Please explain your issue is in as much detail as possible.
I am unable to declare war on an AI faction and have been unable to do so for the past 50 in-game years. I can attack the other federation members thus going to war with them all however this is not a usable work-around as I cannot claim systems from this enemy therefore war gets me little to nothing and ends too early anyways. As you can see I am not allowed to declare war as I need a war goal but there are no war goals in the list where they'd normally appear to select from.
Steps to reproduce the issue.
Not sure, the enemy completed a collosus project and that was when the issue came up. One screenshot is from earlier in the game when I had 3 claims on systems belonging to a different empire that this empire conquered. Those claims I somehow got after attacking another federation member and the war ending (I did capture them with my fleets).
