirely new game.

Thank you for the log file, I can already see that there are issues as the logfile is 4.4mb! I'll attach this to the issue once I take a look at the save game.

My most recent log file from 9/15 is nearly 20MB

I have the same bug with the current game version. My tourists prefer normal houses and don't use the hotel.
