Please explain your issue is in as much detail as possible.
I guarantee independence to an empire, the Autocracy of Gy-Blova, while they were under the kans rule, once that colpased the empire regain its independence but I can't take away the guarantee and thus I can't do anything with them, I want to conker them.

Steps to reproduce the issue.
Guarantee independence to an empire under the khan
Watch them fall
You can't unguarantee the independence.
